Final Draft of Principles
Dear All, As announced at the CWG conference call today, the latest draft of the Principles is hereby sent to the list. Please be aware that there is a deadline for the conclusion of the Principles on Friday 10th of April, and we have had several iterations on the document. As Martin Boyle mentioned in his email of March 24th , this is a compromise among many parties, so please have this in mind when reading. I resend the redlined version with comments and a clean version. Dear all I think the meeting in Istanbul was very useful and I do like the idea of having a structure within ICANN - such as an affiliate company (embodying the Multi-stakeholder model) which effectively fulfills the current Stewardship role provided by NTIA awarding the contact for service to ICANN/IANA staff. I also think that ICANN as the Policy body (especially for gTLDs) has an effective role in making sure that it facilitates the forum and the community driven consensus position for Policy going forward. I feel (as many of you already know) that IANA staff (employed by ICANN Corporate) are doing a good job at delivering the IANA service to the global Registry Community, be that gTLD, ccTLD, RIRs, or Protocols Registry. My question is: Assuming that all three groups, naming, protocols and numbers, can actually put together a cohesive plan for IANA transition what happens if one party, say (for example) the RIRs are not happy with staff employed by ICANN meeting their needs and prefer a different service provider - what happens then? All. I have read this draft and I have no objections. I have made a few non-substantive "clean-up" changes in the attached draft, picking up Eduardo's comments (though I did not find the "tabs" to be an issue), adding a couple of headings where the format of the document dictates it, making some very minor clarifying changes in the newly-revised title and intro paragraph, and fixing some typos. In response to Seun's comment, I note that footnote 1 defines the IANA functions operator as "the unit that provides the service." With these changes, I find the document acceptable. Lise, all I have only one comment to the latest draft of the principles - It`s related to the suggested text/changes in the introduction. The principles contained within this document are intended to provide guidance to members of the CWG in their work in formulating proposal(s) for stable transition of oversight for the IANA names functions in the IANA functions contract from the NTIA. I find the first line in this text weaker and unclear in comparison to the original one: These principles and Criteria are meant to be the basis on which the decisions on the transition of NTIA Stewardship are formed. The introduction explaining how the principles are meant to be used in the CWG work is important for our involvement in these principles and the outreach that has been done to GAC and other communities to get them to comment on them. I find it very strange to change the basics at the latest stage in finishing - so I don’t agree in this proposed change.
