Observations concerning the ATRT Process

All, Attached is a draft of observations from the ATRT2 concerning the ATRT process. ATRT1 included an Appendix with its own observations and this may be a useful tool for communicating with ATRT2 about our learnings. I offer it for discussion purposes and am interested in feedback/edits. Also attached is a document from Ray Plzak, ICANN Board member who is Chair of the Structural Improvements Committtee (SIC). The SIC is looking at ways to improve the "organizational reviews" (not the AoC Reviews). The attachment reflects approaches the SIC is considering to improve the organizational reviews. With an understanding that the two reviews are different in their respective bases and in how they are conduct, this tools could be useful in considering how to introduce efficiencies for future ATRT reviews. I would be interested in reactions or feedback on that document as well. Best, Brian

Draft Report

Larisa, Charla and Alice, Attached is the Draft Report with some edits and corrections. Please note that I changed the numbering of the paragraphs in the body of the Report and in the Table of Contents for the Assessment of ATRT1 Recommendation Implementation subject matter only. I did not renumber the paragraphs pertaining to "new" Recommendations from ATRT2. There are 8 "new" Recommendations (numbered 11-18 in the Executive Summary). It was not clear to me how the enumerated 8 corresponded to the text in the Report from a numbering perspective. I am sorry but if you can help finish that task (and at this point I trust your judgment on the numbering of the document over mine). Please call me if you have any questions. I have a meeting with the PIR Board tomorrow but should be free after 5:30p.m. EDT. Best, Brian

Draft Report

Avri, I have captured a number of the edits that were submitted near the deadline. There is one phrase that Alan and I do not understand. I have put it in bold an italics: "The ATRT2 is also considering a recommendation for establishing a sustainable model for relying on volunteers across all Supporting Organizations and Advisory Committees to continue performing functions normally done by paid professionals." Neither of us are certain what that means or if that would be clearly interpreted by the Community. I have edited the sentence to end after "Advisory Committees." If you can clarify I am open to inserting new language. Otherwise, we will have to insert more clear language in the next version. Best, Brian

Final draft Report

Larisa, Charla and Alice, Attached is the final draft version of the Report for publication. Please note: the numbering system in the document needs to be adjusted. My apologies but that was the last piece that I could not get to. Would you kindly be able to correct the numbering as it corresponds to the Table of Contents and the text in the body of the Report. Also, would you kindly copy into Appendix A the ICC Report and into Appendix B, Michael and Alan's WHOIS RT report. Once those pieces are copied in, the Report should be complete. Otherwise, should you see any glaring drafting errors or omissions in the Report (not substantive/analytical), please contact me to discuss. Thank you very much. Best, Brian

Draft Report

All, The Draft Report is with ICANN Staff and the translation of the Executive Summary has begun. For those of you who sent suggested edits right near the end of the deadline (Michael, Olivier, Alan and Carlos), I apologize for not reflecting your suggested edits into the document before sending it to ICANN Staff. It was important to get the document to Staff to begin translation or our timeline for Public Comment would slip. I am checking to see if I can reflect those edits into the draft now, while translation is in process, and will do so if possible. If not, your edits will be retained for incorporation into the Final Report. On the whole, the Draft is a reasonably good document for Public Comment and given the amount of content that came in toward the end of the process, best efforts were made and the editors could not allow "perfect" to become the enemy of "good." I want to give credit and thanks to Paul Diaz who labored for many hours as an editor on the draft. He was careful to try to retain the substance of each author's templates, analysis and assessments while creating a document that had consistency in tone and structure. But for his efforts this draft would not be in Staff's hands at this point in time. Also, we thank ICC and Mark, in particular, for working to provide the Independent Expert Report under significant time pressure so that it could be a part of the ATRT2 Draft Report and allow the Community to comment on their work in the Public Comment process. And, thanks to all Review Team members for the effort on the Draft Report. The Chair and Vice Chairs will have a coordination call next week to map out the ATRT2's work for the next 2.5 months moving into a Public Comment period, face-to-face meetings in Buenos Aeres and preparation of the Final Report and Recommendations. We will send un update to the full Review Team after our call. Best, Brian
