As you might be aware, the community (particularly contracted parties) have asked ICANN to try to coordinate the timing of the implementation of new policies and policy amendments along a predictable cycle. In general, we try to give contracted parties at least 6 months’ notice of any policy changes, and we try to bundle policy updates together whenever feasible.
The updates to the Transfer Policy and Transfer Dispute Resolution Policy attributable to IRTP D must now be scheduled for implementation. The IRTP C policy amendments are due for implementation on 1 August 2016, so I’d like to propose that we bundle the IRTP D updates with the IRTP C updates. This will result in an implementation window of about 5 months for IRTP D, but we believe there is little development work registrars and registries will need to do to be ready to meet this deadline. As you may recall, the majority of implementation efforts related to IRTP D will fall on TDRP providers and ICANN.
ICANN has reached out to TDRP providers to get their feedback regarding the effective date for the updates to the TDRP as a result of IRTP D. All have confirmed that they will be ready to implement the changes to the TDRP by 1 August 2016. Accordingly, we’d like to announce that the IRTP D policy changes will become effective on 1 August 2016. But if there are concerns or objections within this group, please let me know as soon as possible.
As an aside, I also wanted to let you know that we have been working on educational materials and updates to the ICANN website to account for the IRTP-D related changes, and I plan to share draft updates with you in the next few weeks.
