I think the internet is only as free and public as it is affordable to maintain a presence on. I don't know what rationale there is to allowing .com domains to increase in price drastically. This situation is particularly dire on our young people who are facing the mentality of ever increasing costs on virtually every commodity, including massive school loans. The Internet is the greatest seat at the table that we can keep open for those enterprising enough to have impactful and constructive ideas. Your job is to regulate the domains, not to find excuses to tax them in the name of regulation. I am a registrant of two .com domain names, both of which are for personal, not-for-profit use. I am opposed to the proposed price increase to .com domains. I do not believe Verisign has any business dictating the price of .com domains. ICANN is supposed to govern the domain name system in the public interest, and I fear it is at risk of failing to do so. ICANN is one of the foundation of the Internet and in my idea a neutral organisation, an association in fact, that has the common good and the development of the Internet at the heart of its mission. While I understand that you need financing the latest deal with Verisign pretty much resemble to a $20m bribe from Verisign to get a bigger share of its control on the Internet and domains. These ginormous organisations getting close to monopolistic position or at least disproportionate power compared to other players is destroying competition and innovation. The ICANN is an important entity in internet infrastructure and should act with complete transparency and in the interest of the general population. It is of highest importance to keep .com domains affordable to ensure that it is possible to start new projects on the internet easily and combat consolidation of internet content onto the big platforms (facebook, youtube, instagram, etc.). Therefore I am strongly opposed to lifting the price freeze on .com domains. Furthermore, Verisign needs to be prohibited from operating as a domain registrar to keep the power balance in that market in check. Doing otherwise would put the competition at a significant disadvantage and hurt the general public by making the market less competitive. To Whom it May Concern: I am a boutique web developer and hosting company with a variety of small business and non-profit clients. Costs for domain names is always a concern. Most concerning in this proposal is the lack of specifics about the increase in fees over the coming years. A small hike of a dollar or two over a few years seems quite reasonable, but the proposal seems to be structured without any parameters set for price increases. This leaves the door open for extortive level fees. This is basically a monopoly situation, with me and all my clients held hostage to the whims of ICANN and Verisign. We can only count on the good will and self-control of two profit-minded entities in order to keep from continually raising prices for a commodity we can’t afford to lose. I can’t imagine any one on the board would feel comfortable in the same situation. This proposal needs at least a re-write with specific controls and parameters put in place, and a better explanation of how the 20 million is justified, and how it will be spent. My customers and I are against any price increases for domain registrations considering the price will not benefit those who need it the most. With the massive amount of .com registrations at the current pricing, is that not enough? Even the slightest increase in .com pricing multiplied by the hundreds of millions of active .com domain registrations results in a gross increase of income. The cost of hosting domain registrations is miniscule compared to the income that it generates. It's disgusting. Keep it fair! In an era in which the cost of domain names should be declining, due to everything being automated, I recently discovered that the price of .com domains will soon be going up by 7% most years. This far exceeds the rate of inflation and represents an additional tax of approximately $400 on my portfolio of .com domains during just the first year. For a small business owner like myself this is a significant burden. Should Amendment 3 not be rescinded, I will be writing my congressman, senator, and President Trump, urging the U.S. Department of Justice to initiate an antitrust lawsuit against ICANN and the Verisign monopoly. What ICANN should be doing is putting the .com registry up for bid. I¹m sure that there are many competent companies, such as GoDaddy, who could deliver this service at a much lower cost to the end user. This would benefit millions of users instead of only ICANN and Verisign, which have effectively been given a license to steal. I am opposed to proposed price increases for .com domains. In my case, my main website is actually a non-profit. At this point, we can't simply change to .org. Our current address is too well known to change. The uncertainty of the rate increases over time and how they will filter down to ordinary people is disturbing. The whole process sounds like "taxation without representation" -- the complaint of early American colonists against Mother England. It is important to know the purpose behind these proposed changes, including the reasoning behind ICANN's receiving of $20 million extra funds from Verisign. How would the $20 million be used to support the stability and security of the domain name system, and why is this amount of money needed to do so? Do we have evidence that the domain name system's stability and security is at risk? Additionally, it would be unhealthy for the domain name market, as well as the integrity of the internet, for Verisign to act as a reseller of .COM domains. It is vital that the internet use remain fair, and price increases could skew the use of the internet as a platform towards increasingly wealthy people. This could change what kinds of information is shared, and how. The wider access people have to using the internet as a platform, the better off it, as well as we, will be.

I personally think the recent raise in rates needs to be clarified in why such a drastic increase is necessary. From what news shows it could be a 40-70% increase over a short period of time. I help run a small non-profit and our website is our lifeblood. When we initially launched one of the websites we wanted was priced at $1,200 which was out of our budget. We luckily were able to get a .com later for a reasonable price but every dollar we raise is fought and worked hard to raise. Such a large unexplained increase seems very unfair and I'd imagine future organizations, small businesses, and individuals would avoid such expenses on items like websites. I could see many being reluctant to start websites and continue to grow the internet. Please rethink this strategy or clearly explain why there is such a need to increase these fees. Eddie Luegers

Do not allow the proposed price cap increases. There is no technical or economic reason for price growth to exceed inflation other than greed. ICANN has made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users.* *2. Hi, I’m a small business owner, and when I say small, I mean SMALL! If prices go up on these domain names then I’m toast and I can simply say goodby to my spot in the internet at this point. I don’t own my e-commerce business for myself, it’s a platform for my father and my sister to sell their sculptures and earthenware ceramics. Is MONEY really more important to you than MILLIONS OF PEOPLE?? Living breathing working people. Verisign doesn’t own you, they may sponsor you a great deal, but they don’t own you. You can do better than this. There must be another option that has a better load for all parties involved, and that includes the consumers. Small pricing changes are acceptable, normal even. But the price increases that this would incur in the next year and especially within the next 6-10 years would be outlandish. As a small business owner I am sure my voice will not be heard BUT I think its a bit crazy that you are going to allow a company that owns 75% of the registrar pricing will complete with all domain registrars… Please for the love of god don’t be dicks. Just do the right thing.

Hi ICANN, I don't understand why you have to be shady and make business deals behind closed doors, without even as much as a heads up to your customers? What kind of business is that? These new price increases to .Com domains are ridiculous and will make them less accessible and more expensive for to users/customers. I would like to get some clarity on how you will spend this $20 million over the next 5 years. I want to know that the money will be properly spent on domain infrastructure. I am a registrant of a .com domain name. I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. Shuang Jiang luohe shi, Henan China
