Dear ATRT2, As a follow up to Brian's request, please take a look at staff's proposed changes to the structure<Report%20Body%20with%20expanded%20headings%20to%20clarify%20numbering%20of%20recommendations,%20report%20sections%20and%20include%20broad%20categories%20of%20each%20recommendation.> of the Final Report. The objective was to expand headings to clarify numbering of recommendations, report sections and include broad categories of each recommendation; while keeping the number sequence of the report the same as it was in the Draft report. Hello all, please find my suggestion for Recommendation 8: At the moment the recommendation says: /8. To support public participation, ICANN should review capacity of the language services department versus the Community need for the service, and make relevant adjustments such as improving translation quality and timeliness and implementing continuous improvement via benchmarking of procedures used by international organizations. / /(Re: encouraging multilingualism (ATRT1 18, 19, 22); Report Section 10)/ I suggest amending this to something even a little more demanding: 8. To support public participation, ICANN should review capacity of the language services department versus the Community need for the service using Key Performance Indicators (KPIs), and make adjustments such as improving translation quality and timeliness. ICANN should implement continuous improvement of translation and interpretation services via benchmarking of procedures used by international organizations such as the United Nations. I have presented this to both Lise Fuhr and Fiona Asonga and they were fine with this amendment. Please be so kind to also find attached the document which Lise and Fiona sent me with their suggestions for the detailed section about Language Services. Dear ATRT2, In response to your question regarding NomCom retention and archival of candidate information (relating to your draft recommendation #3): In general, NomCom has the following approach to retention and archival of candidate information. Information about Candidates under consideration during a NomCom process is confidential to NomCom members, NomCom staff, and to any outside consultants who may be retained by the NomCom to assist with any phase of its work, as is appropriate with respect to the terms of their engagement. At the conclusion of a NomCom selection process, the NomCom Chair will seek the consent of unsuccessful Candidates to retain their Statements of Interest (SOI) for the next NomCom's consideration. Statements of Interest of Candidates who wish to be considered for any interim vacancies that may occur will also be retained. For Candidates who agree to have their information retained, the information remains "Confidential." For Candidates who decide not to have their information forwarded to the next NomCom, their information is not retained/archived. Larisa B. Reminder: edits to Recommendations due tomorrow

All, This is a reminder that edits to Recommendations are due tomorrow. To that end, I tool notes of some discussion on the ATRT2 call this week. Per my notes, the following modifications to the draft Recommendations could be considered by ATRT2: Rec. 1 – eliminate Recommendation regarding measuring performance of individual Directors. Rec. 3 – need information from NomComm regarding Board candidate data before modifying Recommendation. Rec. 4 – adopt "policy v. implementation" vernacular and eliminate "administrative" and "executive." Rec. 9.3.2 – refer to "the office of Ombudsman" not "the Ombudsman" in text. Ensure that the distinction between employee acting with respect to "policy" v. "internal" functions is clear for any new areas of Ombudsman jurisdiction. Consider making mediation as a tool of the office of the Ombudman" explicit. 9.4.2 – Modify from "Transparency Report" to "Transparency and Accountability Report." 9.4.3 – Need to clarify "other information" and "Chatham rule" reference. 6.1.1 – Consider "illustrative v. prescriptive" issue. 6.8 – Consider whether text implies GAC is dictating the working methods of Staff. If ATRT2 members (in particularly assigned editors) captured other notes that could modify Recommendations, please be prepared to discuss them on the call tomorrow. Also, Larisa sent a document with proposed edits to Recommendations from Staff, based on the discussion on our call this week. Please review that document and be prepared to discuss it on our call tomorrow. Revised Cross-community deliberations recommendation

Attached is a revised version of the cross-community deliberations recommendation along with a marked up version shoing the changes (both from the original and last distributed versions). These are not final, but should serve to facilitate the discussions at today's meeting. Note there was one substantive change that was discussed last week that was not changed, and that was to widen the recommendations from the GNSO to ICANN-wide. After some thought, I feel that this would not be appropriate. The AoC references cross-community deliberations in regard to policy development. We have heard a number of times, that things are working quite well in regard to the ASO and the ccNSO, so it would appear that the GNSO is the only area that we really need to be focusing energy at this point, and the only one where we have been presented with evidence that we have a problem that warrants an ATRT recommendation.
