I don't think it was ever envisioned for the PDP to have those results, since they are dependent on both policy and program implementation. Rubens
Phil - The only hint we have to date is that, apparently for security reasons, a rate of about 1000 new TLDs per year would be manageable. 1. Personally, I find that figure rather high notably because of the lead times required between an application and a final delegation in the Root. I have asked on the Calls for an indication from the ICANN staff as to how many new applications, per month, they can handle in terms of the economic and technical due diligence that I assume would be required. We have not yet had a response. 2. I have also proposed that in policy terms the issue should be disaggregated into more manageable batches of categories, since many of the relevant parameters will be distinct. The obvious categories would be Brands, Geographical Names, Geographical Indications and IDNs (by script). There could be other re-groupiings of applications such as undeserved regions and Communities. Policy would of course determine priorities in time. These options have not yet been discussed by the Work Tracks concerned. Regards Christopher

There is no such assertion anywhere either in the 2012 round or the next. I'll refer you to the security and stability section of the report, where we document that 1000 per year would be an administrative capacity limit, and for that capacity, it was said that it would not cause operational issues. That's different from saying that's the system limit, and what you can see in the report is the definition to not impose a limit, but to follow prudence and monitoring during the delegation cycle.
1. Personally, I find that figure rather high notably because of the lead times required between an application and a final delegation in the Root. There was no economical due diligence made in the previous or foreseen for the next round.

I remember a WT discussing exactly this option and deciding not to follow it. Note that WT discussions go a long way back before you joined, so reading the wiki with the session transcripts would be interesting to avoid getting to impressions like this. Rubens

Dear all, Thanks for your assistance in relation to comments about not naming specific Native American tribes in today’s call. I recall a discussion as to whether it would be appropriate to evaluate community applications based on the type of entity that was making the application – that is - for profit or not-for-profit, etc. I had mentioned this would not be an appropriate screening tool because (1) there are many underserved populations, including Native American populations, that may form for-profit corporate entities for certain purposes that can be community-based and (2) Federally-recognized Indian Tribes often have their own sovereign laws as to business entity formation that don’t necessarily track the common understanding of state-created or IRS-qualified entities. I am aware that there is at least one Fellow from a U.S. tribe that has attended ICANN meetings in the past. It might be good to get her perspective on Native American communities. (I believe her name is April Tinhorn.) I could also do some outreach as a member of the National Native American Bar Association to see whether they would like to provide comments during the public comment period. Thank you, Anne Anne E.
