All, On the CPWG call earlier (on 3 May, 13:00 UTC <https://community.icann.org/x/KolXDg>), Satish Babu and I tried to get through the *relevant slide deck <https://community.icann.org/pages/viewpage.action?pageId=240617770&preview=…>*, but we ran out of time from taking questions off the floor on some parts of the deck. As the ALAC Team on the EPDP have to move on to presenting other parts of the Initial Report in future CPWG calls, we are asking for your inputs to this first batch of 26 Preliminary Recommendations and Implementation Guidance (of 68 in total).via the mail list. We have structured the slide deck to be more or less self-explanatory and we welcome input (indications of support or otherwise) and questions (which we can try to answer as best we can) on the 26 Preliminary Recommendations and Implementation Guidance contained therein. *In particular, we would appreciate input on Preliminary Recommendation 3.5 and Implementation Guidance 3.6 which appear on slide #13.* Thank you. GNSO-TPR Small Team proposal on transfer disputes

Dear all, The majority of all transfer disputes are settled in a friendly way by the involved registrars. The GNSO-TPR created a Small Team with the task to codify the informal process when there is a dispute of a (inter-registrar) transfer (but a TDRP was not started). At the GNSO-TPR call on May 2, 2023, the chair asked all to get feedback from their stakeholders on whether the Small Team proposal should be “policy” or not. The deadline for feedback was set to Monday May 8, 2023 I have copied the Small Team proposal to a “At-Large” version<https://docs.google.com/document/d/16eXaNTW8pZXQSqZ7ksj-oMc1VPhYAyawNcfDT2C…> and kindly ask for our view whether this should be “policy” or not. My recommendation is to implement the proposal into the Inter-Registrar Transfer Policy, hence tune the wording in to more “policy text”. Something of actual importance to end-users

Here's a real example of an issue that can negatively affect end-users. The aims of the proposed modification may be laudable, but there's too much room for arbitrariness and too much potential to curb political speech unwanted by a government. BTW ... Why was this not already flagged by ALAC as cause for concern? Why did I have to find out about this in the media rather than from the inside. Was ALAC intending to ignore it? This is EXACTLY what I'm talking about. ALAC is obsessed with the trivial and the self-absorbed, but asleep during the issues that actually affect the constituency we're supposed to serve. Does ALAC have what it takes to fight for the public interest on something that actually matters? Is it capable of balancing the various intertwining issues?
