Ignoring unified opposition that undeniably exists is unacceptable. ICANN community and Internet users should have an impact and voice. ICANN actions are dishonest and disappointing. Hello, I am completely opposed to the Proposed Amendment 3. Only Verisign will benefit from this outrageous amendment. This will have a huge negative impact on the millions of small businesses already struggling to keep up, or the individuals with domains for personal use. ICANN is supposed to be governing this system in the interest of the public not corporations trying to make more money. This is flat out greed. Please do not implement this amendment. Thank you.

To Whom It May Concern: I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are Verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal. Matt Mosley

To whom it may concern, Amendment 3 is a terrible idea with no justification for its existence. After all, you have provided none. Nor was this deal made with any input; not from the government, not from registrars, not from computer science or economic experts, and not from domain name owners, who are most affected by this change. The internet is supposed to be a bastion of free speech; this is killed if you raise prices arbitrarily high, as this agreement allows and encourages. High pricing makes it economically infeasable for the majority of people to maintain their own website. You are supposed to monitor the market and keep competition fair, to allow prices and agreements to the benefit of everyone, not price gouge for money to be used for arbitrary purposes (We don't get to see your yearly budget, so how are you supposed to be held accountable that the $30 million Verisign is paying you is actually going to infrastructure costs?) Also, why one company in particular? Why have an agreement to give one body total pricing control over a product, and allow them to sell that same product? With this amendment, Verisign has an unfair advantage in the market, exactly the sort of situation the ICANN exists to prevent! How can something so blatantly biased be drafted and passed about such an unbiased medium? Ah, yes, the deal was made behind closed doors. Historically, closed door deals do not benefit the majority: deals made publically have the opportunity to be refined by the experts at large before they are finalized. Whether out of maliciousness or sheer incompetence, closed door deals are a bad idea. So, how about you discard this amendment, and try again? Thank you for taking your time with this message. I 100% object to the exorbitant price increases you are proposing. They *far *exceed likely inflation and decrease the democratizing influence of the internet. Boo! Hiss! Absolutely NO! The $20mm over 5 years for initiatives regarding the security and stability of the domain name system. To whom will you be accountable for these initiatives? Who will ensure that you spend this money responsibly? How can I be sure you are spending this money responsibly rather than lining your own pockets? I do not want Verisign operating as a domain name registrar. They already have enough power and control over domain names! They don't need any more. STOP this. I send this in full recognition that AGAIN, you are likely to disregard what I say -- no matter how many voices join on my side of these issues, and how few voices support what you are proposing. Even though I recognize that this is likely a *complete waste of time*, I am taking the trouble to share my perspective with you anyway. How do I know it's going to be a waste of time? Because the last time you received public comment on your initiatives, you received 3500 comments in opposition and only six in favor, and ... you carried on. SHAME.... Dear ICANN, One of the building blocks of internet businesses, my KitchenKnifeGuru.com <http://kitchenknifeguru.com/> site included, is low-cost entry and maintenance. When you put in place a plan to systematically raise the price of domain names for a sustained period of time, you undercut this low-cost entry model. And you make it harder for small businesses to compete with large corporate entities. Many of these small businesses, often designed for overlooked niches, benefit consumers more than larger corporations. Please reconsider your deal with Verisign plan to systematically raise wholesale domain prices over the next decade. Please benefit the consumer, by benefiting small businesses, and keep the price of domain names low. Thanks, Nate Ouderkirk

Please do not allow this increase. At this time, the transparency for how the VeriSign deal is not sufficient and specifics of how this amendment will help the public is unclear. Until a clear plan for how this amendment will benefit the public, its finances and spending is publicized in detail, please pause or stop this initiative. Miah Morshed Sr. Software Architect
