OARC 35 Workshop, May 6th & 7th, Registration and Call for Contributions now open

OARC 35 will be an online meeting on May 6th & 7th starting at 01:00 UTC. The Programme Committee is seeking contributions from the community. All DNS-related subjects and suggestions for discussion topics are welcome. For inspiration, we provide a non-exhaustive list of ideas: - Stories of DNS Migrations: Reasoning for DNS software migration. Tooling used to ensure a smooth and correct process. - DNS Intricacies: Chasing down problems and surprising behavior. - Garbage Traffic: Analysis on unexpected traffic seen by authoritative and recursive servers. - DITL: Day In The Life of various roles and teams in DNS. As it is an online workshop, we'd like to encourage brevity; presentations should not be longer than 20 minutes (with additional time for questions). **Workshop Milestones:** * 04 Feb 2021 - Submissions open via Indico * 18 Mar 2021 - Deadline for submission (23:59 UTC) * 25 Mar 2021 - Initial Contribution list published * 08 Apr 2021 - Full agenda published * 22 Apr 2021 - Deadline for slideset submission and Rehearsal * 06 May 2021 - OARC 35 Workshop The Registration page and details for presentation submission are published at: <https://www.dns-oarc.net/oarc35> DNS-OARC provides registration fee waivers for the workshop to support those who are part of underrepresented group at DNS-OARC. See the registration page for details. To allow the Programme Committee to make objective assessments of submissions, so as to ensure the quality of the workshop, submissions SHOULD include slides. Draft slides are acceptable on submission. Additional information for speakers of OARC 35: * your talk will be broadcast live and recorded for future reference * your presentation slides will be available for delegates and others to download and refer to, before, during and after the meeting * you will be expected to attend a rehearsal on April 22nd. It would be very useful to have your slides (even if draft) ready for this. Preparation Material for Rouge RSO WP Call #12

Dear RSSAC Caucus Members, A reminder, the next RSSAC Caucus Rogue RSO WP Call (#12) will be on Mar 23, 2021 02:00 PM UTC (10:00am EDT). In preparation for this call, the writing team got together and updated the document. The latest document is attached, and the google doc is at: https://docs.google.com/document/d/1XS2dIl_Sv1f7e4pA19QHnHEmLgRSkgEI2-zD7Tp… Major changes in this revision includes: * 2nd-to-last paragraph of the introduction where we restate that this document only applies to the behaviors of IANA-designated RSOs. We are specifically NOT discussing behaviors of non-RSO responders. * 2nd paragraph of section 3 discussing that the future governing body has the task of determining intent. * Removal of subjective example #2 "Reduction in trust" -- we cannot find a good way to express the difference in intent between what we can imagine as rogue versus a legitimate criticism of the RSS. * Removal of the recommendations -- we do not _need_ to make recommendations, and the recommendations listed (define process or complete list of rogue behaviors, develop detection techniques, develop mitigation) are already addressed in RSSAC037 * Removal of Appendix A on guiding principles, instead put a placeholder to reference an upcoming RSSAC document that focuses on the principles. The WP Chair would like to ask you to review this document and bring any feedback you have to the call. Specifically, in section 3, description of a Rogue Operator, your input on whether the title for the descriptions (in bullet points) accurately matches the description itself would be much appreciated. Translation of directive to NOGs in Russia

Hi all, The attached document came to me with a note saying that non-compliance comes with a EUR 5000 fine starting this month. CDT has shared this document widely and made the statement to the press that, "Under penalty of a fine, telecommunications networks and autonomous systems in Russia are now obliged by the state to follow a specific set of instructions for network configuration. The new requirements effectively implement Russia’s National Domain Name System (DNS), described in legislation referred to as 'Russia's Sovereign Internet Law' that was passed in 2019. Internet service providers have been asked to replace or add a "rogue" root server operator, ostensibly run by the government, in place of the 13 globally distributed DNS root servers that route most of the world’s internet traffic. This has implications for the global governance of the DNS, a core component of the internet. The change to the internet within the borders of Russia creates a 'splinternet', and makes internet shutdowns within the country easier." I'll note that while it gives operators the choice to replace or_add_ the "root," that this would lower the bar significantly for national internet shutdowns. As I noted in the Rogue RSO WP call, this comes at an auspicious time for the WP's document to have a direct application. I'll be reviewing the document with this case in mind.
