Many years ago, I was [along with some on this list] engaged in helping to support the International Forum on the White Paper. That process was owned by the community and was open and inclusive. Perhaps it will, at some point in the future, be appropriate for the community to self organize consultations -- open and inclusive -- on the draft proposals. I agree with these comments about how unlikely it is that any IANA even *could* take place this year, given the significant amount of work that must be done before that can happen. It might be appropriate for the community to come up with its own timeline for how this work can be expected to happen that is realistic.
