Hello, I am quite concerned about the news I hear about proposed changes to contract between Verisign and ICANN. The price increases and relaxing requirements on operating registrars in exchange for funding, and previous track record of ignoring public comments to policy changes by ICANN - all that makes me quite worried. This sounds like a scheme of monopolists that fear no scrutiny, because "what can you do to us?". This is true, at least in part - there isn't much I can do about it. I am therefore submitting my comment that I am totally opposed to all proposed changes. If such policies would ever be enacted, they absolutely must be preceded by opening up the monopoly of ICANN and Verisign. Regards, -- Michal Figurski

Considering these domain names are the first step introducing new business and innovations, it's important (for the sake of basic economic growth) that they are as accessible and affordable as possible. I strongly appose this rent-seeking behavior of increasing the prices of .com domain registrations. Allowing Verisign to arbitrarily increase a price of .com domains introduces a monopolistic precedent for foundational internet technologies like DNS. It should be stopped at all costs. Hello, I am disappointed to hear that you are accepting a buy-off from Verisign to the tune of $20 million, and in turn allowing them to raise prices on .com domains. It's clear that this is what is happening - you're not even trying to hide it! I sincerely hope that you do not ignore the public's comments on this issue as you have in the past. You are making serious changes to the internet and the availability for individuals and small businesses to own their place on the internet. By permitting Verisign to increase prices by 7% per year, you are causing an increase to individuals far above what we can expect our incomes to increase! ICANN, Amendment 3 only serves for the benefit of Verisign and ICANN itself and not to the benefit of .com owners. The proposed changes will make domains less accessible and the change is not acceptable. ICANN will allow Verisign to increase prices for the next 8 years. It is suspect that ICANN is allowing and proposing this change following a 20 million capital infusion from VeriSign. Hello, I find the proposed changes to your contract with Verisign extremely alarming. There is potentially some very valid reasons for price increases to domains, such as freeing up domains bought up in bulk with the propose of reselling with a markup. However, there is much to be worried about in terms of general accessibility and the specifics of these changes. In particular, there is at the very last the appearance of some major conflict of interest. Some of these concerns were demonstrated to me by my domain registrar, NameCheap: 1. Price Increases Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. 2. ICANN Will Receive an Extra $20 Million With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. 3. Verisign Can Operate as a Domain Registrar ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. 4. ICANN Ignored Previous Comments As detailed on Standing Up to ICANN to Keep Domain Prices in Check <https://www.namecheap.com/blog/ensuring-icann-keep-domain-prices-in-check/> and pricecaps.org <http://pricecaps.org/>, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data.

The only beneficiary to this amendment is clearly Verisign, at the expense of the public. The global DNS registration system is a critical piece of the the internet infrastructure and should be run primarily as a public concern. The web and global DNS were envisioned to be run for the public good. This attempt at profit chasing is obvious, will serve as a detriment to individuals and small business owners, and is in clear opposition to the founding mandate and vision. As a small business owner I use a .com domain. Allowing compounding price increases over time without justification will be a detriment. If the cost of registering TLD's needs to increase due to inflation, that is understandable. In that scenario, the increase should be tied to the inflation rate, not an arbitrary percentage. If there were competition among operators of the same TLD space, the market would regulate pricing and the Internet would be safe from wild and varied price changes. But that's not what we have. Instead, Verisign has been granted a monopoly on the .COM TLD space, and so competition cannot temper prices. With this proposal, Verisign will be able to increase pricing, unchecked, to levels that will have noteworthy impact on both small business and enterprise. It cannot be allowed. Since the 1990s, I am and have been a registrant of many .com domain names. I strongly oppose the proposed Amendment 3 to the .COM Registry Agreement. As a California nonprofit public-benefit corporation, ICANN is required to act in the public's best interests while pursuing its mission to ensure the stable and secure operation of the Internet's unique identifier system. Increasing the wholesale rate for .com domain name registrations from the current rate of $7.85 is not in the public's best interest and not necessary for ICANN to pursue its mission. The proposed amendment to allow annual price increases of 7% has no reasonable basis and is not associated with anticipated cost increases on the part of Verisign. While the current rate of $7.85 has been frozen since 2012, the costs of domain name registry operators and domain name registrars has been decreasing. If anything, the freeze should be made into a permanent rate cap and the rate should DECREASE. By all appearances, Verisign will be paying $20M USD to ICANN as a bribe to persuade ICANN to allow Verisign to significantly increase the wholesale .com rate and, thereby, significantly increase Verisign's profits. Over the years, I have served as a board member on multiple nonprofit boards. If this amendment is approved, ICANN's board of directors should be ashamed of themselves. Sadly, ICANN's relationship with Verisign and other registry operators appears to be a classic case of "regulatory capture", where the organization (or government agency) that is supposed to regulate an industry ends up being "captured" by that industry and serving the interests of the industry rather than the public interest. If ICANN and its Board of Directors truly cared about the public interest, ICANN should take a close look at its relationship with Verisign and evaluate whether Verisign is the best organization to continue serving as the .com domain name registry operator. I would be shocked if a competitive RFP process did not result in identifying another, reputable organization that would commit to providing a better level of service than Verisign at a lower .com wholesale rate. In fact, if ICANN is seeking additional capital (under the belief that ICANN needs additional funding to pursue its mission), I expect the organization identified in such an RFP process would even agree to make ongoing financial contributions to ICANN that exceed the $20M payment Verisign would be making under the proposed amendment. I am alarmed a the rate increases I am already seeing from Go Daddy and others. I have recently transferred a domain due to the price increase. I do not understand, especially with the continued growth and reach of the internet, why it is necessary to increase .com (and other) domain extensions (other than greed). I know more and more businesses are adding on domains as well as more and more countries and rural areas are coming online. How is it justifiable to increase rates at 7% per year, year after year? Again, you do not have a stagnant amount of business that you need to increase prices for. You continue to have growth by expansion organically. Leave it alone. We now have dozens of TLDs to choose from which should have increased competition and lowered prices, yet they’re all even more expensive than .com. I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Thank you, Alan K. Hi, I am the sole bread-winner of a family and a very small business owner of a handful of .COMs that barely pay for themselves. I am deeply concerned about amendment 3's long-term effects on us smaller businesses, as their seems to be no end-cap in sight, with no further regulations to protect our privacy or financial security in possibly mankind's greatest invention: the internet. In times like these, when capitalism and monopolies take large advantage over the lesser-informed/equipped population, you are seeding a deep mistrust and long-term problems that will eventually lead to collapse, as the balance of the 1% and the 99% is deeply upended. I urge you NOT to move forward with this proposal and start listening to the people you claim to be working for. These motions are commonly made behind closed doors and are strategically hidden from the public's eyes until it is too late. Since you would be nothing without the support of the public, it is time you listened to us before you jeopardize our relationship any further.

I am the registrant of dozens of domain names that I utilize for professional, philanthropic and personal reasons. I am absolutely against the proposed amendment 3 of the .COM registry agreement allowing Verisign to raise prices without justification. The internet is a free and open space. Raising the domain registry prices will only inhibit those who cannot afford to participate and dissuade those who wish to venture into this environment, perhaps trying to step out and start a business or publish research, software, data, art, literature and more. This will force people who cannot afford higher prices to rely on third party companies as a conduit and is absolutely not in alignment with the free and open spirit of America's greatest contribution to the world. There's no need for these price increases and this whole amendment feels underhanded and disingenuous, reeking of fat cat politics and establishment bullying tactics. I urge ICANN to reject this amendment for the good of all people who share this planet lest ICANN wish to transform their reputation from that of a respected regulation authority to that of a bloated establishment agency working against the will of the people. I totally oppose to the raising of .com prices. It makes absolutely no sense. If anything, I believe technology costs are decreasing. Hello, my name is Erick and I'm from México. I've noticed the changes related to the domain names price according to an agreement with verisign. One of the ICANN's mission is to help "*unify global Internet*", and *"promotes competition". *Then with these changes how can you do that? Many countries are affected by the rate change in its local currency. So with these changes american people are less affected than: - Lationamerica countries (México, Brasil, Argentina, Chile, etc.) - Russia - India - Even countries like canada, australia, china or japan are more affected than american people by these changes. To a lesser extent but more affected. So, how can you talk about "*promote competition*" and "*unify global Internet*" if these changes will affect people that will need more to obtain a domain name. The companies around the world maybe absorb the cost, but there are many people that have a domain name and have non-commercial objectives. I'm agree with an increment of the price according to inflation and another economic movements related. But not with an increase of the price every year only because the monopoly company (verisign) has decided it. I know that the argue is increase the price in order to have more security, and stability, but hey!, you can achieve that with an agree more acceptable. If verisign want to collect more money maybe one idea is to increase the domain name price of the giants in internet, like amazon, google, etc. They can pay a little bit more than small size companies, organizations and individuals like me. Hi all. I've just been reading about your rate change plan. This feels incredibly underhanded and not at all in support of your customers. It's important to me, personally, to tell you that. Please do not take the action you're planning to take. It's not on the up-and-up .. if it were, you would have announced it openly yourselves. Instead, others are drawing attention to it to give us, .com users, the opportunity to make ourselves heard. Even the fact that this is an email to you rather than a forum on the page indicates secrecy. None of this is okay. It's important that you keep in mind that, though .com domains always come to mind first, they can always be replaced. Hello, I am very disappointed that ICANN and Verisign have made the change in .COM Registry Agreeement (Amendment 3) without the support of the community. This is also damaging for non-US customers who may not benefit from the exchange rate. This is a big step in the wrong direction, is anti-competitive, and will affect millions. Shame on you. Hello Verisign and ICANN, Today, I am providing commentary for the recently proposed changes that are set forth to come for the .com domain name, and ultimately all domain names. These domain names have been a lifeblood for many freelancers and families for years. Already, many of the best domain names are being sold third to fourth party for hundreds of thousands of dollars to begin with, which already provides a hefty enough limitation for those of us starting ourselves up. In my many years of being a web developer, I always found value in the fact that I could trust my name and security to both organizations for a reasonable fee, and trust that my business would have a real shot at becoming something more than just one of the many thousands of domains like mine out there. This challenge, this overabundance of names, has been a blessing, a curse, and a necessary balance that provides an equal playing field for many people to go from nothing to something. What you have provided the world with is incredible, and your structure works! Please do not attempt to fix what is not broken. I do believe that ICANN and Verisign could do things to prevent fraudulent activity, however, I do not believe the increase in price will be something anyone can truly benefit from. I urge you to reevaluate your plans, and consider a method that can provide all parties their necessities, without eliminating the hard working lower class who want to make more of themselves. I have been designing websites, started out with free TLDs, and earned my way to just barely affording one domain, then two, and now twenty and higher, and the monetary value has the means of achieving higher, but with an increase set up, I fear you will eliminate a larger portion of who your most loyal and active customers are, as well as cutting off a string of economic value to the greater worlds society, that can eliminate the creation of jobs, the spreading of common wealth, and would drive the suffocation of creativity as we see it only just surviving today.

Diear Sirs or Madame; The proposed increase in charges for domain registry will be a burden on the millions of older citizens who regularly use a domain. Many of us try to supplement our incomes with small, ecom domains that help bring in extra income. Most of these do not generate significant income but enough to help us cover month to month expenses. Increasing the cost of domain registration would represent a burden on these people to the point that they might have to close they're domains down. Please reconsider this proposed action. Taking the words from a friend who explain exactly my position: I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market. It's simply not right to allow them to raise prices at this time. Thanks a lot.

We strongly object to the proposed amendments: 1. Proposed Price Increases - The .com TLD is a legacy TLD recognized internationally for trade and business related information, and an essential commodity for businesses trying to break into international markets. As a legacy TLD, .com domains should always be affordable to everybody across the world. 2. Verisign cannot operate as a Domain Registrar without gaining an unfair advantage over other registrars. It is of great concern that Verisign can bribe ICANN in an attempt to hijack and capture the world's foremost TLD.

I cant see any good reason to increase .com domain prices which will only result in the wealthy having more access to .coms whilst the less wealthy suffer. Hi, It is apparent that ICANN does not want to have a transparent process in its decision process and only consider the interests of its own leaders instead of the general interest of the public. This is clearly shown by the management of the .ORG as well as the newly released information regarding .COM domains. Interests from for-profit organizations are currently setting the agenda and make the decisions that will have ramifications of significant portions of the Internet. If ICANN cannot do a better job, then it should be removed and the stewardship of the Internet should be handed over to a new organization, e.g., the United Nations. Kind regards, /Magnus

I oppose the amendment to the Verisign, Inc contract. It is a bad deal for the internet, the world at large, and most of the people dwelling on earth. It is a bad deal for everyone other than Verisign, Inc and ICANN because the deal could result in substantially higher prices for .com top level domains (TLDs). The increase is far too great. Further, what essentially equates to kickbacks from Verisign to ICAAN are immoral. The contract should be opened to the free market for bidding, prior to such a large price increase. Or a scheme should be developed for multiple companies to manage .com TLDs, thereby creating competition. -Karl D

Good morning, I am writing in regards to the proposed price increase on .COM names due to the behind-closed-doors deal-making that hasn't taken into consideration the actual people who utilize these services. I am a designer with a portfolio site. I maintain and regularly update this site to make myself more attractive as a prospect for potential employers. You are effectively increasing my annual cost of infrastructure necessary for the advancement of my business and career. And for what? So you can get $20M and some mega corporation can pad their pockets some more? There is zero benefit to ME, the person who will have to assume the costs for this transaction, and 100% benefit to OTHERS who are not ME. I struggle as it is to promote my small business online without a possible 70% price rise in domain name charges, the internet should be a place for community and support it saddens me that a few elite individuals make these sneaky decisions to line their own pockets.
