Dear interim co-chairs of the CWG to Develop an IANA Stewardship Transition Proposal on Naming Related Functions, The ALAC working group that feeds into the CWG on Stewardship Transition (short version of the full name "CWG to Develop an IANA Stewardship Transition Proposal on Naming Related Functions") as well as the IANA Coordination Group (ICG) has discussed the issue of the CWG on Stewardship Transition having no interpretation on its first call. Understandably, the work of the CWG on Stewardship Transition is going to be under the spotlight. This being a Global effort, the CWG needs to operate in line with ICANN language policy. We therefore ask for the CWG's calls to be interpreted in the 6 UN Languages in line with ICANN language policy. IANA Stewardship CWG Process Steps Proposal

As promised on our first IANA Stewardship CWG call today, attached and pasted below is a proposal to get us started in developing a work plan. Note that it is intentionally brief; we can fill in details later. I encourage free and open discussion of this between now and our meeting in L.A. Chuck IANA Stewardship CWG Process Steps Proposal For the CWG, I think a process something like the following would be a reasonable and effective way to go: 1. Describe all the steps in the current IANA processes for names. 2. Identify the places in those steps where the US government (through NTIA and/or any other government agency) participates. 3. Identify elements of the U.S. Government’s role that need to be replaced. 4. Brainstorm ideas about possible multi-stakeholder (not multi-lateral) process replacements for the U.S. Government’s role. 5. Develop consensus positions on a revised process. 6. Identify process points where accountability checks are needed. 7. Brainstorm accountability check ideas. 8. Develop consensus positions on accountability checks. 9. Brainstorm ideas on how to connect the assurance of general ICANN accountability before the IANA transition happens. 10. Develop consensus positions regarding 9. 11. Write final report and deliver it to the ICG. Of course there should be lots of interaction between the CWG members and participants and the groups they represent as well as the general Internet population throughout the process. That should be continuous using the representative structure of the CWG but there can also be formal opportunities for input such as public comment periods. SAC068 SSAC & getting to work...

Colleagues, As I mentioned on the last call - SAC068 SSAC Report on the IANA Functions Contract - has been finalized and will (in the next day or so) be published online @ https://www.icann.org/resources/pages/documents-2012-02-25-en <https://www.icann.org/resources/pages/documents-2012-02-25-en> Please watch out for it... In this document, the SSAC identifies key aspects of the relationship between the U.S. Government’s National Telecommunications and Information Administration (NTIA) and the Internet Corporation for Assigned Names and Numbers (ICANN) as defined by the Internet Assigned Numbers Authority (IANA) Functions Contract. Given the very short deadline that this CWG has to develop and publish a document, might I be so bold to ask that we try to pickup the pace of discussion on this list ahead of our meetings in Los Angeles. To get things started, might I suggest we go through the round of introductions, agree review required reference texts, discuss possible leadership positions (chair, vice-chair?) that we might want to establish, and agree to the agenda before we meet next week. In terms of introductions - might I suggest that in addition to a short bio, that members of this group also mention - their constituency & affiliation, experience in ICANN WG’s, reason/interest to be on this CWG, their familiarity with the IANA function & contract, your availability over the next 3 months to actively contribute and in what capacity you think you will be able to engage. Provision of translation services - Participation and Outreach

Hi All, Following up on the discussion on translation services that occurred on the CWG call on 6th October. I think its valuable to initiate a discussion on wether the group feels that not having a translation service available is a barrier to participation and outreach and if so what can be done to alleviate any concerns in this area. Personally I feel that this is a process that encompasses an internationally diverse group and that participation should not be functionally limited to those who have a working command of any single language. However I do understand the logistics of providing such a service come at a cost. So is there a value in requesting translation (live or for the recorded calls) services to be provided to the group?
