ICANN Seeks Input on Proposed PTI Bylaws Amendments and Hosts a Webinar

Dear ICANN Community: We would like to share that, ICANN opened a Public Comment proceeding regarding the first proposed Bylaws amendments for its wholly owned affiliate, Public Technical Identifiers (PTI). PTI performs the Internet Assigned Numbers Authority (IANA) functions under a contract with ICANN. The proposed Bylaws amendments are anticipated to reduce complexities and improve the PTI-related planning processes within the overall ICANN planning process. Both the ICANN and PTI Bylaws contain requirements for ICANN's overall planning processes relating to the IANA functions. The PTI Strategic Plan for FY2021–2024<https://www.icann.org/en/system/files/files/pti-strategic-plan-2020-2024-15…> contains a strategic goal to reduce the complexities and duplication between what is in scope for IANA and ICANN planning processes and deliverables. ICANN Publishes U.S. Tax Returns for Fiscal Year Ending 30 June 2022

Dear ICANN Community, On May 10th , ICANN and its affiliate Public Technical Identifiers (PTI) published several returns required by the United States Internal Revenue Service (IRS), California Franchise Tax Board, and California Attorney General's office for nonprofit organizations for the fiscal year ending 30 June 2022. IRS Form 990, the U.S. tax form that nonprofit organizations exempt from income taxes are required to file, was filed for ICANN and its affiliate pursuant to section 501(c) of the U.S. Internal Revenue Code. The California CA-199 and CA RRF-1 returns, which nonprofit organizations are required to file, were filed for ICANN and its affiliate with the appropriate government offices, including the California Franchise Tax Board and the California Attorney General's office. ICANN FY24–28 Operating and Financial Plan and the ICANN FY24 Operating Plan and Budget published.

Dear Community Members, Please note that on Wednesday May 3rd, 2023, ICANN published<https://www.icann.org/en/public-comment/proceeding/draft-fy2428-operating-f…> the ICANN FY24–28 Operating and Financial Plan and the ICANN FY24 Operating Plan and Budget, which the Board approved at the end of April. These versions have taken into consideration the comments, and where appropriate and feasible, have incorporated them into the plans. There were, however, no significant changes to the draft FY24 plans published in December. Please refer to the Highlights document<https://www.icann.org/en/public-comment/proceeding/draft-fy2428-operating-f…>, which includes a summary of changes from the draft FY24 plans. Additionally, please see the Summary Report<https://itp.cdn.icann.org/en/files/operating-plan-and-budget/summary-report…> of the Public Comment proceeding published in March. Under ICANN's Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en>, following the Board's adoption of these plans, the Empowered Community may consider whether to reject the plans as adopted. As long as there is no Empowered Community rejection process pending, the plans will take effect on 1 July 2023. Thank you to the community members who contributed to this process.
