Chuck, the plan is to offer the IANA employees to transfer to PTI or apply to other jobs within ICANN. Obviously, we cannot force employees to work for PTI we can only hire replacements if they decide not to move. So regardless, all the IANA employees will be working for PTI at the latest 36 months after the transition.
