Hi Everyone: For this week’s Board Readiness meeting, I suggest the following agenda: 1. I’d like to conduct another test interview. Thomas, could we interview on the Registration Data Phase 2 EPDP. I know you have prepared on IGO/INGO issues but I think that the EPDP Phase 2 will have a lot to teach us and having multiple interviews there is important. I think we will interview you later on the IGO/INGO PDP so your work won’t be lost. I literally picked a name out of the hat. Justine, can you be the leading questioner? 2. Review of my (Kurt’s) interview from a process standpoint. Did we get usable information? Can the modus be improved?Please review the notes that Jennifer took to prepare: https://docs.google.com/document/d/1ZLrtupVMkYg5PyqKKmKexTneOwFty8mp5g9nmzr… 3. Status of responses to our invitations. How should we follow up? 4. Review slides for GNSO Council update (attached). What do you think of the last slide? I know this agenda is over-packed. The information coming from the interviews with you, other PDP chairs and members, and ICANN staff and Board members will be used to build a set of hypotheses that, once tested, will guide the development of improvements in the GNSO’s Policy Development Process (PDP) practices. We plan for the interviews to be conducted in informal, one-on-one formats. Questions can be provided in advance, but initial responses might take interviews in different directions. The team will develop questionnaires based on the considerations such as: ● Were PDP working group members surprised (or unsurprised) by Board rejection of certain, specific policy recommendations? Why? ● During the policy-making discussion, did the PDP working group consider Board reaction to potential recommendations (as indicated either by the Board liaison, the public comment process, or otherwise)? ● In the opinion of PDP working group members did the PDP working group have the sufficient expertise, resources and information to develop a “Board-ready” set of recommendations? ● What were the PDP team’s expectations of the Board liaison role? ● How did Board members receive information regarding PDP working group progress, during the Policy Development Process and after recommendations were approved by the Council? ● Did the PDP structure (e.g., open vs representative), time constraints, meeting frequency, or other administrative aspects foster or deter the development of Board-ready recommendations? The small team will aggregate the interview responses into a set of findings and either, create a set of follow-up inquiries or, use the findings to synthesize a set of recommendations intended to inform GNSO Council’s work on improving Board readiness. Participants will have the opportunity to review the planned set of questions (although the conversation might suggest additional questions) as well as their input as documented by the interviewer prior to publication. The small team participants believe this will be a valuable and informative approach and hope you will be willing to participate in this effort. Thanks for taking the time to consider this. At what stage of the PDP did those surprises occur? Through what channel (reading PDP report, reading summary report, Board liaison report) did the Board member receive the specific information? ● How does the Board apply the Global Public Interest framework? Have new tools or approaches been developed (such as new mechanisms to apply the Global Public Interest framework or the Board Caucus engagement with the recent Council small team) that the Council or PDP working groups might also apply? The small team will aggregate the interview responses into a set of findings and either, create a set of follow-up inquiries or, use the findings to synthesize a set of recommendations intended to inform GNSO Council’s work on improving Board readiness. The participating Board members will have the opportunity to review their input as documented by the interviewer and also the impact of their input on the results and recommendations prior to publication. We think this approach might enable us to eliminate some gaps or disconnects in the mechanics of the process and help us fashion a smoother running process. The small team participants believe this will be a valuable and informative approach and hope you and the Board will be willing to participate in this effort.
