Samantha Eisner: @Avri, I agree we did not discuss CEP on the IOT Farzaneh Badii: question regarding confidentiality. Ed Morris: for us to determine do we want disclosure? Should 3rd parties have access to some information? Farzaneh Badii: Issue parties present all information during mediation - confidentiality would seem sensible. Ed Morris: we will have to consider this in our work. Farzaneh Badii: CEP can also prolong the process . it has to be time limited Sm Eisner: Important to look at the purpose - its about finding out is is there an issue worthy of the IRP. Farzaneh Badii: agree with SE but the more we talk about it I feel like it is a private negotiation which I do not support especially if the issue is an issue that could affect the entire community - but I may of misunderstood. Ed Morris: Support that view - part of the confidentiality/transparency issue. Sam Eisner: EM and FB have touched on an important point of PRIVATE negotiation vs clarification of issues - it is supposed to be about clarification. Ed Morris: At the outset we may need to clearly set out the objectives of the CEP. IV. Proposed division of tasks / work plan Ed Morris: use the list to do most of the work. Farzaneh Badii: Yes. on the list makes more sense. My bandwidth is full Farzaneh Badii: can't do more meetings. unless I have them during lunch breaks! Farzaneh Badii: I'll help but I have too many pens in my hand can't have another one Samantha Eisner: I will send a redline of this section of the Bylaws for the group's convenience Farzaneh Badii: thanks Sam Ana Loup do not have a legal background - so can I work on this. Ed Morris: I can help you with the legal issues but another POV could be great. Farzaneh Badii: Yes . I can help too . we just need someone to hold the pen Samantha Eisner: Potential additional point from IOT - looking at experiences of people who did it. We could possibly do the same here? Ed Morris: great idea - how was it done in IOT? Sam Eisner: tried to bring people in group - Jones Day recommended some practitioners that were involved. ICANN has listed for the last year all ongoing CEPs - so I could get a compilation of the parties involved as a starting point. Ed Morris: Great idea? No objections. I will liaise with IRP IOT. AL will look at the Bylaws, FB will look at the procedural. SE will get us the list. Adjourned. Action Items: Samantha Eisner to distribute to the group a redline of the relevant sections of the Bylaws as well as a list of parties involved in CEPs. Ed Morris to liaise with Becky Burr and David McAuley in Hyderabad wrt links between CEP sub-group and IRP-IOT.

Reviewing the CEP - Agenda for our Meeting of 26 October

Hello everybody, I look forward to meeting all of you at the first Reviewing the CEP subgroup call tomorrow, Wednesday 26 October, at 13:00. Invitations were sent to all Participants last week. Please let staff know (mssi-secretariat(a)icann.org) if you did not receive one. Please note that only Participants, not Observers, are permitted to actively participate in WS2 meetings and discussions. If you are an Observer and would like to be a bit more involved please consider joining our group as an active participant. We’re a small group and any and all help will be gratefully appreciated! Just let staff know if you’d like to switch status (mssi-secretariat(a)icann.org) and it will be done. The purpose of our initial meeting tomorrow will be three fold: 1. To introduce the basics of the Cooperative Engagement Process (CEP) to all group members. This may be a bit elementary to those who have participated in a CEP but with the wide diversity of knowledge we have in this group I thought it was important that everyone start with some common base of knowledge. 2. To gauge members interests and views on the various macro issues we’ll be dealing with in this group. 3. To jointly create a work plan going forward. I propose the following agenda for our first meeting: I. Introduction, Attendance, Regrets and Statements of Interest II. CEP: The Basics III. Discuss: Areas and Topics of Interest IV. Proposed division of tasks / work plan V. AOB I look forward to finally getting started with this. As the gateway to the IRP the CEP is extremely important to the success of the Accountability project. Working together, I’m sure we’re going to do a great job! CEP MEETING 1 - AGENDA CALL

Hello everybody, First, my apology for having to cancel the CEP meeting we had scheduled last week. I came down with the flu and lost my voice. One of the perils of being, at least so far, the sole rapporteur of the group. No voice, no call! The call is now scheduled for this Wednesday October 26th at 13:00 UTC. I hope as many of you as possible can attend. We’re a small group with what I hope will be an interesting task. I’m anxious to get started and I hope you are too! Towards that end, please consider this a call for agenda items for our initial meeting. Obviously the Meeting will include an introduction to our task, an overview of the CEP, and an establishment of our work plan. Ideas you may have, things you would like to talk about, directions you may want us to go in are all welcome. Feel free to respond to the list or to contact me off list. Reviewing the CEP

Hello everybody, Welcome to the kickoff of the Reviewing CEP WS2 subgroup of CCWG-Accountability. Thank you so much for volunteering to help in this effort. This is a specialized topic, we have a small group, and I hope that combination will allow us to focus laser like on the issues before us and rapidly make progress and allow us to achieve our goals. We are starting later than the other eight groups for reasons both of design and circumstance. I did not want to begin our efforts prior to receiving a staff paper. Although completed at an earlier date, that paper was not published to our wiki page until 19 September. I also wanted the IRP Implementation Team to be well under way before we began. The CEP is intimately intertwined with the IRP and knowing the initial concepts of the shapes and rule structures of the IRP will be helpful for us. As we begin let me confirm what should be obvious but sometimes is not: my role. As rapporteur I’m your voice. My goal is to create an environment and structure in which the views of this group are recognized and realized and then conveyed to the wider plenary. I’m not perfect: if I make a mistake let me know. I’ll do my best to satisfy any and all concerns. One additional construct: time, yours and mine. I will do my very best to streamline matters and processes so we are able to maximize our output with a minimum impact on your schedule. It is my hope we will be able to do as much work as possible in an asynchronous fashion on the list and, to the extent that we have the person power, to use small groups in an effective manner to develop our ideas. We do have a Wiki page. It is located here: https://community.icann.org/pages/viewpage.action?pageId=59643292 . Please be so kind to check and ensure that your name is on our roster and in the appropriate category (active participant or observer). If an error has been made or you’d like to switch status please let staff know as soon as possible. Statements of Interest (SOI) are required for CCWG participation. If you don’t yet have a SOI please create one prior to our first meeting. The Reviewing the CEP staff paper is available on our Wiki. For your convenience a PDF version of the staff paper is attached to this message. Attached also please find a document where I’ve pulled language from both the old Bylaws and the new Bylaws concerning the Cooperative Engagement Process (CEP). There are changes that should be noted. In addition, a copy of current CEP processes is included. Our remit is rather broad. We are able if we wish to recommend changes to Bylaws provisions relating to the CEP, per section 27.1 of said Bylaws, under the special terms applicable to work stream 2 matters. We certainly do need to develop the “CEP Rules” per new Bylaws §4.3(e)(i). Basically, if it involves the CEP we can consider it. Anything you can come up with, we can look at it! I’m excited to get us going and to the prospect of working with all of you in a professional, respectful environment. Towards that end I could use your help with the following matters as soon as you are able to give them your time and consideration: 1. Please complete a Doodle poll so we can schedule our first few meetings. The poll can be found here: http://doodle.com/poll/r2zx2r7q7v745h7c I will keep the poll open until 23:59 UTC this Wednesday 5 October. Once we have this input I’ll work with staff to schedule our first few meetings. I hope to get the meeting data to you no later than Thursday. 2. We have volunteers who bring a variety of experiences to the table. Some of you have been through multiple CEP’s; some of you have never been involved with one. Please read the attached documents and try to bring some basic knowledge about the CEP and our groups tasks to our first meeting. In addition, I will do my best to put together an introduction to the CEP and our remit for that meeting. I’d like to get everyone on as equal footing as possible from the start. 3. Please think about the scope of this group: what aspects of the CEP do you want us to look at, what approaches will you be proposing, what data do we need to be able to make informed choices? These are the types of things we need to try to begin to look at from the outset. 4. Finally, what would you like to have on the agenda at our first meeting? I’ll ask for specific responses to this question once we have a time and date set, but it might be a good idea to start thinking about this now.
