Dear Strategy team, as we have not had any feedback on this channel for the past two weeks, I feel it is appropriate to kick off the discussion to ensure we are ready with a proposal in time for the first meetings under the new schedule. The one meeting we should probably focus on is the four-day meeting as it would require the largest re-adjustment, whereas the "normal" and "long" meetings will probably allow the council to operate with business as usual. Frankly, I currently see no way of how to fit in the current schedules of the council into the small meeting unless councillors will be in session for the entirety of the meeting, and therely lose the ability to communicate effectively outside the council. We will therefore be faced with limited choices: 1) Fit the current schedule into the new meeting; 2) Cut down the council meeting to its bare essentials; 3) Add time to the meeting, very much like current practice; 4) Eliminate the council face-to-face meeting at the short meeting. Personally, I lean toward support for option 3, as the other options would result in a loss of effectiveness of the council. We should probably look at this from the other direction, i.e. not at what our desired length is, but rather what the focus of this meeting should be for not only the council but the entire GNSO. From that, we need to compile the list of essential sessions and subjects as well as the expected time for these topics. Whatever we end up with should dictate our requirements for time. Hi James, yes, the ball was just lying around on the field, I guess. Your proposed category is indeed what I had in mind for 2). When discussion that option, we will have to decide what to cut and I believe this will be a painful process. No matter where we come out in the end, we will lose part of our ability to assess information presented or opinions discussed, make decisions or inform our stakeholders. Hi Mary, thank you again for the quick preparation. One of my main concerns is the doubling of must-attend sessions and I do not see this new meeting structure helping, but rather compounding the problem. Looking at Meeting B, day 4 the WG f2f sessions seem to be in conflict with the council sessions, which fails to take into account that most councillors are also active participants in that work. It may be advisable to cut the f2f sessions entirely from this meeting which would also fit with the intention of making these meeting "smaller". Hi Volker, The idea wasn’t that these meetings would take place in parallel, but rather parts of the day would be allocated to the sessions listed, so for example, WG F2F meetings would be scheduled in the morning (9-12) and afternoon (13.00 – 16.00) with the GNSO Council meeting being the closing session of the day / meeting (16.00 – 18.00). The DT may want to consider in developing a draft schedule along the same way by building a block schedule that would list proposed meetings that could take place during those slots? It certainly leaves no room for discussions and deliberations. thank you again for the quick preparation. One of my main concerns is the doubling of must-attend sessions and I do not see this new meeting structure helping, but rather compounding the problem.
Looking at Meeting B, day 4 the WG f2f sessions seem to be in conflict with the council sessions, which fails to take into account that most councillors are also active participants in that work. It may be advisable to cut the f2f sessions entirely from this meeting which would also fit with the intention of making these meeting "smaller".

To facilitate the conversation, I have prepared the attached document which outlines the proposed outline for the three yearly meetings by the ICANN Meetings Strategy Working Group to which I have added in yellow the current GNSO meetings and how these may fit in meetings A and C. As Volker noted, meeting B is a completely different format which will likely require the most consideration. To encourage ideas and suggestions on how this meeting could look from a GNSO perspectives, I’ve added a draft outline. Of course, this is just to start of the conversation and thinking, taking into the 4-day meeting format.
The objective for this group is to present the GNSO Council with a proposed format at the latest by the ICANN meeting in Buenos Aires so that there is sufficient time to socialise the proposed GNSO approach for the new ICANN meeting strategy with other SO/ACs as obviously there will need to be co-ordination between the different groups to minimise conflicts and potential overlap. On that note, do you think it will be helpful to schedule a conference call to discuss next steps and proposed approach for completing this task, or do you prefer to continue conversations by email for now?

The weekend sessions on the other hand are not Council sessions, but GNSO working sessions so the idea is that part of that would get covered on day 2 (GNSO Policy Sessions). Marika Thanks for this, its really helpful to have something proposed up front to work with. My only comment at this stage is that it would be helpful at meeting B to ensure theres time allocated to both Constituencies and SGs to undertake outreach activities, but it may be advantageous if they could follow common GNSO policy updates to give new comers an overview of the current issues. Thanks Tony, for your feedback. I think you touch upon one of the key elements that will require further input and consideration and that is the outreach aspect of the first day. From my personal perspective, it would be great if we could build a coherent GNSO outreach programme that would touch upon all aspects of the GNSO, for example: * Introduction to the GNSO and GNSO Policy Development * Introduction to GNSO policy topics under consideration * Introduction to GNSO Stakeholder Groups and Constituencies These topics could be all part of one programme that is developed with the input and participation of all GNSO SG/Cs (with the assistance of staff, if welcomed) which could be followed in the afternoon by individual SG/C sessions that could provide further newcomer updates, or could be ‘normal’ SG/C meetings that newcomers can observe in participate in. In this context the DT may also want to give some further consideration of possible mentorship of newcomers and how to effectively attract newcomers to the meeting in the first place? Hi Tony, it seems to me that this outreach session would become repetitive very quickly and therefore fail to draw in many of the more experienced community members. Currently, when we’ve tried to do major outreach activities sometimes they have taken place outside the meeting days (for example, NCUC organised events in San Francisco in 2011 and Singapore 2014 that took up the Friday prior). The South School on Internet Governance being directly before ICANN in Durban was another good outreach activity that took place just before the ICANN meeting proper. Is it anticipated that this sort of thing might still happen and be encouraged? (though admittedly, if NCUC was to organise another similar event of that nature, I think we’d probably make it at meeting A or C). David

To facilitate the conversation, I have prepared the attached document which outlines the proposed outline for the three yearly meetings by the ICANN Meetings Strategy Working Group to which I have added in yellow the current GNSO meetings and how these may fit in meetings A and C. As Volker noted, meeting B is a completely different format which will likely require the most consideration. To encourage ideas and suggestions on how this meeting could look from a GNSO perspectives, I’ve added a draft outline. Of course, this is just to start of the conversation and thinking, taking into the 4-day meeting format.
The objective for this group is to present the GNSO Council with a proposed format at the latest by the ICANN meeting in Buenos Aires so that there is sufficient time to socialise the proposed GNSO approach for the new ICANN meeting strategy with other SO/ACs as obviously there will need to be co-ordination between the different groups to minimise conflicts and potential overlap. On that note, do you think it will be helpful to schedule a conference call to discuss next steps and proposed approach for completing this task, or do you prefer to continue conversations by email for now?

Hi all, as to the short meeting, we could make our lives easier by just maintaining the current schedules of the week-end sessions as they are. Considering that the "official" meeting starts on Monday within the current meeting structures, the Council Weekend Working sessions could be considered as extra time already, so maintaining that extra time for the short meeting structure would not be much of a leap. It would free us from the need to squeeze our meetings into a shorter schedule or from having to start cutting items off our agendas. As I said, heretical. I presumed that for the “short” (Meeting B) event, the GNSO weekend would be cut from 2 days to 1. I’m more concerned about the “long” (Meeting C) event. The status quo will be to maintain the 2 day GNSO weekend, and there may even be proposals to extend this by 1 day.
