IFR: Public Comment has begun

Dear Review Team, Your Public Comment started yesterday on 10 February 2020 and will close on 22 March 2020: https://www.icann.org/public-comments/iana-naming-function-contract-amend-2… You will note that the subject of the Public Comment is focused on Recommendation 4, which requires an amendment to the IANA Naming Function Contract. The ICANN Bylaws are very detailed concerning IFR recommendations and when I was preparing for this Public Comment Legal determined two things: 1) unlike other reviews, the IFR is not obligated to post two Public Comments concerning your Report (whether Initial or Final) and 2) a Public Comment focusing on the contract amendment is required. We shifted the focus of the Public Comment to meet the Bylaws. However, for those who support having a second Public Comment concerning the whole Report, with this Public Comment the Community still has the opportunity to review your Final Report and provide input. As mentioned, the contract amendment recommendation has many Bylaw mandated steps – including asking the ccNSO Council and GNSO Council to approve it. Your co-chairs sent a letter to the Councils last week to set that in motion. I apologize that these factors were not taken into account before our last plenary call and appreciate your understanding so this review can be brought to a conclusion which satisfies the Bylaws. I will keep you updated on the GNSO & ccNSO Councils’ approvals; provide a comment report to you at the end of the Public Comment; and let you know when your Final Report is officially submitted to the ICANN Board. As we get closer to the end a doodle poll will be sent out to set up your post-mortem review of the first IFR. IFR: Letter I need to send on your behalf to GNSO & ccNSO Councils

Hi Fred and Tomslin, Because Recommendation 4 requires an amendment to the IANA Naming Function Contract, the Bylaws require that the GNSO & ccNSO Councils approve it. This was actually built into our workplan from the beginning, but after some internal discussions I’ve discovered we can seek their approval before the Public Comment completes (I had originally planned on handling this after the Public Comment). So I have drafted a letter on your behalf and had Sam from Legal check it over. If you are able to review it and provide any comments, I will get it sent in time for the Councils to add it to their February meeting agendas (by working with Bart and Steve on the Policy team to coordinate this). Hi Team, I am working on the next IFR Public Comment, and will notify you when it goes live. After re-reviewing the Bylaws, it was determined that a 2nd Public Comment on your report was not required for the IFR, as it is for other reviews. However, a Public Comment is necessary for the 4th recommendation that requires an amendment to the IANA Naming Function Contract (we had originally hoped the first Public Comment would be sufficient for Rec 4). Needless to say, the IFR Bylaws are complex. IFR: Initial Report Public Comment has ended

Hello IFRT, With the close of the Public Comment, the next step is to come together in another Plenary Meeting (Kim has sent out the meeting invite for 15 December) to review the comments and determine how to incorporate them into your Final Report. We received six (6) comments from various community groups, and all six recommended that the Board approve all four (4) of the recommendations on your Initial Report. Now to assist you with your next step, I have put all the comments we received into 1 document with a Table of Contents. On the first page I created a matrix to pull out the most important text from each of the comments, which you may find useful. I look forward to speaking to everyone again, but for those of you who are unable to attend the Plenary call, I wish you a Happy Holiday and will ensure everyone gets the meeting minutes. IMPORTANT: In order to access the ICANN69 schedule, you must first register for ICANN69 here: https://events.icann.org/icann69-agm/registration. Once you have registered, you will be able to access the schedule here: https://69.schedule.icann.org/, sign-up for the sessions of interest and create your agenda. Please note that participation links will only be published one day prior to the sessions for security purposes.   How to Export the Schedule: If you would like to export your agenda to your personal calendaring tool, sign in on your desktop computer and complete the following steps: * Once signed in > Click on "Schedule" tab > "Full Agenda" or "My Agenda". * Select "Export" > "Export Full Agenda (ics)" or "Export My Agenda (ics)". * A file download will begin and save as "meetings.ics". * Find the downloaded file> Right click on the file, select "Open-as" > Select the calendar program you wish to save these meetings to. * Once the calendar file opens, click "Save". We’d like to encourage you to discuss with your respective SOs/ACS about submitting a comment. #2. During ICANN69, Tomslin will be leading a public session about the IFRT’s work on Thursday, 22 October 2020 at 07:00 UTC. Session information: https://community.icann.org/display/ifr/IANA+Naming+Function+Review If you are able to attend, please register for ICANN69 first. Then click on this session link and in the upper left hand corner, under the session title, you can choose ADD TO CALENDAR. #3. NEXT STEPS: After the Public Comment I will be preparing a Comment Report that gathers all the comments and groups them. Then the IFRT will review the comments, determine if there are any appropriate edits to the Report, and add a section to the report regarding the comments collected. There will be no IFRT meetings during October and November, as the Public Comment does not end until 02 Dec. Prior to December I will coordinate with the co-Chairs on what will be the most appropriate week to resume Plenary Calls. Hello IFRT Three (3) items: #1. The CSC provided us some feedback on Recommendation 4 by suggesting we add a bit more of an explanation.
