I'm pleased to participate in this group. I currently am the Managing Director at fTLD Registry Services, LLC, the community-based applicant for the .bank and .insurance gTLDs. Prior to this, as many of you know, I served as the Chief gTLD Registry Liaison at ICANN for five years. Hi everyone, My name is Ching Chiao and I am the Founder & CEO of Brandma.co . We offer services to major brands / Internet companies in China for all their domain name / brand protection needs, across different registration service providers, e-commerce marketplaces, client-side / mobile software makers, etc. We also work with the majority of .brand applicants from China. I am the ex-VP of DotAsia and currently a Board Member. I represent .asia at RySG, and have been elected as its Council rep. since late 2010. Like others I believe it's time for the community-driven group to review the AGB and the program itself, while addressing the need for those who missed the previous new gtld wagon. By way of introduction... I've been involved with ICANN in different capacities since 1998: governance issues, new TLDs, now ALAC. In 2005, to support the acquisition of the .nyc TLD as a public interest resource, I started the not-for-profit Connecting.nyc Inc. Currently I serve on the Mayor's .NYC Community Advisory Board with a role in reviewing our city's plans for its TLD. Why Am I Interested In This Working Group? Section 1.2.2 of the 2012 Applicant Guidebook required city-TLD applicants to include a Letter of Non-Objection with their application: "If an applicant has applied for a gTLD string that is a geographic name (as defined in this guidebook), the applicant is required to submit documentation of support for or nonobjection to its application from the relevant governments or public authorities." Having closely followed the acquisition and development process for the .nyc TLD since 2001, I've concluded that the Non-objection standard is inadequate. I hope to convince the Working Group that the application process for city-TLDs be changed; that applications for city-TLDs include an indication of Informed Consent rather than Non-Objection. Hello everyone I am looking forward to participating in this group. Like others, I would like very much to see the next round of expanding the Internet take place in a much more efficient and timebound way. For background, I have been involved in the previous expansions of the domain name space in 2000 & 2004 (as an evaluator, as chair of an evaluation committee and as an expert witness in the first international arbitration about a registry). I was the original ICANN staff lead on the PDP that developed the policy for this round of TLDs and have since worked with a wide variety of applicants on many different applications. Could I suggest that we start to put together a "brain dump" document in three parts. a) feedback on applicant experience and improvements we would wish to see b) feedback on broader ICANN involvement including the role of the Board, objectors and other panels c) feedback on the implementation of new registries. One suggestion I would really like to see put in place is the decoupling of the certification of technical service providers from future application rounds. To encourage competition in that market sector, I would like to see an RFP process take place for TSPs to "accredit" themselves in a similar process to that which is required for registrars. This would not be difficult for the vast array of existing providers who are already performing these functions. Applicants would then have a menu of pre-certified service providers which would make the whole process much more straightforward. This simplicity would then flow through to pre-delegation testing and implementation. In any event, that is the cart before the horse and the document idea above could then be used to come up with some recommendations for the more detailed discussion.
