Dear All, Please find below a request for input on the Maximal Starting Repertoire (MSR) from the Integration Panel. ------------- The Integration Panel (IP) is actively considering an update to the Root Zone Maximal Starting Repertoire (MSR) now in its second version<https://www.icann.org/resources/pages/msr-2015-06-21-en>. The update aims to add a small number of currently omitted code points for scripts that are already covered. In addition there will be editorial improvements to the way the repertoire is documented and presented. Generation Panels and interested parties are encouraged to review MSR-2<https://www.icann.org/resources/pages/msr-2015-06-21-en> and to communicate to the IP any concerns with the existing MSR such as inaccuracies or omissions. In developing an LGR for the Root Zone, the MSR serves as an absolute upper bound on the code points that may be permitted in the Root Zone. (The actual LGR will represent a subset). Because of that, it is essential that any code points needed for a given script LGR and not excludable based on the principles discussed in [MSR-2] should be reviewed for potential addition to MSR-3. (Not all code points used in writing certain scripts are permissible in IDNs or the Root Zone, and the majority of exclusions is expected to stand). The IP does not anticipate the addition of as yet unsupported scripts to MSR-3, but, in principle, remains open to consider that option for future revisions. Such additions would expected to be based on sufficient community interest in the support of a given script, including, but not limited to a successful proposal to form a Generation Panel. Comments are requested no later than December 15, 2017, as it is planned to put MSR-3 to public comment by January 15, 2018. Dear All, Please see a recent RFC 8228: Guidance on Designing Label Generation Rulesets (LGRs) Supporting Variant Labels https://www.rfc-editor.org/rfc/rfc8228.txt Abstract Rules for validating identifier labels and alternate representations of those labels (variants) are known as Label Generation Rulesets (LGRs); they are used for the implementation of identifier systems such as Internationalized Domain Names (IDNs). This document describes ways to design LGRs to support variant labels. In designing LGRs, it is important to ensure that the label generation rules are consistent and well behaved in the presence of variants. The design decisions can then be expressed using the XML representation of LGRs that is defined in RFC 7940. [lgr] Getting started with the LGR work

Dear Colleagues, I will be chairing the LGR work, and for those of you I don't already know a very brief introduction -- I first began to think about support for languages in 1986 – I was writing what became the Single UnixSpecification for a set of European OEMs and had to consider whether or not to add APIs to Unix for 8-bit single-byte coded characters (8859-*) to the existing 7-bit APIs for single-byte coded characters (ASCII).I revisited the problem again six years later, after the locale model had been added for single and multi-byte encodings, e.g., EUC and SJIS, and again, as an architect at Sun, when I elected to create the default UTF8 locale for Solaris. Over the next several years I consulted to HP’s Cupertino Systems Labs and IBM’s Palo Alto Research Center, making contributions to the i18n/l10n architectures and implementations of HP-UX and AIX. I became involved with the Unicode Consortium when it began to consider adopting proposed draft standards for encoding two writing systems I had some prior familiarity with – the Cherokee and a Unified Northern syllabaries.It was through participation in the UTC that I became aware of the issues presented by scripts with combining and/or context dependent characters, directionality, scripts not yet supported by Unicode, etc. Not all my work was pure Operating Systems and their internationalization (i18n) and localization (l10n), I worked at SRI during the transitions from hosttables to the DNS and participated in the efforts that lead to the NTIA's selection of ICANN as a contractor. I contributed to the IETF working groups on domain registration and internationalized domain names, and have worked for registries and registrars over the past decade and a half, and have participated in ICANN through the GNSO and through At-Large. The third face-to-face meeting in Singapore will conclude the work covering topics such as the Arabic Script Code Point Repertoire, Code Point Variants, Variant Disposition, Whole Label Evaluation Rules and the XML Representation of the Data, all in the context of finalizing the proposal for the Arabic script for the Root Zone LGR. The group will also discuss the next steps to be taken like addressing the Universal Acceptance of Arabic script IDNs. Though the meeting is closed, observers are welcome to attend.
