FY17 Budget update: Section 4 on IANA Stewardship

Dear all, Please find attached an extract from the final FY17 Budget document relative to the IANA Stewardship transition (Section 4), currently under review, prior to Board consideration for approval in Helsinki. You may remember that the Draft budget document submitted for public comment did not include information on the FY17 expenses for this project. The Project Cost Support Team created in Marrakech has been working with the BFC, the CCWG, CWG, ICG co-chairs and involved staff to estimate the draft project’s expenses for FY17. These draft estimates have been included in the attached section (total $8.8m, page 3/10). Though offered late in the process, as these estimates are under review, your comments and questions on this section are welcome. Thank you. Lori, Thank you for this question. I hope it is acceptable that I share your question with the wider list of community members interested in the budget and with the BFC (Board Finance Committee), as I am sure many have similar questions or interest on the topic. Once all FY15/FY16 expenses (~$28m) will have been withdrawn from the Reserve Fund, we expect its remaining balance to be approximately $60m. Separately, the Board has initiated a board working group to re-evaluate the rationale, target level and governance of the Reserve Fund, which outcome will allow to determine the adequacy of this balance and next steps. If compared to the reference you mention below of 100% of annual operating expenses, the expected remaining balance would represent about 45% of this aggregate (using the FY17 budget of $132m of operating expenses). This is obviously a concern for the Board and BFC, and for the ICANN management, and I suspect for many community members as well. I welcome further input from the IPC on this topic. Report on Draft ICANN FY17 Operating Plan & Budget and Five-Year Operating Plan Update

Dear Community Leaders and Members, I have attached the Report on Public Comments for the Draft ICANN FY17 Operating Plan & Budget and Five-Year Operating Plan Update to this message. The scale of comments we received this year is much higher than last year. Providing substantive responses to the comments means that the report is over 100 pages long. There is a high-level summary of the comments we received, organized by theme, at the start of the report. The detailed responses are structured using the same themes in an appendix to the main report. We appreciate that people might want to sort through the responses differently, so we have also provided them in a spreadsheet that can be sorted in a variety of ways, for the convenience of readers. As spreadsheets are not an ideal publication format for structured text, some of the formatting in the formal report is not present in this format. We hope you find this report helpful.
