RZERC member qualification criteria
Dear all, As per this morning's CWG-IANA meeting # 84, I am circulating the RZERC member qualification criteria that was agreed within the IOTF mail list for your review: * The RZERC is the group that will be reviewing issues relating to the architecture and operational systems for the DNS Root Zone as it evolves, and providing recommendations to the ICANN Board to ensure the security, stability, and resiliency of the root zone. * Appointees to the RZERC must have a strong overall understanding of the Root Zone, and must be able to fully represent their appointing organization's particular interest in the root zone. * Able to work and communicate in written and spoken English * Effective communication skills Please let us know if you have any comments or feedback. How is this criterion evaluated? What would happen if an organization appointed someone to the RZERC and some other organization disagreed about that person's qualification? Best regards, A -- Andrew Sullivan ajs@anvilwalrusden.com
The same question as Andrew pointed out. How to define "have a strong overall understanding of the Root Zone"? Does that mean the Appointee must be a technical guy who is specialized in Root Zone work? How to evaluate if a Appointee could "fully represent their appointing organization's particular interest in the Root Zone"? Does that mean the Appointee must be from a registry who owns gTLD strings which have been delegated into the Root Zone? Thanks. Hello, I do expect that the appointing organization should have a higher(definite) say in her appointee. Hence, i think the requirement should just be stated as a "compelling" expectation from the appointing org and not as a compulsion to them. A rewording similar to below may be appropriate: "Its expected that appointees to the RZERC would have general understanding of the ICANN Root Zone, and will adequately represent their respective appointing organization's particular interest. My assumption is that each organization would be wholly responsible for its appointee. If the RZERC as a whole had concerns about a member, they could certainly communicate the concerns to the appointing organization.
