ICANN Expands DNSTICR to Monitor Terms Related to Russia-Ukraine War When global events, such as the COVID-19 pandemic and the Russia-Ukraine war, capture the world’s concern and human desire to help, bad actors lurk behind the scenes, seeking innovative ways to confuse, distract, and steal from the unsuspecting. In response to these security threats, ICANN organization, through its Office of the Chief Technology Officer, developed the Domain Name Security Threat Information Collection and Reporting (DNSTICR) system to report COVID-19-related domain name system security threats to the registrar responsible for the domains in question. DNSTICR is a robust, linguistically comprehensive, reliable and replicable system designed to specifically search for phishing or malware domain names that match with a set of COVID-related keywords. ICANN org is now adding terms in English, Ukrainian, Russian, Polish, and other appropriate languages to the DNSTICR watchlist to search for malicious domain registrations related to the Russia-Ukraine war. When evidence of maliciousness is found, the results are reported to the corresponding registrars. Agenda This plenary session explored the distinction between compromised and maliciously registered domain names and discussed the evolving industry response to Domain Name System (DNS) abuse. Participants had the opportunity to interact with industry representatives and community members to discuss mitigation strategies. Graeme Bunton of the DNS Abuse Institute moderated the session. Highlights - Maciej Korczynski from the University of Grenoble discussed the importance of the distinction between malicious domain names and compromised domain names, and the existing approaches to differentiate them. The approaches used to distinguish them are based on heuristics and machine learning. Korczynski further shared some examples of common DNS abuse cases. - Chris Lewis Evans from the Governmental Advisory Committee Public Safety Working Group stated that registries and registrars require evidentiary standards to act on compromised domain names. - Rod Rasmussen from the Security and Stability Advisory Committee highlighted the mitigation efforts of deletion, suspension, and redirection that should be used once a domain name has been identified as malicious. - Reg Levy from the Registrar Stakeholder Group discussed the efforts put in place by registrars to look for patterns of abuse. - Lori Schulman from the Intellectual Property Constituency proposed a Uniform Domain Name Dispute Resolution Policy (UDRP)-type process for compromised domain names. - Alan Woods from the Registries Stakeholder Group raised the importance of proportionality of harm when dealing with DNS abuse. - The panelists discussed and emphasized the need for the Internet community to work together to fully mitigate the risk of DNS abuse. Next Steps The panelists agreed that a balanced approach to mitigate DNS abuse is necessary. The ICANN community will continue its dialogue on DNS abuse. Agenda The Generic Names Supporting Organization (GNSO) Transfer Policy Review Policy Development Process (PDP) Working Group continued deliberations on its charter questions related to the reasons for denying or not denying an inter-registrar transfer. The session included the use of poll questions pertaining to the current policy provisions that enumerate the reasons a registrar may not deny a registrant’s request to transfer its domain name(s) to another registrar. Highlights - Roger Carney, working group chair and Registrar Stakeholder Group (RrSG) member, opened the session with an overview of the working group’s progress and continued discussion of its charter questions related to the Transfer Policy. He provided the opportunity for the other GNSO stakeholder groups to provide any updates before moving into a review of the charter questions. - The working group continued working on questions related to reasons for denying a transfer. Several sections of the consensus policy will require revisions, and many working group members suggested specific changes to the text, which were captured in the working materials. - The RrSG highlighted reasons why language in section 3.9.5 pertaining to payment defaults between registrars and business partners should be more specific. Proposed revisions to the language include removing the reference to business partners and replacing it with language specifying the use of a privacy proxy service or role of domain name resellers. - The Noncommercial Stakeholder Group (NCSG) noted its concerns related to transfer fees as potentially being a form of anti-competition since the current Transfer Policy does not explicitly prohibit this practice. The group noted that when the Registrar Accreditation Agreement (RAA) was initially established over twenty years ago, the Transfer Policy did not exist, and that this may support requests from the NCSG to add further clarity to the Transfer Policy language. The NCSG agreed to discuss the working group’s proposed changes with its members. Next Steps ICANN org will research some of the working group members’ questions related to registrar locks. In preparation for the working group’s next call, ICANN org will help research what is required and not required in the current RAA. The working group needs to review changes related to the denial of transfers as a complete package and reorder the “must” and “must not” categories in the current consensus policy. OCTO PUBLICATIONS FOCUS How Quantum Computing Will Affect the DNS in the Future By Paul Hoffman, ICANN Distinguished Technologist The topic of quantum computing has appeared more often in the past few years because more people are concerned about its possible effects on security and privacy. If someone can build a very large quantum computer, it would completely undermine the cryptography that is used in digital signatures (such as those used in DNSSEC) and key exchanges for privacy (such as those used in TLS). Recently, ICANN's Office of the CTO published OCTO-031 <https://r20.rs6.net/tn.jsp?f=0010n9QEcYEvi8FXi-e0r0hqieSd-ziuKMJe2AkpsWKOrV…>, "Quantum Computing and the DNS," based on recent research in the academic cryptographic and quantum computing communities. It explains the background for this concern, and also suggests how and when it should be addressing quantum computing and cryptography. Because implementation of quantum computers is a slow and expensive process, ICANN org will continue to support the ICANN community in understanding this technology and its effects on the security of the DNS. Agenda This plenary session explored the role of the global public interest (GPI) framework at ICANN. ICANN Board member Avri Doria discussed the Operational Design Phase (ODP) for the System for Standardized Access/Disclosure (SSAD) as a use case where the GPI framework was part of ICANN Board deliberations. Panelists from the Generic Names Supporting Organization (GNSO) Council, Governmental Advisory Committee (GAC), and At-Large then engaged in a discussion on how the framework could best be used by the ICANN community in its interactions with the ICANN Board. Marita Moll moderated the plenary session. Highlights - Ergys Ramaj from ICANN org provided a brief overview of the GPI framework. - Avri Doria from the ICANN Board outlined the purpose of the framework and encouraged the ICANN community to review and consider how it fits into its processes. - Justine Chew from the At-Large noted that, within the GPI framework, data should be collected to assess whether a decision was made in the GPI. - Velimira Grau from the GAC noted the challenge of balancing different interests to benefit the global public in accordance with the ICANN Bylaws. - Paul McGrady from the GNSO Council emphasized that the GPI framework is not solely a process. There are substantive GPI considerations as part of ICANN policy work, and inclusivity leads to better outcomes. - The ICANN community panelists agreed that there is wider use for the GPI framework and that further work to define the GPI as an evaluation tool is needed. Next Steps ICANN community groups will strive to further integrate the GPI framework in their policy and advice work. The ICANN Board will continue its consideration of the GPI in the context of the ODP for the SSAD. The GPI framework will continue to evolve along with the work of ICANN and the ICANN community. GNSO: Registration Data Accuracy Scoping Team Meeting This session was held on Monday 7 March. Agenda The Generic Names Supporting Organization (GNSO) Registration Data Accuracy Scoping Team provided an introduction to its work to consider a number of accuracy-related aspects, including current enforcement and reporting, measurement of accuracy, and effectiveness of existing accuracy requirements. The team also reviewed the status of current work items, including the review of gap analysis input proposals for how to measure whether existing accuracy requirements are being met. There was also time for participants to ask questions. Highlights - The Scoping Team reiterated its need to have concrete data points to confirm whether existing accuracy requirements are being met or if there are issues that may require either further consideration or additional policy work. - The ICANN Board liaison to the Scoping Team shared that the ICANN Board supports continued efforts to ensure the accuracy of registration data. To that end, the ICANN Board requested that the ICANN organization (ICANN org) prepare a number of specific scenarios in consultation with the European Data Protection Board. The goal is to determine if ICANN org has a legitimate purpose, which is proportionate and not outweighed by the privacy rights of the individual data subject(s), to request contracted parties to provide access to individual records and bulk access to registration data in order to review the accuracy of registration data. - The ICANN Board is of the view that this clarification will further inform discussions on this topic and will be helpful to address the issue of accuracy, as ICANN org could take further steps like restart the WHOIS Accuracy Reporting System (ARS). - The Scoping Team completed a first review of the Gap Analysis Data Collection Proposals <https://r20.rs6.net/tn.jsp?f=0010n9QEcYEvi8FXi-e0r0hqieSd-ziuKMJe2AkpsWKOrV…>. I believe that we are all hopeful that this year will see the end of the Covid-19 pandemic and allow us to finally meet face-to-face again. I can barely believe that it has been two years since the Board had to take the difficult decision to turn ICANN67 into a fully virtual meeting. We were far from imagining then that ICANN73 would still be virtual. Yet, it is and we are here, all of us, united and committed to make it successful. At this point in time, our hope is to be able to gather in The Hague, in June, as planned. And right now The Netherlands is in a partial lock-down which makes it difficult to further preparations. Our continued aim is to organize hybrid and in-person meetings, in the best conditions, as soon as it will be possible. We will communicate on the status of those plans based on health and safety developments. Meanwhile, we are very much looking forward to meeting with you soon and in preparation for our first meeting of 2022, ICANN73 (7-10 March), the Board and I would like to propose the following topics for discussion during our time together: · *What are your key priorities for ICANN work in 2022, how do these priorities help achieve ICANN’s common objectives as expressed in the FY 2021-2025 Strategic Plan, and how do you see Community, Board and org moving forward together on a way to achieve these?* · *If any, what suggestions would you have to enhance ICANN’s effectiveness and efficiency with regards to the process of implementation after adoption of a PDP or Review recommendations?* We are now well-used to the suggestion to dedicate half of our time together to discuss this topic and half the time to discuss the topic of your choice or answer the questions you might have.
