informal gathering in Dallas and the way forward

Dear CGP/JGP/KGP members, Thank you for those of you who could make the informal gathering on March 22 in Dallas happened. Let me report you about its results as one of the attendees of the gathering. <report from the gathering> Three from CGP (including its Chair) and two from JGP (including its Chair) made a sincere in-depth discussion on how to proceed the script-wise LGR generation and the coordination among CJK. Based on JGP's strawman proposal explained as a starter of the gathering, they discussed about the framework, algorithm, and their pros and cons. The proposed framework inherits the concept of Dr. Zhang's definition that was sent to some members of CGP/JGP/KGP including all three GP Chairs on March 10, 2015. The attendees of the gathering there tentatively agreed JGP's proposal with some small improvements. Following the gathering, the attendees agreed that - CGP would continue working on its revised (reduced) LGR definition (outcome expected to come up in mid-April) - JGP would share its experimental draft LGR with CGP (in a couple of days) for CGP/JGP to ensure that the strawman proposal would work appropriately from technical perspective and from script community perspective. - JGP will work on the improvement of the proposal (in a week) Of course, CGP and JGP are and will be ready to share their above output among CGP/JGP/KGP after necessary amendment in due course. <meeting proposal : expected to be agreed in some form> Now seeing that the informal process in each GP is advancing, I'd like to propose a CGP/JGP/KGP coordination meeting in late April - before mid May at the latest. The IDN tables submitted by the new gTLD registries varied in the repertoire of characters, variant and contextual rules, and format. On the request of the community, to facilitate and improve consistency of testing and stability of registry operations of new gTLDs, ICANN intends to develop reference IDN tables in machine readable format, called Label Generation Rulesets (LGRs) for the second level, for use in PDT and the Registry Service Evaluation Process (RSEP). ICANN is suggesting a process to ensure both linguistic and technical expert input and community review of these tables being developed. The community is requested to review and provide feedback on the effectiveness of the suggested process for the development of these tables, and propose any further improvements. Dear Colleagues, I will be chairing the LGR work, and for those of you I don't already know a very brief introduction -- I first began to think about support for languages in 1986 – I was writing what became the Single UnixSpecification for a set of European OEMs and had to consider whether or not to add APIs to Unix for 8-bit single-byte coded characters (8859-*) to the existing 7-bit APIs for single-byte coded characters (ASCII).I revisited the problem again six years later, after the locale model had been added for single and multi-byte encodings, e.g., EUC and SJIS, and again, as an architect at Sun, when I elected to create the default UTF8 locale for Solaris. Over the next several years I consulted to HP’s Cupertino Systems Labs and IBM’s Palo Alto Research Center, making contributions to the i18n/l10n architectures and implementations of HP-UX and AIX. I became involved with the Unicode Consortium when it began to consider adopting proposed draft standards for encoding two writing systems I had some prior familiarity with – the Cherokee and a Unified Northern syllabaries.It was through participation in the UTC that I became aware of the issues presented by scripts with combining and/or context dependent characters, directionality, scripts not yet supported by Unicode, etc. Not all my work was pure Operating Systems and their internationalization (i18n) and localization (l10n), I worked at SRI during the transitions from hosttables to the DNS and participated in the efforts that lead to the NTIA's selection of ICANN as a contractor. I contributed to the IETF working groups on domain registration and internationalized domain names, and have worked for registries and registrars over the past decade and a half, and have participated in ICANN through the GNSO and through At-Large. I encourage those of you who are not attending ICANN-52 to follow the IDN Root Zone LGR workshop session, as the experiences of the Arabic Script group will inform those of us working on the Latin Script, and the presentations by Wil Tan and Michel Suignard will be of general interest. Those who are attending ICANN-52 I strongly urge they attend the IDN Root Zone LGR workshop, and get to know each other during this opportunity for face-to-face interaction. Please note that the IDN Root Zone LGR workshop is scheduled for Wednesday, February 11th, at 13:00 UTC+8. Following the Call for Generation Panels to Develop Root Zone Label Generation Rules <https://www.icann.org/news/announcement-2013-07-11-en> published on 11 July 2013, the Armenian script community has developed and submitted to ICANN, on 27 January 2015, the Proposal for the Generation Panel for the Armenian Script Label Generation Ruleset for the Root Zone. ICANN staff has reviewed the proposal including panel composition and scope, to ensure that requirements set forth in the LGR Procedure <https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> , and in particular the criteria set forth in the Call for Generation Panels to Develop Root Zone Label Generation Rules <https://www.icann.org/news/announcement-2013-07-11-en> , are fulfilled. With composition and work plan approved, the Armenian Script Generation Panel will start its work on the label generation rules.
