The primary goal of the CWG is to produce a consolidated transition proposal for the elements of the IANA Functions relating to the Domain NameSystem. Participating as observer Participation in the CWG is open to members and observers. In addition to members, who are appointed by the chartering organizations, anyone interested in the work of the CWG, can join as an observer. Observers are expected to actively participate and attend all meetings. The only difference between a member and an observer is that any consensus calls or formal decisions that may need to be made will be limited to CWG members appointed by the chartering organizations. However, this does not take away that it is the expectation that the CWG will operate as much as possible with the views and consensus support of all participants in mind as the importance of considering all input and views on this important topic is recognized. Observers may be from a chartering organization, from a stakeholder group or organization not represented in the CWG or currently active within ICANN, or self-appointed. All participants (members and observers) will be listed on the CWG's webpage. All observers are also required to submit a Statement of Interest (SOI) following the procedures of their chartering organization, or where that is not applicable for observers, the GNSO Procedures should be followed (see https://community.icann.org/x/cYLg) Next steps The CWG is currently in formation. To date, the At-Large Advisory Committee (ALAC), the Country Code Supporting Organization (ccNSO), the Generic Names Supporting Organization (GNSO) and the Security and Stability Advisory Committee (SSAC) have adopted the charter, and are in the process of appointing members. The CWG will have its first meeting <https://community.icann.org/x/6grxAg> (via teleconference) on 6 October at 13.00 UTC, followed by a F2F meeting in Los Angeles during the ICANN meeting <http://la51.icann.org/en/schedule/mon-iana-stewardship-naming> (scheduled for Monday 13 October from 12.15 13.45 local time (19.15 22.45 UTC), with remote participation). Both sessions will be recorded and transcribed. Background The National Telecommunications and Information Administration (NTIA) has requested that ICANN"convene a multistakeholder process to develop a plan to transition the U.S. government stewardship role" with regard to the IANA Functions and related root zone management. In making its announcement, the NTIA specified that the transition proposal must have broad community support and meet the following principles: * Support and enhance the multistakeholder model * Maintain the security, stability, and resiliency of the Internet DNS * Meet the needs and expectation of the global customers and partners of the IANA services * Maintain the openness of the Internet. NTIA also specified that it would not accept a proposal that replaces the NTIA role with a government-led or an intergovernmental organization solution. On June 6 ICANN proposed the creation of an IANA Stewardship Transition Coordination Group (ICG) "responsible for preparing a transition proposal reflecting the differing needs of the various affected parties of the IANA functions." It was determined that Stewardship Transition proposals for each of the IANA functions should be developed by the directly affected communities, the IETF and IAB for IANA functions related to InternetProtocol Parameters; the NRO, the ASO, and the RIRs for functions related the management and distribution of numbering resources; and the GNSO and ccNSO for functions related to the Domain NameSystem. These efforts will inform the work of the ICG, whose responsibility is to develop an overall integrated transition proposal from these autonomously developed components. Two of IANA's global directly affected communities, the addressing and Internet protocol parameter communities, have responded to the NTIA's announcement and the formation of the ICG, by establishing working groups to provide input on their specific needs and expectations with respect to the IANAStewardship Transition. This CWG was formed as an integral part of this transition process, and to develop a proposal for the elements of the IANA Stewardship Transition that directly affect the naming community. Our goal with these meetings is to inform people about how they can become involved in transition proposal development (not just for names, but for the other functions as well), to encourage people to attend an open forum that the ICG is hosting on Thursday of ICANN week, and to answer questions. We have a few conditions we’ve set for all such meetings — that they be public, minuted, and, if possible, translated. Is this something you would be interested in organizing, as part of your already-scheduled meeting time or otherwise? We want to update you on the progress we have made and make one important comment on the timelines set out in the IANA Stewardship Transition Coordination Group Request for Proposals (RFP) published on September 8 2014. We in the naming community have followed the historic IANA transition process very closely. Mindful of the challenging timelines inherent in the process, we have moved very quickly to come together as a naming community. At ICANN 50 in London in June 2014, the GNSO, ccNSO, ALAC and the SSAC came together to establish a drafting team to prepare a charter for what will become the CWG. Through frequent meetings, we were pleased to be able to finalise a charter for the CWG by mid-August 2014. The charter has been approved by the GNSO, ccNSO, ALAC and SSAC, each in accordance with its own rules and procedures, and we are now calling for volunteers as members and observers, again according to each SO and AC's rules and procedures. In addition, the GAC has been invited to participate in the CWG and is actively considering the invitation. With the establishment of the CWG, we expect to be able to provide a proposal from the naming community. While we believe that we have made a good start, ensuring the engagement of such a broad community in such an important and overarching exercise is necessarily time consuming. Even though many of the chartering SO/AC's have yet to complete their procedures for selecting working group members, we have nevertheless decided to move forward and schedule our first CWG meeting right before (as well as a second meeting during) ICANN 51 in Los Angeles. After this initial F2F meeting, we may not have another opportunity to meet face to face until ICANN 52 in February. We would not anticipate that the CWG itself could approve a transition proposal without at least one such face to face meeting and potentially a public consultation of the community. Please also be aware that before a proposal could be formally transmitted to the ICG, it will also be necessary for the chartering SO/AC's to approve it through their respective processes. Therefore, while we intend to urge that the CWG devote considerable time and energy to developing a proposal, it will be quite challenging, some would say impossible, to meet the January 15, 2015 target deadline for formal proposals set out in the ICG's RFP. We do hope that shortly upon formation of the CWG we will be able to come back to you with a proposed timetable. It follows that the CWG will not be in a position to review the RFP or request any clarifications by the deadline of 24 September, but hopefully you are willing to accommodate any questions that the CWG may have following its formation. The CWG's charter provides for a very open process, including no limitations on observers (regardless of affiliation) at any of our meetings. We have no doubt that the naming community members on the ICG will actively monitor the work of our CWG and provide the ICG with regular updates on our progress. Thanks for the update Marika. Heather Dryden, chair of the GAC, just sent Byron and Jonathan a message on where the GAC stands on the CWG. In it she said that "At this point I can express GAC's sincere interest in pursuing the matter, meaning that the GAC leadership will present a proposal regarding the Cross-Community Working Group for adoption by the GAC, followed by appointment of GAC participants. I will keep you posted on these developments from the GAC side in a timely manner." So I think this completes the roundup of where the participating communities stand. I take it that the October 13 meeting is now fixed. Now it's up to the participating SO/AC's to finish the process of selecting members. How would you foresee the call for observers you have prepared being distributed? It would be useful for it to go out rather quickly so that the word might get out. FYI Dear Councillors, Ahead of the Council minutes, please find the resolutions passed by the GNSO Council at its meeting on Thursday, 4 September 2014. Consent agenda: 1. Council approved thanking ICANN Contractual Compliance for its presentation of their three-year plan and continued collaboration with the GNSO in future policy development efforts AND 2. Considering the issues identified in the Uniformity of Reporting Final Issue Report to have been addressed and to consider the issue closed. 3. The Council confirmed the Co-Chairs for the Working Group on Curative Rights Protections for IGO/INGOs (IGO-INGO-CRP) PDP working group, namely Philip Corwin and Petter Rindforth. Council passed the resolution to appoint a GNSO Liaison to the Governmental Advisory Committee Whereas: 1. As part of the discussions within ICANN between the GNSO and GAC, on how to facilitate early engagement of the GAC in GNSO policy development activities, the option of appointing a GNSO liaison to the GAC has been proposed as one of the mechanisms to explore. 2. As such, the GAC-GNSO Consultation Group (CG) on GAC Early Engagement in GNSO policy development activities proposed to implement this option as a one-year pilot program in FY15 (starting 1 July 2014 to 30 June 2015). 3. This mechanism will be evaluated at the end of FY 15, by both the GNSO Council and the GAC, to determine whether or not to continue in either in the same form or with possible adjustments based on the feedback received. 4. Following a call for candidates (seehttp://gnso.icann.org/mailing-lists/archives/council/msg16435.html) five applications were received all of which were evaluated by the GNSO Council Leadership based on the criteria outlined in the call for candidates. 5. Mason Cole was unanimously selected by the GNSO Council Leadership as the preferred candidate. Resolved: 1. The GNSO Council hereby appoints Mason Cole to the role of GNSO Liaison to the Governmental Advisory Committee until 30 June 2015. 2. The GNSO Council Leadership Team will co-ordinatewith Mason Cole as well as the GAC-GNSO Consultation Group on next steps and the successful implementation of this new role. Dear All, For your information, the GNSO Council adopted the CWG charter during its meeting today (see resolution below). The GNSO has requested that GNSO Stakeholder Groups provide the names of members for the CWG by 15 September at the latest and has recommended that the chairs of the DT serve as the interim chairs of the CWG until the CWG has had the opportunity to select its leadership. In order to prepare for the call for observers, we've prepared the attached draft call that we would suggest is posted and circulated once most of the chartering organisations have appointed their members (we understand that the SSAC has already adopted the charter and the ALAC vote is finishing tomorrow). If you have any comments or suggestions, please feel free to share. As your respective organisations identify their members for the CWG, please provide the information to Grace so that they can be added to the mailing list. We hope it will be possible to schedule a first meeting of the CWG in early October so the group can discuss whether or not it would like to meet in Los Angeles, and if so, what the agenda should be and what materials should be prepared, if any. As you'll have noted from the announcement that Grace just shared, the ICG has requested that all formal responses are expected to be submitted by 31 December 2014. We hope this is helpful. The National Telecommunications and Information Administration (NTIA) has requested that ICANN ³convene a multistakeholder process to develop a plan to transition the U.S. government stewardship role² with regard to the IANA Functions and related root zone management. 2. 3. 4. On June 6 2014, ICANN proposed the creation of an IANA Stewardship Transition Coordination Group (ICG) ³responsible for preparing a transition proposal reflecting the differing needs of the various affected parties of the IANA functions.² 5. 6. 7. It was determined that the transition proposal should be developed within the directly affected communities (i.e. the IETF for development of standards for Internet Protocol Parameters; the NRO, the ASO, and the RIRs for functions related the management and distribution of numbering resources; and the GNSO and ccNSO for functions related to the Domain Name System). These efforts would inform the work of the ICG, whose responsibility would be to fashion an overall integrated transition proposal from these autonomously developed components. 8. 9. 10. Following distribution of an invitation to participate, a drafting team (DT) was formed with participants from the ccNSO, GNSO, SSAC and ALAC to develop a charter for a Cross Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions. 11. 12. 13.
