Dear All, On 8 July 2020, Katrina formally accepted her nomination as candidate for the Board Seat 12 Nomination. As a result, and according to the Guideline: ccNSO Nominations Process ICANN Board Seats 11 and 12<https://ccnso.icann.org/sites/default/files/field-attached/ccnso-nominations...>, section 3.5 and section 3.8, the Council needs to designate another person to take on the Chair’s tasks under the Guideline. Dear Colleagues Hope you are well and in good health. Thank you Pablo and Margarita for your support *:)* ! Indeed I don't have any problem taking this role and also have nothing against Byron doing it either; he has my support if he wishes to do so and the rest of the council agrees with it. I have the feeling that there is a misunderstanding on the "Chair's tasks under the Guideline" that need to be designated to another person when the current chair is one of the candidates for election to the ICANN Board. Maybe Bart could clarify this? On another note, it is clear that I have not been involved in certain discussions regarding this election process. Somehow "the ccNSO Council decided to extend the acceptance period with one week" and I didn't receive this request for approval (not that I wouldn't have agreed, but still). Also, the silence for this administrative request is very strange and awkward. I don't understand why these things are happening and would like to have this issue added for discussion on the agenda for our next council call. Alejandra and Pablo In order to avoid any misunderstanding or doubt: Katrina is and remains the chair of the ccNSO (Council). She is expected to do all the work associated with being a chair😊, even after she was properly nominated and accepted her nomination. However, the only exception is that another person should take on the specific tasks defined in the Guideline ccNSO Nomination Process Board Seat 11 and 12 ( https://ccnso.icann.org/sites/default/files/field-attached/ccnso-nominations... ) after the chair of the Council has accepted nomination as (one of the) candidate(s) the Council should designate another person to take one these specific tasks. The tasks listed in the Guideline are: Inform ICANN’s General Counsel’s Office of the acceptance of the candidacy and provide the relevant documentation (section 3.5 Guideline). This will start the background checking process. This task is scheduled one day after closure of the nomination acceptance period. The nomination period closes 15 July,23.59 UTC as Councillors have agreed last week. Receive results of the background check from ICANN legal (section 3.5) and inform Councillors in general terms of the results If as a result from the background check, concerns are raised about the candidacy of a candidate, interact with the candidate and other Councillors to resolve the issues as foreseen ( section 3.5) Receive election results and Nomination Report from Nomination Process Manager and chair the meeting to close the Nomination Process ( section 3.8). In addition, but not documented, the practice has evolved that at a Council meeting when progress of the Nomination Process is discussed the candidate(s) (whether the Chair or other Councillor) do(es) not participate/attend that part of the Council meeting. This part of the meeting will then be chaired by another person in case the chair is a candidate. If you do have any questions, please do not hesitate to ask. This would seem to fit exactly the role of the vice chair in the event the chair is conflicted, as we have here. Or am I missing something? Dear Colleagues, Thank you Alejandra and Pablo for your support and Bart for the clarification of the role. I agree that the Vice Chair would be the appropriate person to fulfil this function, however some questions have been raised around the process, and possible role of the Vice-chairs. These questions and issues will definitely need to be discussed at a later stage by the Council. However, from my perspective and in an abundance of caution a request was made to me to fill this very specific and limited administrative function given the Chair (Katrina) is obviously conflicted. I am willing to fulfil the duties required given my commitment to the ccNSO, but was in no way seeking the role. If the Council wishes the Vice Chair to fill the role, I am absolutely wiling to step aside. In order to avoid any misunderstanding or doubt: Katrina is and remains the chair of the ccNSO (Council). She is expected to do all the work associated with being a chair😊, even after she was properly nominated and accepted her nomination. However, the only exception is that another person should take on the specific tasks defined in the Guideline ccNSO Nomination Process Board Seat 11 and 12 ( https://ccnso.icann.org/sites/default/files/field-attached/ccnso-nominations... ) after the chair of the Council has accepted nomination as (one of the) candidate(s) the Council should designate another person to take one these specific tasks.
The tasks listed in the Guideline are:
· Inform ICANN’s General Counsel’s Office of the acceptance of the candidacy and provide the relevant documentation (section 3.5 Guideline). This will start the background checking process. This task is scheduled one day after closure of the nomination acceptance period. The nomination period closes 15 July,23.59 UTC as Councillors have agreed last week.
· Receive results of the background check from ICANN legal (section 3.5) and inform Councillors in general terms of the results
· If as a result from the background check, concerns are raised about the candidacy of a candidate, interact with the candidate and other Councillors to resolve the issues as foreseen ( section 3.5)
· Receive election results and Nomination Report from Nomination Process Manager and chair the meeting to close the Nomination Process ( section 3.8).
In addition, but not documented, the practice has evolved that at a Council meeting when progress of the Nomination Process is discussed the candidate(s) (whether the Chair or other Councillor) do(es) not participate/attend that part of the Council meeting. This part of the meeting will then be chaired by another person in case the chair is a candidate.

Thank you Pablo and Margarita for your support *:)* ! Indeed I don't have any problem taking this role and also have nothing against Byron doing it either; he has my support if he wishes to do so and the rest of the council agrees with it.
I have the feeling that there is a misunderstanding on the "Chair's tasks under the Guideline" that need to be designated to another person when the current chair is one of the candidates for election to the ICANN Board. Maybe Bart could clarify this?
On another note, it is clear that I have not been involved in certain discussions regarding this election process. Somehow "the ccNSO Council decided to extend the acceptance period with one week" and I didn't receive this request for approval (not that I wouldn't have agreed, but still). Also, the silence for this administrative request is very strange and awkward. I don't understand why these things are happening and would like to have this issue added for discussion on the agenda for our next council call.
