Reminder: Monthly GNSO WG Newcomer Open House Session These ongoing monthly sessions are for new GNSO WG participants to come together and discuss any questions they may have about GNSO Working Groups, procedures and/or processes. We know there is a lot of information to digest when you join a GNSO Working Group and these monthly meetings are an opportunity for newcomers and more experienced participants to meet in an informal setting without the pressure of "real work" that needs be done. The agenda is flexible. The presenters will be ready with a standard set of materials if people would like to discuss them. Feel free to submit questions, either in advance or at the beginning of the meeting, if there is a topic that you would like to explore in more depth . Latest proposal for Disclosure w.r.t. IP complaints

Dear WG members, Here is the latest version of the draft language that was discussed during the last (wrap up) session on Reveal. Please note that there is now a heading to the proposal using language provided by Kathy to clarify that the proposal relates only to IP complaints for which certain specific details have been provided: Suggestion (applicable only to IP complaints stated with great specificity including identity of the IP rights holder and complainant, the right(s) involved, and nature of the infringing activity): - Provider to notify customer when it receives a Disclosure request. - There should be a period (of X number of days?) for the customer to take action in response to the notification. This may take the form of a direct response to the requestor, a request to cancel its domain name registration, file with a court or other actions. - Provider [may] [shall] proceed to Disclose if customer does not take responsive action within the specified time frame (but how would provider know that customer has done so? Perhaps require that customer acknowledges receipt of the notification and its intention to take action?) - Any such Disclosure should be subject to reasonable limitations on the use of such Disclosed information. Additional suggestion: create list of illustrative examples or "build out" a use case?

Updated draft language for Relay

Dear WG members, Below is the latest version of draft proposed language for Relay, as discussed in the penultimate session of our face-to-face meeting today. As noted, this is intended to follow on to those preliminary conclusions agreed on previously (i.e. relating to electronic communications), and is at this point purely a draft for each of your SG/C/group¹s consideration and further review by the full WG at a future meeting. "A P/P service provider should notify the requestor upon becoming aware that delivery of the original form of electronic communication has failed. Notification may be by means of a technical mechanism or other means that relays notice of the delivery failure to the requestor and/or provides the requestor with alternate ways to escalate the issue. As part of the escalation process, and provided there has been a certain minimum number of delivery failures within a certain specified time frame, the provider should upon request forward a further form of notice to its customer. Dear WG members, At the close of the discussions this morning, here is a summary of (1) the ³takeaways² from the Transfer Issues discussion; and (2) the initial draft summary/recommendation on the remaining questions regarding Relay: Transfer Issues: - Generally, the WG is not opposed to a mechanism that would allow for the slowing down of domain name transfers - The WG¹s final recommendations on Reveal may impact the outcome of this issue; it was therefore agreed that the WG may need to come back to this topic and finalize its recommendations only after the Reveal discussions are complete Relay: - Draft language: "A P/P service provider should be obliged to forward a hard copy (or other alternative form of) notice upon becoming aware that the original form of electronic communication was undeliverable only when there has been a certain minimum number of "hard bounces" within a certain specified time frame; the provider should have the ability to select the most appropriate means of forwarding (including to account for issues of cost) [and to charge a reasonable fee].² We will reconvene at 1400 hrs, LA time, for the Reveal discussion and other topics on our agenda.
