I will gave them a heads up about the ICANN84 session, pending Regina’s letter c. Update UA Expert group Sami: We had the 2nd meeting yesterday. Discussion on scope and charter. Scope including approaching the big techs and making UA more accessible. There were also voices raised to involved smaller players. Bring examples out of them, and bring that to the big techs. Bottom up approach, vs bottom down approach by icann. That has proven not to be successful. Further steps pending Seda: thank you for the explanation. We shared the charter online in the icann announcements. Members are also public. See the icann blog. Bart: AI has a drastic impact on content. Will change the dynamics on UA. Will that be discussed? Seda: Currently we have 4 focus areas. One is big tech, open source, gvt, academia. We do not want to go beyond this scope, due to limited time. Maybe in future Sami: give them the knowledge base to develop the technology. Create the content, using AI tool. 3. ICANN84 session - GAC UA working group to UAC session to discuss government-ccTLD roles regarding UA readiness (tentatively agreed by GAC leadership) * Invitation letter (see here: https://docs.google.com/document/d/1arxxBzrPqWHDE1_UvstlFQp0eNaJoGvyDKmtJip… Suggestions on improvements, added to google doc. Bart: by when do you need to invite? Abdalmomen: as the GAC UA-IDN WG is tomorrow, it would be good to have the letter today. Group agrees with the intent of the letter, to be shared by Regina Seda: in prep of the ICANN84 meeting, are there lists where we can share with GAC case studies, what ccTLDs have done. Share info as what ccTLDs have done. Share also with UNESCO. Short list of what we can ask from them. E.g. ccTLDs do UA events, and ask gvt to be part of the events. Bart: testimonials are one element. Your items are good elements for prep of the agenda. Do not add too many details here. People will not read. Next step is preparing the session, following the icann84 session, we could prepare a briefing paper. What you mentioned is perfect to build the session and introduce the areas for cooperation. Abdalmomen and Regina agree. Abdalmomen: ccNSO as role model. Join the WG. thanks for the input. Areas for cooperation, what encourages? Regina: what Seda described would be a good outcome of the session. Would also be good for the preparation. The idea is, at the next meeting, the small team starts thinking about how to structure the session in Dublin. Volunteers: Abdalmomen, Regina, Sami, Seda, Qing Cai Smaller group to discuss the set-up of the meeting in Dublin. Suggestion is to turn this into a real working session, and use flipcharts. See sticky notes in the whiteboard exercise Question: how can the UAC address key barriers to increase UA readiness within 5 years? This is really about actionable items. Vadim: add more entries in the library. Make sure the materials are relevant for ccTLDs. Which software do we use for our ccTLDs? Add the list in the library We all have docs for our own internal audits. This we can share Bart: how to expand the reach? Vadim: promote the library Abdalmomen: idea based on Vadim’s suggestions. FRED, COCA, other software providers attending icann meetings. Put them all at the table, make sure they are UA ready Bart: is that a role for UAC? Abdalmomen: UAC needs to increase adoption Qing Cai: have more ccTLDs join UAC and share case studies. Good to talk to others, such as GAC at ICANN84. Ai-Chin: lack of demand Khaled: likes the suggestion by Vadim Anne: not sure about the meaning of the barriers. Where to agree about the complexity and impact of each barrier? Tackle the low hanging fruits first. Jiankang: support by big tech. Maria: * i like the roadmap. Some work already done. Describe the typical cctld structure with models. How should the models be adjusted, to become UA ready? What do we want them to do? * Most of us have email addresses in idn scripts. Use them for tests * Motivate other ccTLDs to do this work. E.g. IDN marketing. * Platforms like reports and stats. Anything we can share with ccTLDs? Adjourn Draft Invitation letter I am writing to you in your capacity as chair of the GAC Universal Acceptance working party to invite the members of the GAC UA working party, and other members of the GAC who are interested to a working session to explore possible ways in which ccTLD managers and governments could cooperate to increase UA awareness in countries. In Prague the ccNSO UA Committee has introduced this topic to the broader ccTLD community, but is was felt already at the time that a joint working session in this area would be beneficial to both GAC members with an interest in UA awareness and the ccNSO UAC. At our session in Prague two ccTLDs shared their experience on how the cooperation between the government and ccTLD could break barriers to UA readiness (https://static.sched.com/hosted_files/icann83/3e/ICANN83%20Breaking%20Barri…) We suggest that their presentation could be used a s case studies to explore areas for cooperation how such cooperation could be shaped. The details for such a joint working session need to be developed in close cooperation, between us. Please let me know if the GAC UA would welcome such a session On behalf of the ccNSO UAC

Discussion report consultations b. Review workplan c. Next steps Bart speaks to the report. No comments received. Regarding the next steps: * What can UAC do, to overcome the barriers? 5-year strategy is a reasonable time horizon * Once you identified the barriers and how to address them, what do you want to do first? You do not have the resources/time etc to do all at once. Maria: agree to look first at barriers. But also use the drivers. They can both help us. Regarding the barriers, if we want to be focused on ccTLDs, note that not all ccTLds understand what it means to be UA-ready. The roadmap is more general. We can be more explicit. What parts do ccTLD registries contain, and what do they need to update, to be UIA ready. Suggest to make docs and presentations around this. Reference to the UA paper. Typical structure of ccTLDs. Go deeper in this way. We also have a barrier regarding lack of tech expertise. Bart: triggers actions for UAC in short term. I believe at the next meeting, we should have a whiteboard where you can pencil the docs in. use this doc as a starting point. List the actions to address the barriers within a short timeframe. Let’s focus on this at the next meeting. Masha: work with other groups Bart: indeed, update workplan for the next years, and in parallel work on session with GAC Abdalmomen: 6 or 7 barriers identified. Each of these barriers needs to be addressed. How can we overcome these barriers? When do we start the plan? What are the actors? What are the responsibilities of each community? Masha: we want to do sth useful for ccTLDs, right? Cctlds globally. What can ccTLDs do, to move forward? Bart: focus on UA readiness of ccTLDs. You can only influence your own UAC actions. How can you assist ccTLDs? Maria: involve other communities. To ask help, suggestions Bart: examples: invite to UNESCO, liaison with GAC, with UA Expert Group. There is a lot of space on what this group could or should do over the next couple of years. Maria: software manufacturer. Survey with them. Survey usually made by icann. Maria: do we make a new report? Workplan? Bart: version 2 Why not publish it? So you know, and the community knows, what the group intends to do Regina: would be good opportunity to reach out to peers, with an invitation to our sessions, discuss what to do next. Invite others to join the group. Limited mandate, if they do not feel comfortable to dedicate more time. Seda: i have added some action items. Cctlds interested in building capacity.
