Planning and Finance Update Follow-up Question

Dear Community Members, During the Planning and Finance Update ICANN75 prep week session, <https://75.schedule.icann.org/meetings/Xpdx5Lmo5b8CZsC2F> a question was asked regarding the budget for the Implementation Review Team (IRT) for the next round of gTLDs. The budget for the next round is being developed through the ODP<https://www.icann.org/subpro-odp> work that is currently underway in the organization and ICANN org scheduled to submit a final report and assessment to the ICANN Board in January 2023. The budget for the next round of gTLDs is designed as a cost recovery program, where the fees of the applications will cover all development and operational work for the next round. Therefore, the budget for the IRT is not part of the regular ICANN Operations and will be reported on separately. Community participation in ICANN's planning process is a cornerstone of transparency and accountability to the global multistakeholder community. Now Published Planning Prioritization Framework V2

Dear ICANN Community: The Planning Prioritization Framework V2 is now published on the ICANN Finance and Planning Community wiki workspace ( link: Planning Prioritization Framework V2<https://community.icann.org/display/projfinadhocws/Planning+Prioritization+…>). As part of the framework, org organized a pilot with the community. We thank the SO/AC leadership and the pilot members for their support of and participation in the planning process. The pilot provided the opportunity for the org and the community to test the processes and methodologies developed in the draft framework and identify gaps for further improvement. The pilot was conducted during April–May 2022 with the community, specifically on the implementation of Specific Reviews recommendations. The community participants in the pilot that were appointed from the following SO/ACs (ASO, ALAC, GNSO, ccNSO, GAC, RSSAC, and SSAC), prioritized the list of recommendations in 4 meetings. The key elements of the framework V2 have not changed, however, based on feedback received from a lessons learned session with the pilot members, org has incorporated several recommendations into the steps and process (see Appendix B. Summary of Lessons Learned From the Pilot section). The next key step is to organize the prioritization process for the FY24 Operating Plan and Budget process. We appreciate the community’s support for this new step in the ICANN planning process. Background: The Draft Planning Prioritization Framework is intended to serve as a guide for the periodization step during the annual planning process. The framework describes and outlines what to prioritize, who will prioritize, when to prioritize, how to prioritize, etc., so that the community, org, and Board can collaborate efficiently and effectively during the planning process. Dear ICANN Community: The ICANN Board of Directors has adopted ICANN's FY23–27 Operating and Financial Plan and FY23 Operating Plan and Budget. The FY23–27 Operating and Financial Plan outlines the feasibility and timing of services, activities, and milestones identified to achieve the objectives and goals outlined in the ICANN Strategic Plan FY21-25<https://www.icann.org/en/system/files/files/strategic-plan-2021-2025-24jun1…>. The FY23 Operating Plan and Budget provides greater detail on the planned activities and resources for the upcoming fiscal year starting 1 July 2022 and ending 30 June 2023. ICANN has published the Proposed for Adoption FY23 plans

Dear ICANN Community: ICANN has published<https://www.icann.org/en/public-comment/proceeding/draft-fy23-27-operating-…> the Proposed for Adoption FY23 plans on the public comment page. Publishing the plans is an important step in ensuring transparency by showing how the comments received through the Public Comment process were addressed. These versions have taken into consideration the comments, and where appropriate and feasible, have incorporated them into the plans. There were, however, no significant changes to the draft FY23 plans posted in December. The Proposed for Adoption highlights document<https://www.icann.org/en/public-comment/proceeding/draft-fy23-27-operating-…>, which includes a summary of changes from the draft FY23 plans. Additionally, please see the summary report<https://itp.cdn.icann.org/en/files/budget-plan-operating-plan-and-strategy-…> on the Public Comments published in March. The Board is expected to consider the Proposed for Adoption ICANN FY23–27 Operating and Financial Plan and the Proposed for Adoption ICANN FY23 Operating Plan and Budget during a Board meeting at the end of May. Under ICANN's Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en>, following the Board’s adoption of these plans, the Empowered Community may consider whether to reject the plans as adopted.
