The time and effort that has gone into the process so far is nothing short of incredible. In addition to my existing responsibility as the President of the Global Domains Division, I have also recently taken on the responsibility of ensuring a successful implementation of the IANA Stewardship transition, assuming an approved proposal by NTIA. As such, I have been following the community discussions very closely and assessing the potential impact of any shifts in the timelines, while working in close collaboration with Theresa Swinehart, who leads the IANA stewardship transition process in the development of the transition proposals and the community work to achieve a successful outcome. We have determined there are numerous operational aspects in this phase of the process and planning our work must begin now. Based on my initial assessment of the current proposals, ICANN will need approximately four months once the proposals are approved by the U.S. Government to finish implementing all the required elements. NTIA's contract with ICANN is set to expire on 30 September, 2016 <http://www.ntia.doc.gov/blog/2015/update-iana-transition> , but we do not know when the proposals will be approved by NTIA. Therefore, it behooves us to make as much progress as possible prior to the approval of the proposals. We are already starting pre-planning discussions with the operational communities and the CCWG to factor in the oversight and reporting needs so we can have an efficient and productive process to meet the quickly approaching deadline. We are also working closely with NTIA to identify elements of the proposals that can be implemented ahead of approval while respecting the IANA contract obligations. We look forward to a productive working relationship with the ICANN community to ensure a smooth and timely implementation. It is the annual meeting so it is busy in any event, and a time of change on theGNSO Council, including the election of a new chair. The Dublin meeting also comes at a time of considerable effort by the broader community to bring the work of the Cross Community Working Group on enhancing ICANN Accountability towards an effective conclusion. The GNSO Council preparation has, as ever for ICANN meetings, been focused on ensuring that the myriad of policy related activities are in good shape to be reviewed and progressed to the next logical stage in the process. The GNSO Council, as manager of the policy development process within theGNSO, arranges a full schedule over the weekend before the ICANN meeting opens on Monday and we use that time to review and revise key current policy development and related activities within the GNSO. The meetings are open to all to attend, either in person or online, and we welcome participation and interaction from all. A briefing on the current work is prepared ahead of the ICANN meeting and can be viewed here. The in-person ICANN meetings also provide valuable opportunities for a variety of cross-community interactions. The GNSO Council meets with the ICANN staff, management and executives on various topics as well as with the ICANN Board, typically on previously agreed topics. The Council also benefits from, and helps to facilitate, a range of valuable interactions between the GNSO and other ICANNSupporting Organizations and Advisory Committees. Recent work with the Country Code NamesSupporting Organization has benefited from a focus on cross-community working group activities and recent work with the Government Advisory Committee has benefitted substantially from the formation and operation of a joint GNSO/GAC Consultation Group as well as the appointment of a GNSO Liaison to the GAC. Of course, the annual meeting also includes the rotation of Councilors who have served their term and so the Council is refreshed with new members from the various stakeholder groups and constituencies, as well as those councilors who are appointed via ICANN's Nominating Committee (3 seats). The change in the Council takes place formally on Wednesday after the initial GNSO Council meeting where the main formal business of the meeting is conducted. The new GNSO Council is then seated and a chair elected. The Dublin meeting will include a wrap-up session on Thursday and then a full day indication and development session on Friday. A full week indeed! ICANN54 in Dublin is also a time when the broader community is aware of the necessary requirement to come together and continue to make significant progress towards the complete package of measures associated with the transition of IANA stewardship from the US Government to the global multistakeholder community. Many in the community have been massively stretched as we worked the long hours to build linked proposals for transition of the IANA stewardship and to enhance ICANN's accountability, almost certainly at the expense of more routine policy or other work. The GNSO is a chartering organization of each of the related cross community working groups on the IANA Stewardship Transition and Enhanced ICANN Accountability and, as such, will need to support the eventual outcomes from these working groups in order for them to proceed. The Council has a crucial role to play in ensuring that the respective stakeholder groups and constituencies represented by councilors, remain fully informed and engaged. Ultimately, we need to know and be satisfied that, consensus positions have been developed and appropriate compromises have been made when necessary, so that we can then go on to approve a proposal that is bottom-up and multistakeholder, as well as fit for purpose and able to withstand the test of time.

CWG Statistics

Hi Grace, If possible, I request the secretariat to share country-wise statistics for active participants on the CWG mailing list. By active participants, I mean people who sent more than 10 mails to the mailing list during the entire proposal development phase. Additionally, I request to secretariat to share similar country-wise statistics for participants who physically attended at least 1 F2F meeting. I understand this may be time consuming but this data will be extremely helpful for academic assessment of participation by the global multistakeholder community in the CWG proposal development process. If such calculations are outside the scope of the secretariats profile, I would request you to extract the raw data from mailman and share it in an excel/sql/etc file. Thanks! Guru

SLE update - ICANN seeks to delay SLE Accountability reporting......

Dear all I note today's CWG call has been cancelled and there is a request for a SLE progress update. As you know the IANA Service Level standards developed by members of the Community and ICANN staff was agreed by all involved in September. This Service Level Expectation (SLE) captures _current_ IANA processes and current transaction times for updates to the current Root Zone Management System and introduces thresholds for each stage of the process - thereby building a framework of accountability to the naming community. In June, as part of validating the SLE compliance thresholds for their current processes, the SLE WG proposed a test phase. The approach of having a test phase was accepted by ICANN (and NTIA) to simulate IANA's life "post" NTIA's oversight. (Copy below of email explaining this sent to the CWG Chairs below). The test phase is scheduled to start 1st January 2016. I attended a meeting in Brussels on Wednesday and met with Elise Gerish, IANA Manager who told me that ICANN does not have the resources to identify their current RZM processes in terms of time taken for the SLE. Consequently, they are proposing to delay the testing of the naming community's reporting requirements until after March/April 2016. This was news to me and I assume/hope it would be unreasonable to deduce that ICANN are delaying to potentially seize control of the IANA RZM (from NTIA's oversight) without having to adhere to the operational SLE standards agreed with the community. The SLE document is fundamental to ensuring that ICANN delivers an accountable service to each Registry operator and the naming community generally. It is essential that the community developed SLE is in place as soon as possible. A while back, I spoke with the contractor who wrote the IANA RZM system and he said most of the data is already captured, it is just that ICANN wanted the data extraction tools disabled. Having an effective transaction log of each process step is a fundamental part of Information Security Management (ISO/IEC 27001)- and is basic good practice - and it should not be a complicated task to generate the SLE reports from the transaction logs. It is essential that at the time of transition we have a tried/tested/proven SLE standard in place so ICANN is accountable to our naming community. Can I encourage every member of the CWG (and ICG) to invite ICANN to engage the necessary resources to enable the SLE accountability reporting mechanisms from the 1st January 2016 on their test (post NTIA) RZM platform ...... as they are doing for the other IANA customers (numbers and protocols)? IANA are offering to capture the additional time stamps necessary to ascertain their performance. We do need the CWG (and or ICG) to sanction the continuation of our work, after the submission to ICG, as there may be moves by ICANN to kill a demanding SLE once it leaves our oversight and CWG's role is wound down. What has been agreed (privately). 1. The CWG/ICG Community needs to sanction the work of the SLE Team as a Community initiative. 2. IANA and Adam (my guy) are going to refine the SLE and then present that to the DTA for adoption (approx 4 weeks to finish). 3. Once agreed, IANA will develop an Test Phase plan (2 weeks) including an internal ICANN request for Technical Resources. 4. The Test phase needs NTIA approval - 2 weeks. 5. Once NTIA has approved, the resources to extract the times needed will be deployed.- 1 month 6. IANA will then for 2 to 3 months run a trial capturing real world transaction information and provide that to the DT 7. With real world data (that IANA is comfortable with) - we will populate the agreed thresholds for the SLE. 8. With the SLE data specified (Jan/Feb 2016), the SLE will be in place for the Implementation Phase. 9. Checking of the SLE during the Implementation Phase 10. Implementation Action Items List

Dear all, Per the call notes/actions from the CWG-Stewardship meeting on Tuesday <https://community.icann.org/x/IZ1YAw> , I have revised the implementation action items list for the Chairs to send to the ICG. The Chairs also intend to share this implementation action items list with the ICANN staff working on implementation planning. The major change was formatting to match the style of the ICG list. The only addition I made was a parenthesis in the second to last row to clarify that Sidley documents on drafts Bylaws were "to be provided² since we do not have that documentation yet. There were no comments on the CWG-Stewardship mailing list for additional action items, but I have a suggestion for your consideration. If you look at the document, it looks like the CWG-Stewardship has more action items than the other communities. While it¹s true that the names community is probably going to see the most change through the transition, I also think the way we developed our action items is different from the ICG. We could, for example, group our actions items in bigger categories such as SLAs, PTI, RZMS, etc and detail the individual items within (as the other two communities seem to have done). Please let me know if you¹d like for me to take a stab at redesigning the list to match that format. With this, we¹ve completed all the actions items assigned to date. Everyone has a voice and as soon as anyone says differently or tries to exclude people, well, that's not the Internet community I've participated in and watched evolve over the last 30 plus years, and that's not what ICANN is about. It's about wading through a noisy, and at times robust, but good faith discussion to come together and agree upon a final, balanced approach. Right now, it happens to be about the CCWG-Accountability analyzing and addressing the 93 comments from the last round of public comment, listening to all possible views and opinions from across the community including those that come forward in Dublinand developing a final consensus proposal. We are in the final stretch of this and it's time for everyone, however involved you've been, to help work towards a consensus. Dublin will be key as we show the world what our multistakeholder model can accomplish. I know many on the Board are deeply engaged alongside many of you in the working parties and will continue participating in community discussion throughout this process. The CCWG and the broader community both have a lot of discussions ahead. The Board looks forward to participating as one stakeholder of many, and I thank you all for your energy and commitment to this effort. It really is a wonder to behold. On the basis of both, the co-chairs propose to CANCEL the scheduled meeting of the CWG tomorrow at 17:00 UTC.
