(If so, don’t we have some recommendations which state something the ICANN Board should do (which cannot say MUST) cause neither we nor Council has that level of authority over the Board, which is bound by its own fiduciary duties. Regarding the “No Agreement” section in the document linked below, could you please give us some examples on the call of the “very few” areas where the WG did not reach agreement? In that definition, are you getting at the issue of “agreement” or the issue of “consensus”?
