I also object to the short notice and believe we need just a little more time. It is more important to get it right than worry about rumors spreading when the meeting was open to anyone in the world to join in the first place and is publicly archived. How far can such inaccurate rumors spread given the transparency and openness of the meeting? The more important value given this situation is to take a day or so to get it right and allow for adequate opportunity for participants to review and comment on the draft. Thanks Alice. I think the statement looks good. I would ask the Co-Chairs for only one small (but meaningful) edit in the following sentence. Remove the word "perceived." I think it's now widely accepted that the backstop role is real. If that change is problematic for anyone, then add "real or" so it becomes "real or perceived backstop." Regardless, it's more than only perceived and I think that needs to be made explicit. The scope of the Enhancing ICANN Accountability process is defined as ensuring that ICANN remains accountable in the absence of its historical contractual relationship with the U.S. Government, and the perceived backstop with regard to ICANN's organization-wide accountability provided by that role. The document states that scope of our work is in seeing that ICANN "remains accountable" - but that is not really true. The reason this group was formed is because the community felt ICANN was inadequately accountable today. That is a big difference in scope. So we such just say "ICANN is accountable" because there isn't agreement that ICANN currently is accountable as the current text implies by using the word "remains" in the first sentence. I would also suggest a slight rewording of this sentence in the text under "Progress" as follows: These definitions clarify the purposes of ICANN’s accountability, which include compliance to processes and applicable laws or key principles, achieving certain levels of performance and security, and ensuring that its decisions are for the benefit of the public, not just in the interests of a particular set of stakeholders or the corporation itself. Colleagues, One of the scenarios I was considering as part of WS4 was unlike the rather heroic scenarios proposed by some contributors -- ICANN moves to an undisclosed location or gunmen menace members of some periodic review team -- suppose nothing happens? Why fail to consider a scenario of continuity and existing accountability mechanisms? There may be improvements we can recommend. I'm not agreeing with a suggestion to change the text to indicate ICANN isn't accountable, just not as accountable as some, myself included, would like.
