[rssac-caucus] Updates to anonymization document after Panama

Greetings. During the open RSSAC meeting in Panama last month, RSSAC asked for a couple of clarifications in the document around why we didn't propose a single anonymization mechanism. This will help readers understand the context of the document when RSSAC takes it out to the research community, the recursive resolver operators, and other authoritative resolver operators. Attached please find a PDF with changes highlighted in that Word style we've all gotten to know and love. The changes appear on pages 4 and 5, and on page 14. Please send any comments or questions to this list. Please review by July so that we can get a new complete version to RSSAC in time for them to consider during their August meeting. --Paul Hoffman

[rssac-caucus] Call for caucus input on the RSSAC Response to the KSK rollover plan

The link to the google document below is a “work in progress” to respond to the ICANN Board’s request: Whereas, the Board often requests advice from the Root Server System Advisory Committee (RSSAC) on matters that relate to the stability of the root zone, and often requests advice from the Security and Stability Advisory Committee (SSAC) on matters that relate to the security and stability of the Domain Name System (DNS) and often requests advice from the Root Zone Evolution Review Committee (RZERC) on architectural changes to the content of the DNS root zone Resolved (2018.05.13.09), that the Board requests RSSAC, SSAC and RZERC to provide the Board advices on “Updated Plan for Continuing the Root KSK Rollover” and associated plan documents, and report back to the Board by 10 August 2018 if possible. To this end, RSSAC has drafted the following response. We hope that the RSSAC Caucus can review and contribute this document to strengthen it further as necessary. We will be holding a discussion in the RSSAC meeting in an hour at 10:30 Panama time (15:30 UTC, June 28) about this document, and encourage anyone available to join the bridge and adobe connect room. Please feel free to add comments to the google document to suggest edits, comments, or missing information and conclusions. We will not be creating a separate mailing list for this discussion, so please use the main caucus mailing list if an e-mail discussion is needed. The timeline for responding to this is quite short, and there is not enough time to establish a formal caucus work party, but we are still hoping caucus members might be willing to contribute to this document. We must have the document complete by the end of July in order to submit it with enough time for the board to consider and act upon any information and advice within. Please note that the scope of our response is specifically limited to the effects of the KSK rollover on the Root Server System. [rssac-caucus] Call For Presentations - Joint CENTR-Tech / DNS-OARC Workshop, Amsterdam, NL, 13th/14th October 2018

The 29th DNS-OARC Workshop will be a joint workshop combined with CENTR-Tech and will take place at the Hotel Okura, Amsterdam, Netherlands, on October 13th and 14th 2018. The Workshop's Program Committee is now requesting proposals for presentations. All DNS-related subjects are welcome. A timeslot will also be available for lightning talks (5-10 minutes) on day two of the workshop for which submissions will be accepted on the first day of the workshop, until 4pm. The second afternoon of the workshop will start with a Members-only session which will include reports on DNS-OARC's activities. If you are an OARC member and have a sensitive topic that you wish to present during that session those can be accommodated. The Members-only session will be followed by the AGM. Hello, RSSAC Caucus. It is time to begin the selection process for the Outgoing RSSAC Liaison to the Customer Standing Committee. Please refer to the attachment for more information about the role and to this page for information about the CSC. I have also copied below the relevant sections from “RSSAC000v3: RSSAC Operational Procedures” for your reference. With this notice, a one-month application period is now open. Applicants must complete an expression of interest form and submit it to carlos.reyes(a)icann.org by 23:59 UTC on 2 July. I will provide the expression of interest form early next week. RSSAC will then consider the slate of applicants at its 10 July teleconference. As you may recall, the RSSAC appointed Lars-Johan Liman to this role in 2016. Per RSSAC000v3, Lars-Johan is eligible for re-appointment to a second two-year term. The RSSAC Co-Chairs appreciate your consideration. Best, Carlos Reyes on behalf of Tripti Sinha and Brad Verd, RSSAC Co-Chairs 1.2.6.6 Outgoing RSSAC Liaison to the Customer Standing Committee The outgoing RSSAC Liaison to the Customer Standing Committee is specified in the ICANN Bylaws. The term for the outgoing RSSAC Liaison to the Customer Standing Committee shall be two years. A person may only serve for two consecutive terms. The eligibility status for a previous liaison is reset one year after having stepped down. The RSSAC must elect the outgoing RSSAC Liaison to the Customer Standing Committee according to the outgoing RSSAC liaisons election procedure (Section 1.2.6.8) from the members of the RSSAC Caucus. The outgoing RSSAC Liaison to the Customer Standing Committee acts as a conduit between the RSSAC and the Customer Standing Committee reporting on matters that need to be coordinated or communicated between the two bodies. The role requires discretion, management skills, and considerable time commitment Please note: The length of the term in Section 1.2.6.6. currently reads as “three” years (since it was drafted during the IANA stewardship transition and before the CSC charter was finalized). The RSSAC will update this section in RSSAC000v4 to reflect “two” years and align with the CSC charter. 1.2.6.8 Outgoing RSSAC Liaisons Election Procedure One month prior to each election, qualified nominees will be accepted for the outgoing liaison position and announced on the RSSAC distribution list. During the meeting that includes election of an outgoing liaison position on its announced agenda, additional nominations will be accepted, and all nominees will indicate their intentions: to accept or to decline their nomination. In the event that only one candidate is standing for election, the RSSAC may elect the new outgoing liaison by acclamation. In the event that two or more candidates are standing for election, the presiding Co-Chair will call for a vote. Members will indicate their selection. A simple majority (half plus one) of the voting members will establish the new liaison. In the event a simple majority is not achieved due to having more than two nominees, the nominee with the least number of votes is eliminated and the voting is repeated with the reduced slate of names. The process is repeated until a nominee achieves a simple majority. In the event of a tie, a run-off election will occur with members indicating their selection. In the event of a second tie, the floor will be opened for discussion followed by a new vote with the simple majority designating the new liaison. The Co-Chairs will forward the name of the outgoing liaison-elect to the reciprocating body. If a vacancy exists in an outgoing liaison role, the RSSAC will elect a new outgoing liaison through this process.
