Proposed draft text for WG Final Report on Sub Team 1 recommendations

Dear all, The WG co-chairs have asked if we can circulate some proposed draft text to the full WG that incorporates and reflects the Sub Team¹s analysis and WG conclusions following our last report. I have prepared the attached document that is a redline/markup of the original text from the Initial Report. The idea is that, once this text is finalized, it will be inserted into the Final Report as an update to what was put out for public comment. Please let me know if you have any objections to my circulating the attached document to the WG, preferably before the call tomorrow if that¹s possible. If you have suggestions for improvements, please let me know as well. Thank you! Hello Sub Team 1 members Marika and I have just gotten off a call with the WG co-chairs, who would like to suggest that the sub team present a short overview of what was updated in the documents circulated on Friday. Presumably that would be Alex for Question 1 and Val for Question 2? Alex and Val, let me know if that is all right with you. Proposed Final Sub Team 1 Report for Question 2 (LEA and other Non-IP Owner Requests)

Dear all, Please find attached an updated version of the Question 2 summary document that was presented by Val to the full WG last week. As agreed, I’ve added in what I think was the WG’s agreed course of further action (where there was one) from the discussion - these are highlighted in yellow for your review. I’ve also added a title and headings as well as edited some typos and such, but otherwise I’ve not messed with the substance of the summary analysis that was in Val’s document. It will be great if you can review this as well as the updated summary for Question 1 that Alex sent around on Friday 28 August at your earliest convenience, so that we can send agreed final versions of both documents to the full WG, preferably before the end of this week. BTW Lindsay - thanks for checking in even while on vacation, not just on this but also on Sub Team 2! Hello Sub Team 1 members, I thought I¹d follow up on my email below, to enquire how you especially Lindsay and Alex as the co-convenors would like to move this Sub Team¹s discussions forward. At this point, we basically have a summary/analysis of both questions that this Sub Team was asked to review. In addition, based on moving some comments over from the general WG Review Tool following the WG call on 4 August, there is a few additional comments that may merit a brief review in the updated Sub Team Review Tool, to see whether they go toward the analysis for Question 1 or Question 2, and in either case whether they change the numbers and analysis. Lindsay and Alex would you like to schedule a call for the Sub Team next week to discuss these points, or do you prefer to try to do the discussions by email? Hello again all, As noted in my last message and per the WG call earlier today, I¹ve now updated this Sub Team¹s Public Comment Review Tool with relevant comments that were otherwise posted or included elsewhere less appropriate (e.g. in the overall WG Review Tool where a commenter placed his/her comment under a different recommendation heading). I attach the updated Sub Team Tool for your review to make things easier I¹ve highlighted all the additions in yellow (easily removable if you wish). I¹ve also uploaded it to the Sub Team wiki. I’ve made a few changes to 1.3.2 question 2 to incorporate my separate analysis. I think the changes will be fairly uncontroversial (and one was just a proofreading comment where a sentence had become ungrammatical in editing). But feel free to discuss any issues if you feel my changes have changed the sense of the summary. My apologies for getting this done about 48 hours later than I had intended, I had some unexpected technical issues (had to spend a few hours making my laptop remember it had my email). Hi All, Attached is the latest document for Question 1 of 1.3.2. I think we are close to finished with the analysis and would welcome any additional input you may have. Once we are finished with that the next steps will be to nail down our recommendations. Remember that I will be on Holiday next week (returning to the office on Tuesday Aug 11) but will be monitoring as needed. Thanks! Alex
