Strawman proposal finalization process

As discussed in the thread about ICANN 51 side meetings, it seems like it would be helpful for us to develop a shared understanding of how we will assemble and finalize a unified transition proposal after we start receiving individual proposals from the operational communities and broader input from all stakeholders. My guess is that we will not come to a firm conclusion about all details of this process prior to ICANN 51, which is fine. But we certainly need to come to some conclusions about it within the next few months, so that we are prepared when we start receiving proposals from the operational communities and input from all stakeholders. I’ve put together a strawman proposal for a process to use to assemble and finalize a unified transition proposal (attached and in dropbox). It is heavily influenced by our charter. You will see that there are many open questions — I’m just throwing this out as a starting point to get discussion going. Please comment. I don’t think we need to document every little detail and possible corner case for how things might go once we start receiving proposals and input, but I do think we should have a rough plan that we can articulate to establish expectations about how we will proceed. Manal, Many thanks to you and your colleagues on the committee for drafting the FAQ. Question #4 quotes SAC 067 in answer to ³What are the IANA functions? ³ I do not dispute that SAC-067 is a well written and informative document. I do think a better reference document would be NTIA¹s contract, SA1301-12-RP-IANA, which defines the IANA functions over which NTIA has stewardship. For example, NTIA¹s description of the functions in the contract (C.1.1) states: ³The US Department of Commerce (DoC), National Telecommunications and Information Administration (NTIA) has initiated this contract to maintain the continuity and stability of services related to certain interdependent Internet technical management functions, known collectively as the Internet Assigned Numbers Authority (IANA)." In particular Section C.2.9 of the IANA functions contract describes the functions for which NTIA is a steward. Invitation to the IETF meeting in Honolulu

All, As you know, our next meeting at the IETF is coming up, November 9-14 in Honolulu. We will have many interesting topics on the agenda, including a meeting of the IANAPLAN working group. Also, as you may know, for several years we have had a program that brings people from policy and regulator spaces to IETF meetings. This is an ISOC program and part of their support for the IETF. The goal of the program is to connect engineering and policy worlds better together. The program usually consists of introductory sessions, discussion with experts on specific areas (for instance, we talked about IANA at length with the previous group in Toronto), and participation in the working group sessions. We were initially not planning to do this in Honolulu, but we have now decided to invite a small group. Given the ongoing discussion about transition, we thought that some of you might be interested. The meeting runs for the full week, but in the policy guest group we always focus on the first part of the week (Sun-Wed). If you have not been to an IETF meeting before, have an ability to attend, and would be interested, please contact Sally Wentworth <wentworth(a)isoc.org> for details.
