I noticed during our meeting in San Juan that any reference to languages in the MOU were delegated to the NARALO Operating Principles which was previously approved via this discussion list. The only two languages mentioned in the OPs document are English and French. I noticed this fact during our meeting put did not want to deviate our group efforts from getting the MOU finalized. Now that we are all settled back in our respective jobs/travels etc, I am putting a motion to all of you to open a voting process to include the Spanish language as part of the NARALO OPs. The North American region of At-Large has reached a consensus on the contents of a Memorandum of Understanding ("MOU") between the region and ICANN. This was duly signed by the representatives of the North American region and ICANN at the San Juan ICANN Meeting on 28th June 2007, contingent upon final approval following the completion of a public comment period. Those wishing to comment are suggested to make their comments not later than 1 August 2007 at 23:59 UTC.
Comments are therefore encouraged; they may be sent by email to naralo-comments@icann.org, and reviewed at http://forum.icann.org/lists/naralo-comments.

Unlike Jeff, Karl is a real person. He is certainly bitter and negative, but his positions are informed by far more direct ICANN experience than any of the rest of us have. It is worth keeping in mind the possibility that the reason he says what he says is because it's true. In addition to what John says, when Karl talks about the failure of the ALAC, he's measuring the ALAC against how he believes ICANN *should* treat individual participants and Internet users. Against the ideal that Karl worked very hard in the 1996-2000 time period to see realized, the ALAC falls far short.
