Dear All, Hereby attached the updated version of the open internet definition / description which incorporates the comments and suggestions that were submitted since the last version. Hello Marika, all Reading this document, I think I agree with Erika that we should consider giving our collective view of what we, the CCWG, think constitutes the Open Internet, and put it in a preamble to a section introducing a more detailed and ICANN mission specific set of things that adhere to the principles introduced in the preamble. The document as it stands contains both kind of definition/description so it's difficult to agree with it as a whole, i.e. to summarize it in one piece. I also think ISOC paper on exactly this topic, https://www.internetsociety.org/doc/open-internet-what-it-and-how-avoid-mist... provides the right axis for defining our principles: technology, economy, politics, society. One thing this paper also does is recognizing that what the technology "can" do is different from what the user "may" do. Just asking a question: why is this group undertaking a definition of the Open Internet? :-) This seems like a strange endeavor. Let's just stick with the mission statement of ICANN. And assume that as it is in the parable of the blind men and the elephant, that the open Internet is somewhat in the eye of the beholder. BUT, it is not up to ICANN to redefine it, or define it. As to what could be funded by the Auction Funds: I am probably more liberal on what falls under the ICANN mission -- e.g. advancing SSR, capacity building for enhancing the ability of participants form developing country participants to participate in an informed manner in ICANN and related activities; enhancing travel and participation form developing countries, etc. Bringing informed participants into the related IG initiatives that are threats to the continued stability of ICANN or support the stability of ICANN, such as the IGF and the national IGFs. I stop at building at funding infrastructure in terms of funding an under sea cables etc. but not at training on how to create an IXP. Training seems to me to be a good and within scope, as it advances how countries may increase connectivity to the Internet and then also use the DNS. Paying for physical infrastructure seems totally out of scope. Marilyn, all, As part of the deliberations on the objective for auction proceeds allocation, the CCWG is currently considering the following draft which includes a reference to Open Internet. As such, there is a need for a definition and/or description so that there is a common understanding of what is meant with that term. Current draft: Specific objectives of new gTLD Auction Proceeds fund allocation are: · Benefit the development, distribution and evolution of the Internet's unique identifier systems; · Benefit structures or projects that directly support the Internet's unique identifier systems; · Benefit capacity building and underserved populations, and; · Benefit the Open Internet. [Note, the definition of Open Internet is subject to a separate conversation ] New gTLD Auction Proceeds are expected to be allocated in a manner consistent with ICANN’s mission. Thanks Marika for this if I may ask does it mean that ICANN Org doesn't have any definition or understanding of the term "Open Internet"? I mean that phrase was used a couple of times to provide justification for the transfer of NTIA's IANA Stewardship. Looking at the ICANN website, it seem to me that there is already a hint in the definition of Internet governance. The idea is that Internet governance should mimic the structure of the Internet itself- borderless and open to all. So it seem to me that open Internet in summary is simply "a structure and system that is in itself borderless and open to all." Just asking a question: why is this group undertaking a definition of the Open Internet?
:-) This seems like a strange endeavor. Let's just stick with the mission statement of ICANN.
And assume that as it is in the parable of the blind men and the elephant, that the open Internet is somewhat in the eye of the beholder.
BUT, it is not up to ICANN to redefine it, or define it.
As to what could be funded by the Auction Funds:
I am probably more liberal on what falls under the ICANN mission -- e.g. advancing SSR, capacity building for enhancing the ability of participants form developing country participants to participate in an informed manner in ICANN and related activities; enhancing travel and participation form developing countries, etc. Bringing informed participants into the related IG initiatives that are threats to the continued stability of ICANN or support the stability of ICANN, such as the IGF and the national IGFs.
I stop at building at funding infrastructure in terms of funding an under sea cables etc. but not at training on how to create an IXP. Training seems to me to be a good and within scope, as it advances how countries may increase connectivity to the Internet and then also use the DNS. Paying for physical infrastructure seems totally out of scope. Providing capacity building/training, etc. seems to me to be in scope, as it advances SSR, which is clearly within mission.

Looking at the ICANN website, it seem to me that there is already a hint in the definition of Internet governance. The idea is that Internet governance should mimic the structure of the Internet itself- borderless and open to all. So it seem to me that open Internet in summary is simply "a structure and system that is in itself borderless and open to all." Just asking a question: why is this group undertaking a definition of the Open Internet?
:-) This seems like a strange endeavor. Let's just stick with the mission statement of ICANN.
And assume that as it is in the parable of the blind men and the elephant, that the open Internet is somewhat in the eye of the beholder.
BUT, it is not up to ICANN to redefine it, or define it.
As to what could be funded by the Auction Funds:
I am probably more liberal on what falls under the ICANN mission -- e.g. advancing SSR, capacity building for enhancing the ability of participants form developing country participants to participate in an informed manner in ICANN and related activities; enhancing travel and participation form developing countries, etc. Bringing informed participants into the related IG initiatives that are threats to the continued stability of ICANN or support the stability of ICANN, such as the IGF and the national IGFs.
I stop at building at funding infrastructure in terms of funding an under sea cables etc. but not at training on how to create an IXP. Training seems to me to be a good and within scope, as it advances how countries may increase connectivity to the Internet and then also use the DNS. Paying for physical infrastructure seems totally out of scope. Providing capacity building/training, etc. seems to me to be in scope, as it advances SSR, which is clearly within mission.

+ 1 on "what could be funded by the Auction Funds" and the most important is that they are within ICANN mission. As I earlier highlighted, that ICANN mission and core values in itself is broad and accommodating enough to ensure positive impact in use of the funds globally. It's really better to stick with ICANN mission so we have a point of reference to work with and not just throwing a blank cheque. There is also the fact that going beyond ICANN mission/core may in itself open WS1. Hello Sylvia, all I like the new definition, but I want to come back to the part that refers to "equally accessible to all people for _all purposes_". By that core principle, any society where even a few things are forbidden to promote (online or else, produce or relay), such as negationism (the idea that the holocaust didn't happen), terrorism recruitment, etc., would be consider out of the Open Internet. And more common illegal purposes abound: copying/serving files without rights, fake news, diffamation, etc., and I'm not sure we want to reserve the term Open Internet for an ideal world where everybody is good except for the censors. Either we have to qualify the "purposes", e.g. "all law-abiding purposes", and shift the responsibility of openness on those making laws, or we need to contextualize "equal access" to transport level neutrality, not looking at content. Either we have to qualify the "purposes", e.g. "all law-abiding purposes", and shift the responsibility of openness on those making laws, or we need to contextualize "equal access" to transport level neutrality, not looking at content.

If we could add the concept of accessibility to your definition I think that would greatly help
I also like Sylvia Cadena's text and hope we can figure out a way to add this to our definition.

It's not so much a matter of which tool to use (although I also favor a multi-editor online tool, and googledocs are great for that) than a matter of capturing a consensus, as you mentioned, and until we have agreed on some of the issues, whether high level or low level, it's hard to move forward, for anyone. First there is the issue questioning the rationales for doing this Open Internet definition. My understanding is that it's to give context for future evaluations of grants, i.e. the grantees will have to work within that Open Internet "spirit". If that's the case, than I admit that given that we'll have to apply another filter on top of this Open Internet framework, namely the ICANN mission compatibility, and given that ICANN is - I assume - considered already Open by our standards, I wonder what our definition will be used for in the end ? I also realize that if we use the current Open Internet definition as a filter, the issue regarding the "access for all purposes" interpretation could lead to these funds being unavailable to project fighting cybercrime, since their goals is often to cut from the Internet the law offenders, the criminals that is. Hence my suggestion to qualify purposes in some way.
