Hello all, Following up on the message below, a couple of things. * Reminder to please review the draft outreach messages staff shared last week. From our perspective at least, the text should be pretty straight forward and hopefully accomplish the goal of getting the community groups to consider what issues around DNS abuse are most appropriately mitigated via policy development, if any. Having seen no comments or objections yet, can we suggest a deadline of 25 February 2022 for this small team, after which we could take next steps: namely, share with the full Council for non-objection and then Council leadership send the outreach messages to the various groups. * As we await input from the groups, staff believes there is some useful discussion to be had within the small team. What makes sense to us is to have the small team consider the questions that it will be asking the community. With that in mind, we’re conjecturing that the timing is rather fortuitous. We’re planning to schedule a meeting for this group the week after ICANN73, which allows you all time from now and through ICANN73 (where groups will likely be meeting and may have an opportunity to discuss their thoughts on DNS abuse) to collect inputs. We welcome your thoughts on our proposed path forward. Given that the team has expanded since the initial Doodle poll, staff will circulate a new poll separately, where we can hopefully identify a suitable time to meet on an ongoing basis. There is a general outline that is mostly consistent for each of the draft messages, which first seeks to differentiate between content abuse versus the types of abuse in contracts (e.g., pharming, phishing, malware, botnets) and notes that the current Bylaws do not allow ICANN to regulate content. The aspect that varies across the letters is referencing the previous pieces of Advice or other communications the groups have provided on the topic of DNS abuse. The second part that is common across the letters is asking each of the groups to identify specific DNS abuse issues and if/why/how policy development in particular is the right mechanism to address the issues. However, next week is ICANN73 prep week and we do not want to create conflicts for those that want to fully participate. As such, we would suggest that the group tries to review the staff draft and refine as necessary over email. Concurrently, we can seek to schedule a meeting the week of 28 February - 4 March (targeting the Wednesday again), in the event the group cannot reach agreement on the text over email. I believe the group agreed that the next step would be to get the Council on board with the approach and text, and have the communications sent by the Council rather than the small team. If the group can reach agreement on the text before having to meet again, we can of course carry out these next steps sooner rather than later. Lastly, I would call attention to the fact that the DNS abuse small team is on the Council meeting agenda as AOB.
