Thanks Jonathan. I like this preample, but I'm a bit concerned with the way the listing at the end is presented, using "Projects should:". I think it'd better to introduce the list with the first sentence only: "Therefore, the CCWG considers the following to be important guidelines to applicants seeking auction proceeds funding:" Otherwise, one might (or should) think that all the listed criteria have to be fulfilled at once, which would reduce the scope to the most constraining one, i.e. "- Support ICANN's community activities and consensus-building processes" Another option would be to include this ICANN specific criteria in the first one, e.g. "- Be aligned +or in service+ of the ICANN's mission and core principles" And keep the "Projects should:" as a AND constraint. Edit: I think there's a typo: “(concept). probably should just be concept. On 2017-10-18 09:10, Jonathan Robinson wrote:

Hi all, The preample looks great for me as well and I tend to agree with Daniel on the point of deleting the word "should" which can be confusing for future applicants. I do agree with his suggested edit: "Therefore, the CCWG considers the following to be important guidelines to applicants seeking auction proceeds funding:" If Daniel (who is part of this discussion) found it limitating, then maybe someone else who was not part of our discussion can feel the same, thinking that their project has to follow ALL of those criteria in order to be considered. I am sure we will have projects which has nothing to do with "-Support ICANN's community activities and consensus-building processes" but which fits into one or all the other criteria. Dear Jonathan Thank you for this preamble. For me it is resuming very well all issues discussed during many sessions of our CCWG and is generic enough to allow concepts to evolve. I will stay with this draft as final development by now. let’s see other opinions. Kisses to all Vanda Scartezini Polo Consultores Associados Av. Hello Johnathan, Thanks for sharing this and I like that it does not try to define "open Internet" but was more focused on it as a concept in application to ICANN context. A few comments on the draft. 1. I wonder why root servers was specifically mentioned, wouldn't that already be covered in the DNS? 2. We mentioned "root servers"; literally there is logically one ICANN root but there are quite a number of other roots. I believe the intention is not to cover such non-icann root. I suggest tagging ICANN to that and perhaps also for DNS [1] as well 3. Bullet point 3 mention "...*whole* Internet community..." I think this suggests that the project must have a global scope but I wonder if that was intended? While I can live with that, I suggest removing "whole" as there might be certain projects that only have regional benefits which will be good to have. Regards 1. Unless the term DNS is an ICANN registered trademark Sent from my mobile Kindly excuse brevity and typos On Oct 18, 2017 8:10 AM, "Jonathan Robinson" <jrobinson@afilias.info> wrote:

In relation to agenda item 4, please find attached an updated version of the document which now includes a column labelled ‘draft CCWG conclusion’. This draft conclusion is based on the input that was received by COB yesterday from Daniel, Sylvia, Vanda and Erika. Note that the draft conclusion is based on the input of a relatively small number of CCWG members and participants, but you now have the ability to review the draft conclusion to see if it aligns with your perspectives. Based on the discussions with the leadership team, the idea would be to next share this with the Board and staff liaisons to the CCWG to confirm whether these conclusions align with their perspectives. Hello all (I'll most probably be late on the phone today, I have long standing medical appointment I can't miss 20min before our call starts). Regarding the draft conclusions, I agree with most of them, but I'm not sure what "directly related to the ICANN mission" really means at this point, since the document also uses "in service of", or "consistent with" as a constraint elsewhere. Is there a sense of priority or distance to ICANN implied between all those terms ? In the case of Open Internet standards, what are the criteria for being "directly related" to the mission ? For instance, would the development of a new http protocol considered in scope based on this criteria ? What about the URL specification, or HTML ? This applies to IETF as well as W3C. My preference goes for saying that Open Internet Standards, whether they are from IETF or W3C, or any other compliant Internet SDO (i.e. that follows the operating principles are interoperability, openness, decentralization, and scalability), are consistent as long as they are done in service of the ICANN mission, which is to say that their successes (as standard: pervasive deployment, adoption, interoperability achieved), will directly benefit the ICANN community (e.g. by growing IP and DNS numberp in the future, as they've done in the past). I think that this sort of criteria: will the success of the project benefit ICANN in the end, is better described by "in service of" rather than by "related to", which could end up supporting competing IP or DNS sub-systems (e.g. DOI, which is clearly "related to" ICANN, but certainly not "in service of" it).
