Closing the WSIS+20 Outreach Network

Dear WSIS+20 Outreach Network, Building on the success of the WSIS+20 Outreach Network, ICANN recently launched the Internet Governance Network. The Internet Governance Network is a space for members of the global Internet community to exchange information, resources, and perspectives on Internet governance issues connected to ICANN's remit. This includes developments in the United Nations intergovernmental and multilateral processes and related activities that ICANN is engaged in or monitoring. Similar to the WSIS+20 Outreach Network, the Internet Governance Network supports communication and collaboration among mailing list subscribers who wish to: * Discuss issues related to the multistakeholder model of Internet governance that pertain to ICANN's mission. * Share information on initiatives that support an open, secure, and interoperable Internet. To keep discussions focused, the network is organized around specific global processes and milestones. Once a given process concludes, the mailing list will be closed, and a new one may be created as needed for future milestones. As a result, this mailing list will be closed on 24 April 2026; the archives will remain public and available. Dear All, Please find attached below the intervention of ICANN’s President and CEO Kurtis Lindqvist at the High Level WIS+20 Meeting of the United Nations General Assembly, delivered on 17 December 2025. Best regards, Alexey Speech Content: Madam President of the General Assembly, Excellencies, distinguished delegates, colleagues, and guests. It is my honor to speak on behalf of the Internet Corporation for Assigned Names and Numbers, during this important and historic WSIS review. ICANN expresses its deep appreciation to the President of the General Assembly; the Co-facilitators and the Permanent Representatives of Albania and Kenya, Ambassador Janina and Ambassador Lokaale; their dedicated staff; UNDESA; and all UN agencies and stakeholders who contributed to a transparent, inclusive, and collaborative process. The addition of the Sounding Board meaningfully strengthened engagement across the community. We all know the long road that has brought us to this moment, so I will focus on why this work matters now. The Internet remains one of the most powerful engines for human progress. Today, more than 6 billion people are online, and entire communities and economies have grown in ways once unimaginable. At the same time, an estimated 2.2 billion people remain offline, and many more who are online still lack meaningful connectivity. Ensuring secure, stable, and reliable access for them is one of the defining development challenges of our time. The multistakeholder model of Internet governance is essential to meeting that challenge. The Internet’s growth and resilience rely on the shared responsibility of academia, civil society, governments, international organizations, the private sector, and the technical community. This cooperative model works. It is why the Internet remains unified, global, and resilient. Sustaining and strengthening this bottom-up, collaborative approach is critical to the future of global digital cooperation. The Internet Governance Forum is a cornerstone of that cooperation. The IGF is the world’s most inclusive space for digital dialogue, bringing every stakeholder to the table on equal terms. A permanent, well-resourced IGF is not a procedural matter. It is foundational to effective global cooperation and to ensuring that the Internet continues to serve all people, in all regions. ICANN supports this vision through its work on Universal Acceptance readiness and adoption and the coordination of Internationalized Domain Names, which expands access in several languages and scripts, and through capacity-building initiatives such as the Coalition for Digital Africa. Through the Governmental Advisory Committee of ICANN, member states bring essential governmental expertise into the multistakeholder model. ICANN also cooperates closely with the specialized UN agencies ITU, UNESCO and WIPO in delivering our mission. This collaboration reinforces trust in the Domain Name System and supports the stability of the Internet’s unique identifier systems. The Internet - anchored in this multi-stakeholder model - has delivered extraordinary benefits across the world. Continuing that progress requires sustained commitment to this collaborative model of governance. ICANN strongly supports the WSIS+20 Outcome Document and stands ready to deepen its collaboration with all stakeholders as we work to ensure that the Internet remains secure, stable, and truly global. ICANN welcomes Revision 2 as a clearer and more balanced basis for the final WSIS+20 outcome document and appreciates the considerable work that has gone into this updated version. Consistent with its earlier comments on Internet Governance, ICANN supports the continued affirmation of the value and principles of multistakeholder cooperation. This commitment is reflected throughout the text, alongside the reaffirmation of an Internet that remains “open, global, interoperable, stable and secure”. ICANN also appreciates that the distinct role of the technical community continues to be clearly recognized in this version. Protecting the technical underpinning of the Internet is essential to its continued stable and secure operation. In this regard, ICANN supports the addition of the reference to a “predictable and transparent enabling environment that encompasses policy, legal and regulatory frameworks” in paragraph 48. In paragraph 91, the term “fragmentation of the Internet” is not as precise as “fragmentation of the Internet architecture,” which appeared in the Zero Draft. As this is a small editorial change, we hope the more precise term may be used in the final document. ICANN supports the reaffirmation of the need to promote international cooperation to identify, address, and prevent the risk of fragmentation of the Internet. We respectfully suggest adjusting the order of the verbs to “identify, address and prevent,” which is clearer and more aligned with common usage. Regarding the Internet Governance Forum (IGF), ICANN supports the recognition of the work of the IGF’s Multistakeholder Advisory Group and the IGF Leadership Panel in paragraph 98. UN DESA has played an important role in supporting the IGF, and the IGF Secretariat would benefit from the “appropriate staffing and resources” referenced in paragraph 100. ICANN also welcomes the call for the Secretary-General to submit a proposal to the 80th General Assembly Session on diversified funding for a strengthened IGF Secretariat, as reflected in paragraph 103. ICANN appreciates the establishment of the IMSB as part of this process and recognizes the tireless effort of the IMSB in supporting the WSIS+20 co-facilitators through proactive engagement across Internet stakeholder groups. Stakeholder consultations at ICANN84 and next steps

Dear Colleagues, those of you attending ICANN84 will have been aware of the stakeholder consultations that His Excellency Ambassador Ekitela Lokaale (Kenya) held throughout the week, both in open, large assemblies and in small groups. Ambassador Lokaale is one of the two Co-Facilitators of the WSIS+20 review process, the other being Her Excellency Suela Janina (Albania), who was not present in Dublin. I was very pleased with the extent to which Ambassador Lokaale was open to full dialogue and to listening to all parts of ICANN's community. It was also very interesting to obtain some feedback as to what topics to be included in the Paper will have a chance to remain there and what topics are already flagged as receiving significant opposition by some member States. Of course, the next big steps will be the virtual stakeholder consultations to be held on 14 November. Instructions on how to participate are given on: https://publicadministration.desa.un.org/wsis20 and https://publicadministration.desa.un.org/wsis20/rev1consultation But then, the final meeting in the process will be that of the UN High Level Event on 16 and 17 December 2025: https://publicadministration.desa.un.org/wsis20/GA%20High-Level-Meeting And this is where one particularly concerning bit of information troubled me: that there might be some "issue trading" at this high level, with issues that are not related in any way with the WSIS+20 process, traded for geopolitical reasons. And therefore, I heard that we, in our communities, should make sure that our countries' respective Ambassadors and Delegations at the UNGA be fully briefed about the importance of the WSIS+20 process, of our multistakeholder values, of the importance of the WSIS principles to the Internet and its repercussions beyond the Internet. Hi everyone, Please find the Internet Society's intervention during the WSIS+20 Virtual Stakeholder Consultation on Rev1 earlier today. * On behalf of the Internet Society, I would like to begin by thanking you, DESA and the co-facilitators, for keeping the WSIS process as open and transparent as possible, and for welcoming stakeholders views on t views on the first revision of the zero draft. The Internet Society is committed to bridging the digital divide by supporting connectivity and sustainable infrastructure, and to ensuring the Internet remains an open, secure and trusted global resource for everyone. On this occasion, noting time is running short, we would like to offer some general remarks and recommendations to keep the text crisp, concise and action focused. The Internet is empowering more people, more services, and more development opportunities than ever. Which is precisely why the WSIS+20 review outcome document should reinforce what keeps it open, globally connected, secure, and trustworthy. Firstly, we would like to note that the section entitled “Enabling environment for digital development”, should explicitly include elements that help achieve an enabling environment. Paragraph 48 should include measures such as “proportionate taxation and licensing fees, access to finance, facilitation of public-private partnerships, multistakeholder cooperation, national and regional broadband strategies, efficient allocation of radio frequency spectrum, infrastructure sharing models, community-based approaches, and public access facilities.” Secondly, in paragraph 53, we note the reference to “critical Internet infrastructure”, which has no agreed definition, and would like to call for it’s deletion, as the paragraph already importantly recognizes the efforts to protect infrastructure. Additionally, we welcome the substantive changes introduced to the “Internet Governance” section. Including the permanent mandate of the Internet Governance Forum (IGF) and the recognition of the NETmundial+10 guidelines for multistakeholder collaboration and consensus building. As well as paragraph 120 which provides recommendations on how to strengthen coherence between the WSIS vision and GDC commitments. However, paragraph 101, which invites the Secretary-General to make proposals concerning future funding of the IGF , needs to be done in consultation with existing IGF funders and stakeholders to ensure stable, predictable, and sustainable financial support of the Forum. Regarding paragraph 119, we recommend retaining the call for multistakeholder advice to UNGIS to ensure more effective collaboration, information exchange, and to avoid duplication. As we noted in the previous consultation, the Internet Society will keep working with our global community of chapters, individual and organization members to translate these priorities into additional concrete recommendations as the process reaches its final stages. Our aim is the same as yours: a WSIS+20 outcome that people can rally around, that strengthens multistakeholder collaboration, and that keeps the Internet open, globally connected, secure and trustworthy for everyone. Dear All, Please find below ICANN’s intervention on 14 November 2024 at the WSIS+20 Consultations with Stakeholders and Member States. Alexey WSIS+20 Consultations with Stakeholders and Member States New York, United Nations 14 November 2025 Chair, excellencies, and esteemed colleagues. ICANN considers Revision 1 a well-crafted text that continues to provide a basis for the final draft. On Internet governance: ICANN strongly supports the continued affirmation of the value and principles of multistakeholder cooperation as reflected in paragraphs 3, 87, and 88. We also strongly support the need for an Internet that is “open, global, interoperable, stable and secure” as reflected in some paragraphs in the text, including in paragraph 89. ICANN is pleased to see the continued recognition of the unique role of the technical community as a distinct member of the stakeholder community. While ICANN shares the reaffirmation of the need to promote international cooperation to prevent, identify, and address the risk of fragmentation of the Internet, we suggest reverting to the term “fragmentation of the Internet architecture” as protecting the architecture is particularly fundamental to the Internet’s continued smooth operation. Regarding the Internet Governance Forum (IGF), ICANN is encouraged to see Rev. 1’s continuation of support to the IGF’s permanence, enhancement, and future funding. ICANN also welcomes the emphasis on linguistic diversity, including how initiatives like Internationalized Domain Names and Universal Acceptance contribute to making the Internet and digital services become fully accessible to all. We appreciate Rev. 1’s text that seeks to provide further detail on how the Global Digital Compact (GDC) and WSIS integration could be operationalized (for example, in paragraphs 111, 120, and 121), and the future work on future financial mechanisms for digital development in paragraph 64. We caution on the introduction of new terms into WSIS, such as “critical Internet infrastructure” in paragraph 53, especially if it could affect ongoing discussions at other U.N. processes. We are grateful to the WSIS+20 co-facilitators for their tireless efforts to proactively engage with the various Internet stakeholder groups and remaining open to the view of the technical community. ICANN and our community thank Ambassador Lokaale, Ambassador Janina, and the U.N. Department of Economic and Social Affairs team at the ICANN84 meeting in Dublin last month. Israel, Thank you for this comprehensive comparison between the Zero Draft and Rev 1. Also, in preparations towards the WSIS+20 review Open Door Session 1 and 2 on 12 November please find attached our initial take on the text of the Rev. 1: Removed text in para 87: We reaffirm the principle agreed in the Geneva Declaration of Principles that the management of the Internet encompasses both technical and public policy issues and should involve all stakeholders and relevant intergovernmental and international organizations, within their respective roles and responsibilities, as set out in paragraph 35 of the Tunis Agenda. We reaffirm that effective Internet governance must preserve the open, free, global, interoperable, reliable and secure nature of the Internet, and reject models of state-controlled or fragmented Internet architectures. Comment: Removing the first sentence is not a problem, as Geneva Declaration of Principles are reconfirmed in the introduction, but the removal of the last few words from the last sentence is not a good development; I guess they decided to remove text that was controversial for some of the UN Member States. We might see if the fragmentation of the Internet architectures could be introduced in new para 89 (see below). Changed text in para 88 From: We recognise the need to promote greater participation and engagement in Internet governance discussions of Governments, the private sector, civil society, international organizations, the technical and academic communities and all other relevant stakeholders from all countries. Comment: mostly editorial changes, but opens the possibility to ask them to change “fragmentation of the Internet” to “fragmentation of the Internet architectures” and maybe the sentence “To fully benefit all, it must be open, global, interoperable, stable and secure” to “To fully benefit all, it’s technical functioning must be open, global, interoperable, stable and secure”. New para 93: We take note of the NETmundial+10 guidelines for multistakeholder collaboration and consensus-building, endorsed in April 2024, as a contribution to strengthening Internet governance through inclusive participation, balanced representation and openness. Comment: it’s good NETmundial+10 is mentioned, seems like Brazil’s contribution. New text for the IGF in para 100: The Internet Governance Forum should continue to serve as an inclusive platform for dialogue among all stakeholders, while further strengthening the engagement of governments and other stakeholders from developing countries in discussions on Internet governance and emerging technologies. Comments: seems like a good addition, as asking for increased engagement of governments and other stakeholders, in particularly from the developing countries. There is no change in the decision to make the IGF a permanent forum. Comment: that’s good. The disappointing points are: • IMSB is not mentioned (they did a lot of work); • para 73 deleted reference to "refraining from undue restrictions, such as Internet shutdowns, arbitrary and unlawful surveillance or online censorship" that could be found in para 88 and 89 from the Zero Draft; and • recognition of "the management of the Internet as a global facility includes multilateral, transparent, democratic, and multi-stakeholder processes" to describe Internet governance in para 87 was also deleted (it was previously in para 104 of the Zero Draft). Attention should also be paid to the following points: 1. enhanced cooperation pp. 90 and 91 are in the Section on Internet governance. In the WSIS+10 outcome document<https://publicadministration.un.org/wsis10/Portals/5/N1543842_1.pdf> the enhanced cooperation was moved to a separate subsection 4.1 This signified its separation from “4. IG Section”. Some member states with the codified, civil law system (Russia, China, most of South America, Africa, Europe, etc.) may also view this as a significant development. 2. On Building confidence and security in the use of ICTs Section please note that member states are introducing a term: “critical Internet infrastructure”, – that is new to the WSIS terminology. Tunis Agenda mentions "Critical Internet Resources", WSIS+10 does not mention this at all. Inclusion of this terminology into the confidence and security section could influence how the states may view the discussions in the UN 1st Committee on the new ICT Convention. Ms. Suela Janina, Permanent Representative of Albania, H.E. Mr. Ekitela Lokaale, Permanent Representative of the Republic of Kenya, Distinguished Delegates, Ladies and Gentlemen, It is an honour to deliver this statement on behalf of the Bangladesh NGOs Network for Radio and Communication (BNNRC), the Bangladesh Internet Governance Forum (BIGF), and the Pact for the Future – Bangladesh CSOs Initiative. Together, we have been steadfast advocates for advancing the implementation of the WSIS Action Lines (C1–C11) and the Internet Governance agenda in Bangladesh. Your Excellencies, The current version of the Zero Draft on WSIS+20 demonstrates significant progress in reflecting diverse inputs and addressing concerns raised during earlier consultations. We appreciate this advancement and underscore the importance of retaining the core language in the Outcome Document, which embodies the spirit and commitments of the WSIS process. We would like to recognise that the International Telecommunication Union (ITU) has played a key role in the World Summit on the Information Society (WSIS) process and the establishment of the WSIS Prizes, which honor global efforts toward an inclusive Information Society. Proposed by Tunisia at the ITU Plenipotentiary Conference in 1998, WSIS became a two-phase UN summit in Geneva (2003) and Tunis (2005), marking important milestones in digital cooperation with action lines C1-C11. The Bangladesh NGOs Network for Radio and Communication (BNNRC) has actively contributed to WSIS and is honoured to be recognised as a WSIS Prize Winner in 2016 and a WSIS Champion in 2017, 2020, 2021, 2022, 2023, and 2025 for our work in media development, digital transformation, and information integrity. We fully align with and support the submissions presented by the Global Forum for Media Development (GFMD), the Global Digital Rights Coalition for WSIS, and the Global Digital Justice Forum. These collective contributions strengthen our shared vision for an inclusive, rights-based, and people-centred information society. Your Excellencies, While commendable progress has been made, the overarching objectives of the WSIS mandate—as articulated in the Geneva Plan of Action and the Tunis Agenda for the Information Society—remain unfinished. We therefore call for a further strengthened and continuous WSIS process, one that serves as a dynamic platform for dialogue on both long-standing and emerging digital issues, and that facilitates: * Localisation of WSIS implementation at the national level; * Annual monitoring, review, and coordination in collaboration with UN Resident Coordinators; and * Meaningful engagement of all stakeholders to address country-specific needs and priorities. WSIS+20 feedback submission from APAC Private Sector

Dear all, In our personal capacity, we have organised a series of face-to-face meetings with seven large enterprises in the Asia-Pacific region, together with an Informal Multistakeholder Sounding Board (IMSB) member to listen in. These organisations were selected given their strong relevance to the Internet and the fact that their internal policies have significant implications for the wider landscape of Internet governance. The meetings were convened specifically to introduce the WSIS+20 Review process and to gather initial perspectives from the private sector. It is noteworthy that none of these enterprises were previously familiar with the critical nature of WSIS or Internet governance. Nevertheless, the discussions yielded candid and valuable feedback. Based on these conversations, we have prepared a commentary to inform the WSIS+20 review process. We would like to send this document for your reference as well. Seeking endorsement by 13 Oct (midday): Statement on strengthening stakeholder engagement in the WSIS+20 intergovernmental phase

Dear all, As many of you will know, the cross-stakeholder community has previously come together to publish a Five Point Plan <https://www.gp-digital.org/five-point-plan-for-an-inclusive-wsis20-review/> and Eight Practical Recommendations <https://www.gp-digital.org/wsis20-five-point-plan-follow-up-eight-practical…>, recommending clear actions to ensure a meaningfully inclusive WSIS+20 review process, and we appreciate the steps taken during the preparatory process to implement many of the recommendations. However, as we approach intergovernmental negotiations, the process risks becoming increasingly closed to non-governmental stakeholders, exacerbated by the increased difficulty for many to travel to the US, further limiting the opportunities for engagement. Therefore, in line with the recommendations in the Five-Point Plan for an Inclusive WSIS+20 Review <https://www.gp-digital.org/five-point-plan-for-an-inclusive-wsis20-review/> and its Eight Practical Recommendations <https://www.gp-digital.org/wsis20-five-point-plan-follow-up-eight-practical…>, we have worked with colleagues to develop a new statement, recommending ten actions to advance meaningful stakeholder engagement in the intergovernmental phase. Dear all, I’m happy to share with you our submission for the WSIS+20 Zero Draft (attached as a PDF). As discussed previously, we see this document as a good starting point for the negotiations. However, we identified several key areas where the document should be strengthened to ensure the review outcome furthers an open, globally connected, secure, and trustworthy Internet. Some of the key areas for improvement we have highlighted include the IGF sustainability, an enabling environment (policies and measures in favor of innovation and connectivity, such as infrastructure sharing, community-centered connectivity, and efficient spectrum allocation), and the recognition of milestones in the evolution of multistakeholder Internet governance, such as the NETmundial principles and the NETmundial+10 recommendations. In the coming weeks, we’ll continue refining our recommendations with our community and partners. Dear All, I am pleased to share the Informal Multistakeholder Sounding Board (IMSB) Reflections on the WSIS+20 Zero Draft. As mentioned in our submission and in our recent blog post, the IMSB will continue to contribute to a transparent, inclusive, and responsive WSIS+20 review process and to serve as a conduit to gather consolidated feedback from civil society, technical communities, academia, the private sector, youth, and other relevant non-governmental actors. The IMSB has joined a number of community-led consultations, and moving forward will seek to join as many as possible, to listen and understand perspectives from a range of stakeholders. An ongoing list of consultations can be found in Annex A of our submission. If there are others not on the list, please do reach out to the IMSB to advise, and IMSB members will endeavor to join. Passing of Peter Major

Colleagues, friends, I hope you are well. I'm very sorry to tell you that Peter Major has sadly passed away this past Friday. It is hard to think of any one person who has had more impact on the political governance of the WSIS process than Peter. He personally helmed negotiation of every wsis progress resolution through CSTD, chaired CSTD multiple times, and was a tireless champion of the value of stakeholder-based Internet policy development. I do not believe the multistakeholder working groups on enhanced cooperation or the present one on data governance, of which I'm a member, would have happened without Peter pushing for the format - which is unique in the multilateral system. More importantly he was a thoroughly decent human being who always had a smile or a joke to smooth over the difficulties of negotiations, always had time to talk to those with different views, and always sought outcomes which would benefit real people's lives. Personally I've lost a friend, many of you have too. The notion of a people centric Internet has lost one of it's great champions. Below a message from his daughter, Vera Dear Colleagues, It is with a heavy heart that I announce the passing of my father, Péter Major. He died this past Friday, September 12, after a very short battle with cancer. He leaves behind his wife of 44 years, two loving daughters, and four grandchildren. [...] We are planning a private funeral, and in lieu of flowers we would be grateful for donations to the Recherche Suisse contre le cancer (IBAN: CH67 0900 0000 3000 3090 1), marked ‘P. Major’. I will put together a memorial book to celebrate his contributions and his memory.
