Request to Use CROP for BC Outreach in Abuja, Nigeria Nov 7-9, 2017
Hi, Quite regrettable that this request is coming behind schedule. The BC would like to use part of its approved CROP slots to support travelers to a BC Outreach that would be conducted during AfICTA Summit in Abuja, Nigeria on Nov 8, 2017. Our Vice-President, African Region (copied) is fully aware and the BC FY18 Outreach Strategy is already posted. Is there any window that this request may be actioned? Dear Jimson, Thank you for your email. I have reviewed the BC CROP space and notice that there isn’t currently a trip request posted, so it’s difficult to provide input. Based on CROP procedures we also need to complete the first step of the process which is to finalize the BC Outreach Strategic Plan on the Wiki space, since the acknowledgement section is blank (https://community.icann.org/x/khXfAw) Can you kindly confirm that the BC Outreach Strategic Plan for FY18 has been approved by BC leadership? I will then ensure it is shared with all ICANN Regional VPs to complete the first step of the process. As a reminder, this step is the only requirement to confirm eligibility for CROP trip allocations. Regarding the AfICTA Summit, I regret to see that it’s scheduled to take place only 3.5 weeks from now, since the CROP minimum requirement for travel support is 6 weeks. Unfortunately, we are unable to fulfil this request at this stage, and have discussed this with Pierre Dandjinou as well; I’d like to flag that similar trip requests for FY18 submitted by other communities were not accommodated, and that consistency is one of the founding principles of this program and one of the key elements for it to succeed. We hope you will appreciate that there are good reasons why we cannot make specific exceptions regarding the timing of submissions. The deadline and the underlying reasons are clearly documented as part of the CROP resources wiki page. In addition, as part of the FAQ, there is a specific question and answer as to the reason for the 6-week deadline: https://community.icann.org/x/_AXfAw (note in particular that the main reason is to ensure that everyone has the same expectations, and that “a consistent time frame ensures equal treatment for all travelers in a transparent manner”.) This is why the CROP process spells out clearly that the 6-week deadline “is the absolute minimum time and should not be considered a best practice”. I realize that this outcome is disappointing, but I hope that this explanation will provide additional context within which all CROP requests are processed, i.e. to ensure equal treatment for all stakeholders and transparency in decision making. I spend a lot of time understanding all the requirements, but as we have some new Outreach Committee members,I always think that face to face meetings are really helpful to build relationships. Can I volunteer to do a draft, perhaps working with Lawrence and Omar, so that we take advantage of the Mentoring/Onboarding program participants doing some work on behalf of the BC/Outreach. Possibly I should develop our response, Jimson and Outreach Committee, working with Omar? Omar and I have been discussing CASA as a sub region. This is different from Eastern Europe, which has some presence, but other countries in CASA need more attention. I might whine for a minute here that ICANN staff have created different sub regions than truly exist elsewhere. For instance, they put Afghanistan in MENA. It is NOT in the MENA region. They did this for their own purposes. They also have a V.President very interested in Eastern Europe, but don't have much understanding of businesses in either Eastern Europe, or Central Asia, we have found, so far. In fact, I have found that the focus on Central Asia is a little challenging, which we can discuss face to face. When Chris and Michele Chaplow were here in the US, they met with me and Steve Delbianco, and we discussed the possibility of a business "summit" planned for the Barcelona meeting, to include outreach to all of Europe, including Eastern European countries. Several are seeking to join Europe. I have been working with a large law firm in Poland who is focused on e-commerce [not just trademark/copyright law, as is often the case when law firms seek to join ICANN, via the IPC]. ICT associations in some of these countries are potential members as well, but we need to figure out what we do that is of significant interest to them. ETNO and Digital Europe together have close to 100 member companies doing business in Europe and that includes most of Eastern Europe. The BC organized, with both these organizations, a great event when ICANN met in Brussels. I suggest that we work with these two organizations -- one is a BC member and while the other is not, I have a key contact there that has been interested in re engaging with ICANN -- sustainable engagement of businesses and business associations from Eastern Europe will be challenging, but I think that we can figure out how to gain some membership from a few of the Eastern European countries associations. May I propose we revisit our BC outreach plan in view of the interest of the VP's expressed, especially towards the EECA region. Where VP's especially for the EECA can help facilitate opportunities for BC outreach (like we experienced recently in Brazil with the involvement of ICANN staff and the BC team) we may be looking at an opportunity to expand our membership into that region. Rather than pass off this opportunity until FY19 or somewhere in the future, let's push it back and say we are ready to jump if there is a catch on the other side. Where the VP can collaborate with his regional team to facilitate outreach to Business, we should take it on. I would rather we make this open and general feedback to all the VP's so that we may explore other opportunities for outreach that may open up. Lawrence. I'd like to put this on the back burner until we discuss the upcoming African IGF in early December. Can we first prioritize discussing that, due to the timing, and then add in some research on who the CASA countries are, as Afghanistan is in the CASA region. We can postpone this until we discuss the African IGF opportunity. Recall we are billed to have a face to face meeting of the outreach committee here in Abu Dhabi with BC Ex-comm and CROP staff as a fall out of the CROP request made for the AFICTA summit, for which the issue i raised came up.
