This message is to notify you of the closing of the Consensus Call process on the RDRS SC Findings Report.
* Please find attached the updated Consensus Designation based on the comments received by SC members during the Consensus Call. We have received one objection to RDRS SC recommendation #1 and leadership has updated the Consensus Designation for that recommendation only. The comments received will be uploaded to the RDRS Wiki <https://urldefense.com/v3/__https://icann-community.atlassian.net/wiki/spac…> and linked in the RDRS Findings Report accordingly with the Consensus Designations for all recommendations.
* If I may add a qualifier of my own: Between the two Consensus Calls the SC ran, in August and in November, I believe that Full Consensus was reached on recommendations 2, 3, 4 and 6. Consensus only was reached on recommendations 1 and 5. The divergence on both of these recommendations is not so much on the fact that further policy should or shouldn't be considered (rec 5) or that RDRS should or shouldn’t be turned off (rec 1), but on the fact that RDRS as is, is not a viable product, that the underlying policy will need to address key issues which themselves remain under debate. In my view these fundamental questions are legitimate and should be addressed as the SC agreed by a successor workgroup to be chartered by the GNSO Council after discussions with the Board. I feel that within the remit of our charter and on the letter of the recommendations we produced, we are very close to Full Consensus but accept the Consensus designation for the work overall.

Dear RDRS SC,
As discussed during our last meeting in Dublin this message is to notify you of the opening of the Consensus Call process on the RDRS SC Assignment 4 recommendations.
The RDRS SC leadership team has proposed a consensus designation for every recommendation that the SC has finalized. These consensus designations are contained in the attached document entitled, “RDRS SC Consensus Call - Leadership Proposed Consensus Designations.”
This Consensus Call process opens today, 10 November at 14:00 UTC and closing on 12 November at 14:00 UTC. In accordance with the GNSO Working Group Guidelines [gnso.icann.org]<https://urldefense.com/v3/__https:/gnso.icann.org/sites/default/files/file/…>, SC members are required to indicate via reply to this message whether they accept, or do not accept, the leadership team’s proposed consensus designations. If no objection is raised by any member, the consensus designation is considered accepted by that SC member. If you do not respond before 12 November at 14:00 UTC, the leadership team will take this as acceptance of the consensus designations. If any objection is raised for any specific final recommendation, the leadership team is expected to reevaluate the consensus designation of such recommendation and publish an updated designation to be reviewed by the working group.
In the event there is no disagreement by the SC with the proposed consensus designations, Support Staff will incorporate the designations into the RDRS SC Report to GNSO Council.
As set out in the RDRS SC Charter, only Members appointed by their representative groups are expected to participate in the Consensus Call process. Participants and observers will not be able to participate.
For reference, please also see the attached document entitled “RDRS SC Recommendations to GNSO Council” that contains the 6 recommendations to be included in the Report.

If there are any concerns raised by the deadline, we will keep the RDRS SC session on Wednesday to discuss those concerns. If there are no further substantial comments, we would cancel that session.
