I am copying the RALO Secretariats & the Outreach & Engagement working group as we need to discuss what our selection process is going to be for this. Of course, 1 or 2 mentors and 5 mentees, one for region, would be a lot better for us; however budgets are not high enough to sustain this. The blog day there is the possibility of 2 mentees and one mentor but that extra person has not been funded. Perhaps staff can address this issue, Also it does not state how long they will serve. Dear all, I said when the CROP fund was used first for people to go to ICANN meetings, that this is a mistake. This program (CROP) was designed to make outreach for new people. Now that it’s proposed that CROP is used for the COP menses, I say nooo. No for the following reasons: Doing so will minimize the opportunity for outreach which is the sole objective of this program The Onboarding program would be with no interest if it is for only one meeting. Remember how many meetings took the first pilot program (From Marrakech to Abu Dhabi = 4-5 meetings) We will end up with the ICANN org cancel the CROP program because we are using it for what wasn’t intended to be the objective. As for the selection of the Mentors / Mentees, we are supposed now to do it through the community. Since we are supposed to be a bottom-up decision making community, let’s take proposals from the RALOs. Hello All, I want to second Olivier and Tijani even though Judith gave good arguments to support Dev's proposal to use CROP slots for COP. I see too many ifs (conditions) to make it work. Instead of requesting a green light to use the CROP with more days, I would prefer asking for an extra mentee per region. The RALO should decide how to go about this. We are short of 1 slot in two meetings: the one in March and the one in June. The ALAC has some discretionary slots for policy people. The ALAC could decide to allocate one of these slots per meeting to a mentee focussing on policy.

With the news that only 1 mentee & 1 mentor would be funded, specifically in the lead up to the next ICANN meeting, with 1 other mentee that would need to be funded by other means, the concept of having 5 mentees sounded as though not possible. Heidi asked Ergys Ramaj about having 5 mentees funded, one for each region. That was categorically refused as there isn't the funding to do this, this year.
So Beran suggested a version of the proposed plan:
- 5 mentees, to be proposed by each RALO, but actually selected, one per region, by the ALAC Selection Committee. - 1 mentor selected from a slate of applicants, by the ALAC Selection Committee
The mentor starts mentoring all 5 mentees through a set of calls throughout the year, with the 5 mentees. The mentor travels to each of the ICANN meetings in the year. With 3 ICANN meetings in a year, 2 mentees go to March meeting. 2 mentees go to June meeting. 1 mentee goes to AGM in November. Thus, all 5 mentees have had a chance to attend one funded ICANN meeting. This means there is actually a shortfall of only 2 travel slots, one at the March meeting and one at the June meeting. As the focus for mentoring is about policy, one slot for each of these two meetings could be a discretionary slot current available for a policy person to take part in the meeting.
This is just a simple proposal - Feedback/Comments welcome as soon as possible! We need to have finalised a process by the end of this week.

Olivier is taking us through the process of finalising on this and am sure those information required by your RALO will be made available. It may be good to know though if you (or your RALO) supports the process proposed by Olivier. As your question about how staff selects final slate, u stand to be corrected but I think it's each community that finalizes their slate and sends to staff; staff will not do the selection and I also don't think they will reject candidates recommended by the respective community. I have a problem with the overall conception of the COP since I don’t feel we don’t all have the same understanding: To be efficient, how long should the program last for each mentee???? Shall it be continuous for each mentee???? Do we have the ability to take the travel support of the mentor and give it to another mentee???? Is it important to have more mentees with shorter mentoring period and less F2F meeting attended???? This proposal was that in the next cycle, five people from At-Large should be mentored, one from each RALO.
With the news that only 1 mentee & 1 mentor would be funded, specifically in the lead up to the next ICANN meeting, with 1 other mentee that would need to be funded by other means, the concept of having 5 mentees sounded as though not possible. Heidi asked Ergys Ramaj about having 5 mentees funded, one for each region. That was categorically refused as there isn't the funding to do this, this year.
So Beran suggested a version of the proposed plan:
- 5 mentees, to be proposed by each RALO, but actually selected, one per region, by the ALAC Selection Committee. - 1 mentor selected from a slate of applicants, by the ALAC Selection Committee
The mentor starts mentoring all 5 mentees through a set of calls throughout the year, with the 5 mentees. The mentor travels to each of the ICANN meetings in the year. With 3 ICANN meetings in a year, 2 mentees go to March meeting. 2 mentees go to June meeting. 1 mentee goes to AGM in November. Thus, all 5 mentees have had a chance to attend one funded ICANN meeting. This means there is actually a shortfall of only 2 travel slots, one at the March meeting and one at the June meeting. As the focus for mentoring is about policy, one slot for each of these two meetings could be a discretionary slot current available for a policy person to take part in the meeting.
This is just a simple proposal - Feedback/Comments welcome as soon as possible! We need to have finalised a process by the end of this week.

Perhaps we need to define first the objective of the program. I know it’s too complex. Whilst version 0.1 of the project, when it started over a year ago, was conceived by staff, the past 6 months have worked on the feedback of the community. It became clear that ICANN's communities taking part in the program have different needs. So staff have said - ok, each community can design the way they select people and what they do with them. We'll just make sure there is the funding and logistics to support what each community wants to do. The feedback, by the way, from other communities at ICANN has been very positive. Hi All It might be obvious to all what a mentor and a mentee does but I recall at the ATLAS 2 meeting in London many of the Mentors never met their mentees nor had a clear deliverable. The variance in the quality will reflect the interest and time for the Mentors. People signing up as Mentors and then they just disappear is not uncommon and i doubt no one is measuring this performance On the flip side what is the expectations of a mentee besides attending the sessions. Hello Olivier, The suggested way forward seem fine to me as well as I remember that Beran and Isaac do alternate for meetings during their time as well. That said, this assumes that the program will support a whole year (3 meetings) as that wasn't clear from the announcement. @Olivier has that assumption been further confirmed? With 3 ICANN meetings in a year, 2 mentees go to March meeting. 2 mentees go to June meeting. 1 mentee goes to AGM in November. Thus, all 5 mentees have had a chance to attend one funded ICANN meeting. This means there is actually a shortfall of only 2 travel slots, one at the March meeting and one at the June meeting. As the focus for mentoring is about policy, one slot for each of these two meetings could be a discretionary slot current available for a policy person to take part in the meeting.
This is just a simple proposal - Feedback/Comments welcome as soon as possible! We need to have finalised a process by the end of this week.

So NARALO could use CROP to send a mentee to ICANN Puerto Rico and LACRALO could use CROP to send a mentee to Panama. That would therefore allow for a 2nd mentee to come from COP funding to Puerto Rico and Panama. Some thoughts on conditions - mentors and mentees need to have conference calls before the ICANN F2F meetings to explain what is At-Large using the At-Large community onboarding documentation and also be able to present on the policy work happening in ALAC and ICANN. My personal feeling is I cringe when seeing CROP, by its very definition being for "Outreach", being used to travel to an ICANN meeting, which really is inside the ivory tower, thus engagement rather than outreach. HI Olivier and Dev, NARALO is using our crop slot to attend the North American School of Internet Governance. Also remember that it is only 3nights and 4 days so the person would not be able to stay the entire time. All of this assumes that the use of CROP to attend the ICANN meeting is included in the region's plan and that a specified outreach strategy is included as well. Its better than not having a 2nd mentee at all since there will be no funding from the COP for more than one mentee. And this is where the RALO has to decide whether if they think bringing a person to be a mentee at an ICANN meeting will work for At-Large. If the mentee will be committing to work on a policy issue, work to promote At-Large if from a territory without an ALS, commits to participate in the conference calls, commits to work on onboarding documents, etc then I'm sure the GSE will support such a CROP proposal. And then look at creative ways to offset the challenges of CROP conditions of 4 days, 3 nights if more days at the ICANN meeting are necessary. For example, can local ALSes help with finding another space outside of the ICANN hotels that's much cheaper? How is everyone choosing their onboarding candidate from their region. What are the criteria? APRALO is going to run its internal mentoring programme again.How do we choose one who will get funding to go to however many ICANN meetings? Is that for the mentor as well?
