Dennis, Thank you for sending out this updated version. In preparation for our upcoming call I have a couple items. · Section 2.2 pertains to Registries providing an (alternative) bulk method for the backfill of contact data. I’d like to propose an update to the language in this section. Could I have some time during the meeting to present? · At the last meeting I brought up the billing contact and agreed to propose clarifying language. I suggest adding a section 2.11 that states: The “Billing” contact is optional. Registry Policy may define if it is required, optional or not supported. If supported the Billing contact information must be displayed as described in the “Advisory: Clarifications to the Registry Agreement, and the 2013 Registrar Accreditation Agreement (RAA) regarding applicable Registration Data Directory Service (Whois) Specifications” (section 22). I’d also like to get the IRT’s thoughts on the Billing contact in general. My sense is that no one is really concerned if the billing contact is present or not and that in order to facilitate the transition from thin to thick it would be easiest to not include it. · Finally, can we add an agenda item to talk about Escrow of contact data? It was a topic considered during the PDP deliberations but we haven’t touched on it as part of the IRT deliberations. Proposed Path Forward | Thick Whois CL&D Policy, RDAP and RySG Request for Reconsideration

Dear IRT members, As you know, on 7 February 2014, the ICANN Board adopted GNSO consensus policy recommendations regarding the provision of “Thick” Whois by all gTLD registries. In consultation with the consensus policy Implementation Review Team (IRT), the implementation team identified two expected outcomes in the policy development process (PDP) recommendations: * The consistent labeling and display of WHOIS output for all gTLDs * The transition from Thin to Thick WHOIS for .COM, .NET and .JOBS The first outcome was published as a consensus policy, the Registry Registration Data Directory Services Consistent Labeling and Display Policy<https://www.icann.org/resources/pages/rdds-labeling-policy-2016-07-26-en> (CL&D Policy), on 26 July 2016. In August 2016, the Registry Stakeholder Group (RySG) submitted a Request for Reconsideration<https://www.icann.org/resources/pages/reconsideration-16-10-rysg-request-20…> (RfR) regarding the CL&D Policy. The RfR objects to the inclusion of RDAP as part of the Consensus Policy as RDAP was not contemplated or referenced in the policy recommendations. To resolve this matter, ICANN proposes the following path forward for the IRT: 1. ICANN to issue a revised CL&D Policy to all registry operators, removing provision 12. For your reference, provision 12 states: “The implementation of an RDAP service in accordance with the "RDAP Operational Profile for gTLD Registries and Registrars<https://www.icann.org/rdap-gtld-profile>" is required for all gTLD registries in order to achieve consistent labeling and display.” Additionally, I have attached the proposed revised CL&D Policy. 2. Issue a revised notification to registry operators regarding implementation of the CL&D Policy, clearly indicating what has changed in the revised CL&D Policy. 3. Set the revised CL&D Policy effective date to allow for full 6-month implementation from the date of the revised notice. 4. Update the published CL&D Policy on the ICANN website, noting a change has been made. Note: The revised CL&D Policy would not be subject to another Public Comment process. 5. Rescind the notification sent to registrars to implement RDAP. ICANN intends to issue notices for registries and registrars to implement RDAP after further dialogue with the community. Please let us know if you have comments or concerns by responding to this list. Please note that the format of the policy, after our revision, is different from the draft we posted for public comments in December (https://www.icann.org/public-comments/rdds-output-2015-12-03-en) We believe this was necessary to address the feedback we received from the community and the IRT in terms of the linkage of the Policy with Specification 3 of the 2013 RRA and the Whois Clarifications Advisory. For instance, while the draft policy required "The labeling and display of all gTLD registries web-based RDDS output , must be consistent with: (a) Specification 3 of the 2013 Registrar Accreditation Agreement (RAA)², the revised policy lists specific requirements such as ³3. If shown, the "Registrar Registration Expiration Date" field MUST appear immediately after the "Registry Expiry Date" field." Please also note that while the Policy has changed in format, it did not change in substance in order to address the community¹s feedback we received in the public comment forum. Therefore, we believe this revision does not require further public comments and can be announced by 31 July 2016 for implementation with an effective date of 1 February 2017. Please review this revised Policy language as soon as possible, ideally before Friday 8 July COB. In the meantime, we will use the opportunity of our meeting in Helsinki tomorrow (http://sched.co/7Mdw) to present and discuss this revised policy language.
