The legislation authored by Rep. John Shimkus (R-IL) will protect the future of the Internet. Last year, the administration asked the International Corporation for Assigned Named and Numbers (ICANN) to convene a multistakeholder group to explore ways to transition oversight of the Internet Assigned Numbers Authority (IANA) to the Internet community. Currently, the United States oversees the Domain Name System as part of a contract with IANA. “There are no do-overs - the world has one chance to get this right. This bipartisan legislation will ensure that any plan to transition IANA to the multistakeholder community contains the necessary safeguards to ensure these critical Internet functions do not fall into the wrong hands,” said *Walden*. “This legislation allows, and even encourages, the administration to thoughtfully work through this transition before relinquishing the United States’ important role. We have reconfirmed recently that communications have been sent to the embassies/consulates regarding their questions. *Dearest NPOCers, * *We all know that our constituency, the NPOC, is the youngest one among all the current constituencies within the ICANN. The NPOC was formally established in June 2011 and is in the process of knowing its fourth EC.* *The organization that I represent in the NPOC is named in french “Institut des Technologies de l’Information et de la Communication pour le Développement” or INTIC4DEV. In english it is “Institute of ICT for development”, a not-for-profit association that I personally initiated in January 2004 at the end of my contract as national UNV (United Nations Volunteer) ICT specialist, promoting the Cisco academies in Least Developed Countries as mine (Togo). The ICT ecosystem of my country, at that time, was missing of civil society activists specialized in ICT field. So I took the initiative to create a non-for-profit organization specialized in ICT with the help of some colleagues and frineds from the University of Lomé and the IT professional community of Togo and development specialists, coming from Belgium (Europe) and living in Togo at that time.* *INTIC4DEV is a R&D Center of Excellence, promoting ICT for Development in Education (elementary to university through the high school) in general and particularly the promotion of free and open source software among the IT professionals. My involvement in the activities of the NPOC was encouraged by the late Alain Berranger (May his soul RIP) in late 2011 and during year 2012. It leads to the acceptance of my application to join the NCSG and the NPOC in December 2012, and to my active participation in the NPOC and NCSG meetings whatever the place of meetings. Beacause, I am quite convince that if there is, on this earth, a part of the population that needs to benefit from the advantages of DNS and IP addresses on a non-for-profit basis, it is my continent, Africa. That is the purpose of my sincere commitment to the NPOC, the NCSG and ICANN.* *My first concern as the Chair of the Communications Committee will adhere strictly to the duties and responsibilities related to my position which are being specified in Articles 3.3.6 and later, 4.3 and later and 6.0 and later of our charter. It is necessary that these actions become effective. * *In addition, the NPOC has an project of organizing in partnership with the GKP Foundation and IICD, a capacity development program of registrars in emerging and developing economies, I will wish to see this event be realized during my second term on the EC of NPOC and I will largely contribute on it.* *Since many months now, I have regular exchanges, in private for instance, with my colleague and dear friend Sam Lanfranco on projects to achieve together in Africa for Africans in the days ahead. One of them relates to "how to increase the level of awareness and involvement in politics around the net neutrality of African stakeholders." Section II: Background ICANN engaged Westlake Governance Limited in June 2014 to conduct an independent review of the Generic Names Supporting Organization (GNSO <http://gnso.icann.org/en/>), as mandated by ICANN's Bylaws <http://www.icann.org/en/about/governance/bylaws>. As part of ICANN's ongoing commitment to its evolution and improvement, Article IV – Section 4 of ICANN's Bylaws <http://www.icann.org/en/about/governance/bylaws#IV> contains provisions for "periodic review of the performance and operation of each Supporting Organization, each Supporting Organization Council, each Advisory Committee (other than the Governmental Advisory Committee), and the Nominating Committee." The periodic reviews present ICANN structures with opportunities for continuous improvement through consistent application of compliance review principles to objectively measure performance relative to specific and quantifiable criteria developed by ICANN based on the unique nature of its structures. The resulting implementation of improvements and the systematic means of measuring performance and validating effectiveness of implementation are of utmost importance to the ongoing legitimacy of ICANN. Generic Names Supporting Organization The GNSO is the policy-making body responsible for generic Top-Level Domains, such as .COM, .NET, and .ORG. Its members include representatives from generic Top Level Domains (gTLD) registries, gTLD registrars, intellectual property interest, Internet service providers, businesses and non-commercial interests. The GNSO strives to keep gTLDs operating in a fair, orderly fashion across one global Internet, while promoting innovation and competition. Role of the Structural Improvements Committee of the ICANN Board The Structural Improvements Committee <https://www.icann.org/resources/pages/structural-improvements-committee-201…> (SIC) of the ICANN Board is responsible for review and oversight of policies relating to ICANN's ongoing organizational review process, as mandated by ICANN's Bylaws. In relation to this review, the SIC defined the scope of work, confirmed the appointment of Westlake Governance as Independent Examiner, has provided ongoing oversight, will accept the final report and the implementation plan, and will prepare recommendations for Board action. Scope of the Review Based on direction from the Board, the current review comprises of an examination of the GNSO's organizational effectiveness in accordance with the ICANN-provided objective and quantifiable criteria. Within the organizational effectiveness context, the review has focused on addressing areas such as purpose of the organization; its processes and means of conducting its work; and its outcomes. The operations of the GNSO Working Groups, the GNSO Council and the GNSO Stakeholder Groups and Constituencies have been evaluated. Structural topics are likely to come up as part of this work. The current review includes an assessment of the effectiveness of structural changes that resulted from the last review, as it relates to the organizational effectiveness of the GNSO. The 360 Assessment, interviews and consultations have provided the community with an opportunity to express their position on the GNSO structure. Whether structural changes are needed and when such changes should be considered would be topics for discussion after the GNSO review is finalized, possibly during the implementation planning, depending on the nature of findings and recommendations. Letter of objection to the Paraguayan Parliament regarding proposed Paraguayan Internet surveillance laws

NPOC Members, On behalf of NPOC the NPOC executive committee has endorsed a letter of objection to the Paraguayan Parliament regarding proposed Paraguayan Internet surveillance laws. While recognizing the issues behind the laws, we do not think this is the proper approach. The ExCom faced a three-day deadline so there was not the opportunity for a wider discussion of the decision, but follow up comments are welcomed. The data collected would include the source and destination of all communications, the time and date of all connection and disconnection logs, as well as details about the users' location and devices. This collection will track the online activities of millions of innocent users, and will be accessible by Paraguayan law enforcement as part of the investigation of any criminal offense./ /This bill does exclude the mass collection of the content of electronic communications. However, indiscriminate collection of non-content("traffic") data and the cross-referencing of this information can reveal far more than the bill's proponents have suggested in remarks tomedia; more, even, in some cases, than the content of a communication could show. Traffic data provides sufficient context to determine some of the most intimate details of the lives of Paraguayans, including where they live, work and the identity of other locations they regularly visit,their relationships to others. Dear NPOC members Please find below my elections statement for the NPOC Vice-Chair position for your kind consideration. I am urging all members to participate in the election even if they do not plan to vote for me. Every vote cast is important in the wider context of Internet Governance. Yours Klaus *Klaus Stoll, Election Statement Vice-Chair NPOC* I am honored to accept the nomination as Vice Chair for NPOC in the constituency elections and ask for your vote. In the following I would like to quickly give you some of the reasons why I think that I am a suitable candidate for this position. Being engaged with ICANN for over 10 years now, I have demonstrated my support of ICANN, through, frequent attendance at ICANN meetings, as NPOC Executive and GNSO Councilor, and the contributions I have made to the ongoing discussions. I have developed a respect and belief in, and passion for ICANN, ever since my participation in my first public ICANN meeting. To witness the multi-stakeholder process at work, with all its shortcomings was, and still is, a revelation for me. The Internet with the DNS at its root is a common good that we cannot take for granted. We must sustain, improve and protect it on a daily basis. NPOC's role is doing just this through representing the operational concerns of the not for profit Internet users. NPOC is fulfilling its responsibility through outreach, awareness and capacity building to the many not for profit Internet users and NPOC is doing this successfully through its ongoing partnership in the Pathfinder initiative. The ongoing outreach efforts will result in increased NPOC membership numbers. In the case that I would be elected,I would see it as one of my main tasks to establish an NPOC constituency *in-reach***engagement and capacity building program for existing and new NPOC members. The first goal here has to be to ensure that the NPOC membership is able and sees it as relevant for themselves to engaged with the constituency. Now that NPOC has been established and grown out of infancy, we have to add as a goal to enable those who have the ability and the will to become new leaders within NPOC in particular and in the whole Internet ecosystem in general. This means a conscious effort of the NPOC Executive Committee to train and enable new leaders in particular leaders that are coming from developing regions and those sectors that are usually under represented. In addition,I am very much concerned about the observable and ever increasing disconnect between ICANN staff and the stakeholders and even more the disconnect between the different stakeholder groups and even inside them. Election statement chair NPOC

Dear NPOC member, 2014 was the year ICANN was confronted for the first time with itself. The NTIA decision turned ICANN upside down and most of the constituencies got overloaded with extra meetings and discussions. For NPOC the past 12 months have also been very intensive. We organized several events under the topic Pathfinder, a program creating awareness for NGO’s to participate in the Internet governance. During my first year as chair of NPOC I’ve essentially focused on how to put NPOC in a different perspective. We all know NGO’s don’t get the appropriate attention in the DNS and Internet governance space. As NPOC get’s maturity, still only a few years young, it gets more recognition and has been accepted inside the GNSO world. While policy development in GNSO is priority number one, I would like to highlight the fact we need some specific objectives allowing NGO’s to raise their critical issues inside the DNS. My second term objectives will get NPOC deeper inside the GTLD world, querying for more openness, more participation power. Almost one year long, focus was, and still is, on the IANA transition. What’s in it for the NGO’s is very unclear. Most of the NGO’s using .org domain extension have no clue on what the IANA transition would mean to them. The knowledge about the DNS is quite limited and as such a goal to achieve for us is to get NGO’s understanding the value of a domain name. NPOC will also engage with the .ngo/.ong registry to elaborate specific actions enabling more NGO’s getting their domain name. Along the road of policy development I think it would be good if we could elaborate an action plan enabling NGO’s to use the domain name space to their benefit. Many NGO’s engaged in the social media, not really understanding they are providing interesting content to the profit world, while they could obtain even more through the use of their own domain name and website. With the team, as is actual proposed in the election slate, I’m confident we will bring NPOC to another level of engagement and will be able to get to the next milestone : NGO’s been recognised as a real multistakeholder in ICANN with voting power. I hope I've illustrated my full commitment and really hope we may be recognized as an unavoidable partner in the policy discussions to the benefit of NGO’s, our members.
