Hello, I am strongly against Proposed Amendment 3. The price increases for .COM domains are excessive, especially because they can perpetually increase on a 6 year cycle. A corporation might have no problem paying registration and renewal fees, or could afford to lock-in their wholesale price for 10 years, but a small business owner will rarely have that luxury. It is also concerning that Verisign will give $20 million dollars to ICANN with little explanation of how the money will be spent, and no mention of any regulatory oversight to ensure the funds are not mishandled. In closing, Proposed Amendment 3 does not benefit nor protect the public -- only the organizations directly involved in the proposal. It should not be adopted. Sincerely, Gwen Mullinix

I oppose the price hike. These changes will have significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. Alongside these contract changes, *Verisign agreed to pay ICANN an additional $20 million dollars over five years to support* ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. Last month, ICANN, the organization that oversees domain names, announced significant changes to the contract it has with Verisign, Inc. who operate the .COM top-level-domain (TLD). ICANN made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users. Although ICANN has a history of making similar deals behind closed doors, and also of ignoring unified opposition against such action, we are focused on leading the fight against price increases that will harm our customers (and the Internet as a whole). Raising rates on .com is basically saying only the wealthy should be able to have the .com extension. Like only the wealthy should be able to live in Manhattan or San Francisco. We shouldn't subsidize your other domain initiatives. You are literally a monopoly on domains, and raising rates that we have to accept because you are literally the ONLY option we have is illegal. If you go through with it I hope it leads to busting this monopoly. 7% a year for 4 years well exceeds the rate of inflation. And it doesn't appear that we are benefitting at all, just price gouging. This needs to be fair. All websites are valuable and should be treated equally.

I simply don't understand how ICANN, an organization whose mission is to manage some of the most important aspects of the *public* internet for the benefit of the *public*, an organization which claims to work in a "bottom-up, consensus-driven, multi-stakeholder model" can possibly even consider allowing a single entity such as Verisign to raise prices by 7% **every year*.* As others have noted, this may not be a big deal for big companies. It is a VERY big deal for those of us INDIVIDUALS who own a couple of domains and want / need to keep them. Dear ICANN, The changes to the contract with Verisign would likely put .com users like me, a small business owner and a person providing free information on how to stop child abuse in nonprofits, in a place where they must discontinue some if not all of their internet presence. Having a website is really the best platform for my project on child protection but as I am self-funded, I would have to move to another platform if prices were to continue growing for the next 5 years. I already have enough expenses to create the materials to help nonprofits on the website. IF the prices increased, I would have to move to another platform like FB which would not be nearly as good. Additionally the domain name increases might be passed on to me on other products I use which would definitely make it unsustainable for me. The philanthropic person, the general public, AND small business owns would all be seriously hurt by these changes. Please reconsider for your users. This is a bad deal. Regards, Amy Travis

It is currently a toss up on whether or not to renew many .com domains, given the annual cost of holding on to them. Your increasing prices of .com domains through the Verisign deal will have one effect - domain owners will drop more domains. I have hundreds of domains - most of them of little commercial importance. Rather than sit and wait in the hope that these domains will one day realise some commercial value, if you proceed with these increases I’ll ruthlessly go through my portfolio and shred everything but the very best. I suspect a lot of other domain owners will do the same. This won’t just negate your price increases, it will decimate your revenues. If it is your intention to discourage people from registering .com domains then this is a sure-fire strategy to achieve that aim. Sent from my iPad

Hello, I very much disapprove of this contract change as it is. I don't like the lack of transparency, and I think the current change gives too much to Verisign and too little to ICANN. Raising domain fees for 40% of ICANN's business (.com fees) is HUGE, and a flat payment of $10M is a ridiculously small payment for the power it enables Verisgn to have. If Verisign is only going to pay a flat $10M, there should *strong* caps limiting how much they can raise .com prices each year. Good Evening, It has come to my attention that ICANN has announced significant changes to the contract it has with Verisign, Inc. that will result in increased charges to organisations' costs to register their Top Level .COM Domain names. It has been suggested that wholesale prices could increase by 70% over the next decade. I am writing on behalf of The Sol Sante Club to express my dismay at this prospect. We are a non profit organisation staffed entirely on a volunteer basis and work very hard to contain all of our operating costs. I have little doubt that there are thousands of such organisations facing the same concern. The information provided to me was separated into 4 areas and I have commented on each of these below. 1. *Price Increases* As noted above these increases will place a significant burden on a Non Profit organisation and I would urge that consideration be given to this fact in structuring future price increases. 2. *Additional $20 Million* The information provided to me indicates that ICANN will receive an additional $20 million from Verisign Inc yet there is no information provided regarding how these funds will be used, why they are required or what kind of oversight, if any, will be implemented to ensure good use of the funds. This is simply poor business practice and is not at all aligned with the transparency you promote on your website with regards to your Privacy Policy. 3. *Verisign Inc. may now operate as a Domain Registrar* I understand that this change will now allow Verisign Inc. to have a significant degree of control over the pricing of Domain Name registration and the reduced number of competitors will potentially lead to higher prices to consumers. Not only does this seem unfair to the entire Domain Registrar business sector but, again, it is of great concern to non profit organisations such as The Sol Sante Club. 4. *Dismissal of Comments on Previous Price Changes* I understand that when similar changes were being made to other Domain Names, such as .ORG, .INFO and .BIZ, some 3,500 comments were submitted but ignored. In particular, a large number of comments were dismissed as "spam" solely because they were submitted via an online tool. That fact alone should not be sufficient reason to dismiss comments without further investigation as to their veracity. I also understand that this, in turn, resulted in the decision to remove the price caps primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. Simply poor science / data collection / analysis and, again, poor business practice to reach a decision based on such poor and unsupported analysis. *IN SUMMARY*: I urge ICANN to review their position and revise their plans based on good business practice and defendable decisions while also considering the financial impact on non profit organisations. Most businesses consider anything exceeding a 3% increase per year for any service to be excessive. This will not be sustainable for many individuals and businesses. Hello, I’d like to share my comments against the Proposed Amendment to the .COM Registry Agreement. First, this agreement was not publicly announced and many registrars (and myself) feel blindsided by this. Especially if it passes, regular consumers will have no idea this was coming which is also unfair to them. Second, the price increase is unnecessary and seems like an attempt to capitalize on the .COM owner, I do not agree with this measure. It seems as though Verisign is trying to “buy up” the real estate of .COM’s and milk it for all its worth. I’m sure many people would switch to other domains once the prices of .COM astronomically increase (even with the caps and freezes)Especially the amount that would be increased over. But even then, what’s next, Version coming after the other domains as well one after the next, hiking up prices? Third the ICANN agreement to receive $20 million dollars (over 5 years) doesn’t have a clear explanation why they’re receiving this money and how the funds would be spent. I am worried the money collected would not be put to proper use or to better the end user. Fourth, Versign operating as it’s own domain registrar is unnecessary and again a seeming attempt to capitalize .COM. There are many registrars out there for a reason. They offer specific support, features, and benefits to their customers. I use the registrar that I use because they are easy, secure, and informative. In fact, they’ve alerted me to this specific issue I’m emailing you about. I can’t see Verisign offering me information on potential amendments they’re looking to make in the future until they’ve already been made and I have no say in the matter. I would not trust them, especially given light that they are trying to do this deal behind closed doors. And lastly, ICANN has ignored previous comments on amendments and issues in the past to cap pricing. Seemingly to sway the decision in their favor, again, not keeping the consumer in mind but rather profits. This does not give me trust in Verisign or ICANN in this matter or any future matter they wish to amend. I do hope you’ll take this feedback seriously and consider the implications of eroding trust. Price Increases Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. ICANN Will Receive an Extra $20 Million With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. Verisign Can Operate as a Domain Registrar ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. 4. ICANN Ignored Previous Comments As detailed on Standing Up to ICANN to Keep Domain Prices in Check <https://www.namecheap.com/blog/ensuring-icann-keep-domain-prices-in-check/> and pricecaps.org <http://pricecaps.org/>, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data.

Verisign’s role should be to perform a public service. It makes me very frustrated to hear that ICANN is considering an agreement with Verisign that will result in increased .COM domain fees over the next several years. I read tech news constantly and only found out about this recently. It appears ICANN worked on this without disclosing the idea to the public beforehand. Why? Shouldn't something like this be voted on by a larger group? The increased cost to domain's will hit small businesses and people with less money the hardest. I DO NOT support this move and suggest ICANN drops this agreement immediately. If ICANN needs more money, come up with a way to "tax" the most visited websites out there today. It's surprising to me that in this day an age you find it a good idea to work with a vendor who will *certainly* increase costs for a commoditized good (namely domains) in a market which is clearly going in the opposite direction. Not to mention this is almost a public right, since EVERY business relies on website and these days. Hi, One of the great benefits of the online space is the capability to start a business for much less than a brick and mortar startup. Increasing the fees for registering what equates to a storefront would be an unnecessary hindrance to small businesses. And don't be the guys behind closed doors figuring out how you can increase your own pockets at the expense of all the people that can't see what you are doing. Really, the constant squeezing of consumers that happens from the boardroom is ridiculous. I am sure you are all intelligent people or else you wouldn't be in a leadership position. You control the internet. People with dreams and ideas come and use the internet. To show of their talents, passions and ideas. As you know Registrars up charge a company from the current price for a domain. This is all good, but for a person with a dream this can be hard to pay that along with hosting fees. Raising that, raises our price exponentially. Tell me this, what’s the point of the Internet if you can’t enjoy it? What’s the point of dreaming if you can’t live. “... ICANN’s mission is to coordinate policy development related to Internet system of unique identifiers.” This is your own policy. By raising the price you will be getting farther away from your goal. If you are trying to help everybody using the Internet and future users let’s make that next step together and listen to the ones who use, it not the ones who can abuse it. -Sincerely N.B.

Please consider capping price increases on .com registrations to better match a balance between demand and current inflation. There is really no reason to raise rates at all except to make profit. Please consider the consumer when planning these future changes. Thank you, JL
