Using Auction Proceeds money for Applicant Support
Dear All, Just saw this blog by Tristi Sinha out about the use of the Auction Proceeds money to fund some of the funds needed for applicant support program. I do not remember us discussing this wondering what others thought of this use. The current grant process is only for this pilot version and for the $10 million that was set aside for this pilot. The Board will be looking at how they can use some of the remaining funds. I see that it will be viewed the same as when they took some of the funds to cover a contribution to ICANN's reserve or contingency fund (?) They'll take it anyway - because they can. Personally, having been on the Auction proceeds group and the GGP which stated that if there were more funds needed for applicant support than was originally proposed (and going by the amount set aside last time - this was $2 million) then it was up to ICANN to find that extra money. So, they will need to find it from somewhere - and from my POV, the use of auction proceeds for applicant support would mean it would at least be going to those in under-developed and underserved regions who are the priority group for applicant support, and they were the target group for the auction proceeds group as well. I understand and Agree with Maureen point of view. Money needs to come from some part. Auction proceedings in my view is the mostly related to the support for unserved applicants and its communities. The Auction P groups worked to define a destination of the amount of money, and we selected to have to projects for in benefice of ICANN community as a whole. Hence, bring more unserved communities to the new gTLD with some support looks fulfill the selected goal. Can just use some part of the money? Yes, could be. Could also be a public suggestion. But I do support the use of the money (part or whole) for having unserved region applicants participate in the new round. My two cents. We currently have well over $200,000,000 in the fund, and even if the .web auction somehow gets undone we would still have over $100,000,000. This possible use of the auction funds is a small percentage of available funds and supports the principles of the grant program, if not the process. As such I support this proposal. Hi, I agree using auction money for this purpose is worthy. But I was hoping that it would be applicants for auction funds who find innovative ways to set up programs to use the money to help applicants. As someone excluded (justifiably) from the auction process this year, I have no idea if anyone is doing something like that. I hope so, it is the sort of thing I would have liked to have worked on. I understand the financial charm of taking money from the auctions pile and putting it into the new gTLD budget. An opportunity to do something worthy and give yourself the money - the essence of so many forms of largess - find a way to reward yourself for generosity - you can have the funds as long as you spend them here. The cross community WG could have assigned funds to applicant support on future rounds. They didn't. The Board should not do so now. What it comes down to is, the worthiness of the result isn't reason enough to justify ignoring regular procedures. Or, to put it more bluntly and more traditionally, the end does not justify the means. Bill, and Avri, Exactly. That is what I think, and I was a member of the CWG-Auction Proceeds. We discussed all of this at the meeting and could have stated we wanted money to go to Applications Support, but we did not. We just said that grantees could apply for grants for these purposes. Maureen, For your information, the applicant support program has 5 entries, only one of them concerns the less developed economies, and even this entry is not exclusive to them. The ASP doesn’t give any priority to any kind of region. We unfortunately may have a good number of supported applicants, all of them from the global north. Hi, The Board has been working on getting its hands on that money for its own uses since the auctions were first discussed during the last round. A while back it took some of it to pay off a 'shortage' in the sacrosanct reserves. At that time, it said it was a one time thing and would they never go after the money again, but rather would live with the decision of the ross community group. Oh well.
