Hello Everyone, Here are our notes and action items from today’s meeting: * Approved the 38 Outputs document for SubPro * AI: Kurt agreed to send out the information packets to Board Members * Board Members to interview: EPDP Temp Spec Phase 1 Chis Disspain and Avri Dorita and Akinori Maemura * Ask ourselves what we expect from them? Chris and Avri have been deeply involved * Unsure if Board members would be willing if they were just bystanders and not actively involved in the process. Dear Board Readiness Small Team Members, We have a few short updates for you. 1. Kurt circulated a summary for SubPro non-adopted recommendations. If you have any concerns with the attached document, please let the small team know via the list by Friday, 14 February. If you need more time, please let us know, and we can adjust the deadline. 2. You will be receiving (or have already received) small team meeting invites for Wednesdays at 14:00 UTC for one hour. We will be sending these invites as placeholders, but we will cancel the meetings in advance if we don’t need to meet. We do plan to meet next Wednesday, 19 February at 14:00 UTC. 3. Hi Everyone: First, an apology. Evidently I missed a meeting on 29 Jan; I saw the Skype message from Terri afterward, I did not think we had a meeting scheduled and feel badly that you took your time out for it. In the interim, there has been some level of activity (but there is a lot of catch-up to do). I’d like to address a few items that might benefit from having a meeting: 1. Discussion of the proposed summary of the SubPro rejected (or pended) recommendations. I’ve attached a proposed summary sent earlier - with some explanation in the earlier email - and want to get feedback on it. 2. Selection of Board members for interviewing. I remember seeing a listing of Board members that were in place during the deliberations in the Registration Data EPDPs but cannot for the life of me find it. Can whoever on staff that did the good work to put it together, forward it to this group? 3. Sending meeting notes to the interviewees for review. This is another instance where I have not yet followed through. I am attaching the notes from Janis for your review. Can someone on staff compile the other interview full notes in some way so we can re-look at them and decide to send them out? 4. Interview status DO WE THINK WE COULD SCHEDULE A MEETING FOR WEDNESDAY (12 FEB) IMMEDIATELY AFTER THE BOARD-GAC-COUNCIL MEETING? I understand the short notice. If one person cannot make it, we can postpone it. SubPro-Summary of rejected recommendations

Hi All; With regard to the information packet for the SubPro interviews and being concerned with the “wealth” of material there, I made a try at creating a terse yet comprehensive list of the rejected or “pended” recommendation. I’ve cut a lot of the material but I think there is enough to jog the interviewees memory. Please review and let me know if you think it is suitable for inclusion in the information packet. One important point: I have only included the recommendations and the Board’s initial reasoning for not accepting it. I have not included the ultimate resolution or a brief description of it. To argue both sides: 1. We are concerned with the Board accepting initial recommendations, so next steps toward resolution are not really relevant, I want to focus on the PDP deliberation 2. However, the final resolution might provide a hint as to how future PDPs should consider or vet their recommendations before sending them on. I think we can do with out an additional column that would add pages to the table. However, if you think an additional column would be beneficial (i.e., necessary to achieve our objectives), I’ll add it. I’ll need help from you all as I was not part of the small team. As soon as we accept a version of this, we can send the information packet out and schedule interviews. Note: this is on US letter paper. I’d ask that you pay particular attention to the section describing the rejected recommendations. I think this needs to present succinctly in some way, so in addition to what John as done my thoughts (randomly put) are: * We could present a table that is in extreme shorthand but provides a sufficient memory jog to start a conversation. I’ve attached a sample. * In lieu of the idea just above, I think the Council small team put together a chart at the outset of their work that grouped the 38 rejected and pended recommendation. Can someone who participated on that point us to that (if it exists)? * I think we should present all 38 recommendations that were not approved, Several of the ones later approved after adjustment provide good lessons in the importance of wording. With regard to the questions being asked to the interviewees on SubPro, we should emphasise the areas where the Board essentially rejected recommendations in the initial report, but the SubPro team went ahead with them in the final report anyway. We should dive in to that area and see what lessons can be taken. Hi All & Happy New Year: Here is a draft agenda and some docs you may wish to review before our meeting on 8 Jan. Agenda: 1. Scheduling final EPDP Phase I interview and scheduling EPDP Phase II interviews. I have only issued two invitations; please take look at the Phase II roster and think about 2-3 additional invitees. I have attached the roster spreadsheet. 2. Planning for SubPro interviews. We need (both formidable jobs): * PDP summary and rejected recommendations for the information packet * The roster - or maybe the roster of those that were active by some measure, say attendance level 3. Staff has put together a summary of the interviews conducted to date. You can find them at https://docs.google.com/document/d/1eo-sE5YXSp_hrA3_VITAOILGxsvPV6zFmoJ4mU5…. Each (E)PDP will have its own tab as we progress with the interviews. Particular points you might consider * Do we like this format? * Are these of sufficiently high quality that we can share them with the interviewee? If not, the only path I see is for each note taker to listen to the recording and “upgrade” the detail or the language. That is a big job. (Caitlin: can you have each set of individual notes ready for viewing if we need them; are they posted in the wiki? * Thomas’ interview notes has some “blanks.” This is because the interviewer (me) deviated from the script. Thomas, can you remember the points you made pertaining to the questions? I think Prudence took the notes. If that’s the case, Prudence, can you review your notes to see if there are answers to the questions, even if they are out of order? 4. Prep for Council update, slides attached for your review. Hi Team: I’d like to schedule a meeting of the Board Readiness small team on this Wednesday at the “usual time.” (Thanks Terri: can you send out the meeting notice?) There is some new news as we have heard from the Board on our request for participation (see below). On the agenda: * A review of the results of our interviews so far. The four interviews have been with me, Thomas, Marc, and Alan. If someone from staff could compile the notes in one place in the wiki (if they are not already) with a bit of time to spare prior to the meeting, I’ll go through and look for meaningful results. I encourage everyone here to do the same. * What are substantive results? * What did we learn to improve our interviewing process? * Moving forward with additional reviews: * Stephanie has been in touch and re-volunteered. * Sending out additional EPDP Phase 1 invitations * Sending out EPDP 2 invitations * Preparing SubPro information packets * Response to communication from the Board; I received this personally from staff and am sharing this with you now: * "The Board has requested that they receive the questions for the interviews ahead of time so that the Board may get consensus on any answers so that a consensus Board view is presented. (That is the entire communication record in an email from staff support.) * Proposed response for our discussion; an email from us (the small team) to the staff to be conveyed to the Board (cc the Council Chair, Leadership, or entire Council)” * First, the response mechanism is kind of awkward because of the way we received this input. What is appropriate * I suggest we draft an email and, with that draft in had, we discuss with staff how to best make those points to the Board * At what point should we inform the Council leadership of the received communication and the proposed response? * I think our response should include the following points; I am writing a full email so we can discuss tone as well as substance: Dear (staff): Thank you for this input from the Board. Our team believes that our request has been misinterpreted to a certain extent. This misinterpretation might well be due to vagueness in the wording in our initial request. The intent and methodology of our team is to gain knowledge of the PDP effectiveness by leaning of the individual experiences of the participants. From those individual perspectives, we plan to understand how to better create policy recommendations that will be approved by the Board. The Board (and the Council) can then take our recommendations, derived though the compilations and analysis of the individual perspectives. and create consensus positions on changes to the PDP. For example, the Phase 1 PDP on Registration Data Processing had two Board liaisons during its tenure. The interviews already conducted indicate each liaison took a different approach tot he role. In addition, one of the liaisons is no longer a Board members. A Board consensus position would lose the individual perspectives and obviate the opportunity to test the individual approaches against their effects on policy outcomes. The perspective of the past Board member would be lost. Put another way, our small team is not looking for positions and opinions of how PDPs (and the Board liaison roles) should be executed; we are looking for how they were executed from the viewpoint of a diverse set of participants. To be valuable in this effort, Board member input should be individual and independent of colleague influences. Our intent, with the Board’s acknowledgment, is to contact Board members who acted as liaisons or participated in PDP consideration discussions, and ask them to meet individually with the team. This is the same as the case with PDP participants and Chairs we have contacted to date. We have started more slowly than anticipated but are well into our interviewing process. Past and present Board member participation will still be timely and, we think, of critical importance to the project. Please relate this to the Board in a manner you see for and let us now if this addition information is helpful to the Board’s thinking on participation and if we can answer any questions. These docs comprise the pre-communications from us to the interviewees. 1) the Introductory email from Kurt is the invitation to participate. 2) The remaining docs are the “information packet” that will be sent to those who agree to the interviews 1. The Blurb is the packet intro 2. The Refresher is the “Brief History of this particular PDP” 3. The Non-Addopted Recommendations are the fodder for discussion, and 4. The Questions are, well, the Questions. Comments during the meeting are welcome. I am going through and (except for the Non-adopted recommendations) making the docs PDP-neutral. In my version of the blurb, I neglected to include the (E)PDP Refressher. So my version of the blurb is now: Thank you for participating in this set of interviews, conducted with the aim of making adjustments to the Policy Development Process to improve the likelihood that the ICANN Board will approve / adopt the policy recommendations it considers. This interview will cover the Registration Data EPDP Phase 1, in which you participated. This document will help you prepare for the interview. It consists of three sections: * A EPDP “Refresher” that describes the focus and major dates of the effort, with links to significant documents * A listing or description of the recommendations that were ultimately not adopted by the Board. * The list of questions we plan to ask during the interview, which might aid in your reflection on your time in th e(E)PDP. We will likelyl stray from this list as your responses to these questions are likely to raise topics that deserve additional scrutiny. Our aim is to conduct the session as a conversation We encourage you to raise topics not covered by these questions where you think that might be meaningful. If you have any questions or wish to review the subject materials in greater depth, please write to xxx(a)xxx.xxx<mailto:xxx@xxx.xxx>. It is planned that the interviews are to be recorded for note-taking purposes only. Those recordings will be destroyed shortly after the interviewing team checks the meeting notes against the recording. We plan for the interviews to be conducted in informal, one-on-one formats. Questions can be provided in advance, but initial responses might take interviews in different directions. The team will develop questionnaires based on the considerations such as: ● Were PDP working group members surprised (or unsurprised) by Board rejection of certain, specific policy recommendations? Why? ● During the policy-making discussion, did the PDP working group consider Board reaction to potential recommendations (as indicated either by the Board liaison, the public comment process, or otherwise)? ● In the opinion of PDP working group members did the PDP working group have the sufficient expertise, resources and information to develop a “Board-ready” set of recommendations? ● What were the PDP team’s expectations of the Board liaison role? ● How did Board members receive information regarding PDP working group progress, during the Policy Development Process and after recommendations were approved by the Council? ● Did the PDP structure (e.g., open vs representative), time constraints, meeting frequency, or other administrative aspects foster or deter the development of Board-ready recommendations? The small team will aggregate the interview responses into a set of findings and either, create a set of follow-up inquiries or, use the findings to synthesize a set of recommendations intended to inform GNSO Council’s work on improving Board readiness. Participants will have the opportunity to review the planned set of questions (although the conversation might suggest additional questions) as well as their input as documented by the interviewer prior to publication. Hi All: Attached is the slide deck for the Council call in 9 hours and 28 minutes (or so). I’ve added an aspirational schedule (slide 9) as we discussed. Feedback still welcome. As you have seen, Terri sent out a Doodle pol to interview Alan. I think it was premature (due to my mis-communication with Terri) but maybe we should just go through with it. We will still complete Thomas’ test interview at his convenience. I had a brief chat with the support staff after they call. They are pulling together the information “packet” that will be sent to each interviewee that includes: the ground rules (e.g., anonymity choices, recording), the rejected recommendations of the subject PDP, and the questions to be asked. Hi Everyone: For this week’s Board Readiness meeting, I suggest the following agenda: 1. I’d like to conduct another test interview. Thomas, could we interview on the Registration Data Phase 2 EPDP. I know you have prepared on IGO/INGO issues but I think that the EPDP Phase 2 will have a lot to teach us and having multiple interviews there is important. I think we will interview you later on the IGO/INGO PDP so your work won’t be lost. I literally picked a name out of the hat. Justine, can you be the leading questioner? 2. Review of my (Kurt’s) interview from a process standpoint. Did we get usable information? Through what channel (reading PDP report, reading summary report, Board liaison report) did the Board member receive the specific information? ● How does the Board apply the Global Public Interest framework? Have new tools or approaches been developed (such as new mechanisms to apply the Global Public Interest framework or the Board Caucus engagement with the recent Council small team) that the Council or PDP working groups might also apply? The small team will aggregate the interview responses into a set of findings and either, create a set of follow-up inquiries or, use the findings to synthesize a set of recommendations intended to inform GNSO Council’s work on improving Board readiness. The participating Board members will have the opportunity to review their input as documented by the interviewer and also the impact of their input on the results and recommendations prior to publication. We think this approach might enable us to eliminate some gaps or disconnects in the mechanics of the process and help us fashion a smoother running process. Hello Councillors: As you might recall, the Council agreed to form a small team to investigate the "Board readiness” of GNSO Policy Recommendations. In a couple past Council sessions we discussed the mission and methodology of the small team. To date, the team has been: * Compiling lists of non-adopted recommendations * Developing a list of potential interviewees from recent PDPs * Developing a list of interview questions * Preparing a note to the Board requesting their participation on the effort. I am writing to provide you some notice about that last bullet item, as we are planning to send to send a note to the Board this week (the week of 30 September). Both ICANN staff and Greg thought it be best to run the draft past the Council (which I happily do) prior to sending on to the Board. During our call, you’ll remember that I described an upcoming personal trip. It turns out, I will be traveling during the time our next call is scheduled. Sorry for releasing this so close to the meeting - I agonised a bitt to much over it, which is why it needs editing. I think the letter to the Council list will be similar. Thx & best regards, Kurt Dear Tripti: The GNSO Council has formed a small group to study the “Board Readiness” of Council policy recommendations, with the aim to adjust our policy development practices in a way that will increase the likelihood that GNSO policy recommendations will be readily adopted by the ICANN Board. On behalf of that team, I am writing to solicit the cooperation and participation of Board members in a series of interviews the small team will conduct. The information coming from the interviews will be used to build a set of hypotheses that, once tested, will point to improvements in the policy process. We plan for the interviews to be conducted in informal, one-on-one formats. Questions can be provided in advance but the conversation might take the interview is different directions. We will study several past PDPs and might ask one or more Board members who participated in the Board deliberations to join in an interview. To provide a bit more background: the team will develop questionnaires for interviews with Policy Development Process (PDP) Chairs, PDP working group members, ICANN staff, and Board members to develop information needed to identify a new set of practices in the Policy Development Process. The questionnaire content will be developed based on the considerations such as: * Were PDP working group members surprised (or unsurprised) by Board rejection of certain, specific policy recommendations? Why? * During the policy-making discussion, did the PDP working group consider Board reaction to potential recommendations (either by the Board liaison or the public comment process)? * In the opinion of PDP working group members / ICANN staff / the Board. did the PDP working group believe they had sufficient information to develop a “Board-ready” set of recommendations? * What are the expectations of the Board liaison role by: the PDP working group members, the Board liaisons, the Board? What are the effects of differences in those expectations? * How did Board members receive information regarding PDP working group progress, during the Policy Development Process and after recommendations were received? * What (negatively or positively) surprised Board members in the policy recommendations? At what stage of the PDP did those surprises occur? Through what channel (reading PDP report, reading summary report, Board liaison report) did the Board member receive the specific information? The small team will synthesise the interview responses into a set of findings and either, create some follow-up inquiries or, use the findings to develop a set of recommendations intended to inform Council work on improving Board readiness. We think this approach might enable us to eliminate some gaps or disconnects in the thinking of the PDP participants and halos fashion a smoother running process, i.e., Turing the PDP process into more of a continuum, rather than discreet steps. The small team participants have quite a bit of enthusiasts for this approach and hope you and the Board cans ee their way to cooperating with this effort. Hello all, As discussed on today’s call, here are some suggestions for upcoming future meeting dates and times if kept weekly for August. The meetings would be 60 minutes. Wednesday, 14 August at 13:00 UTC Wednesday, 21 August at 12:00 UTC Wednesday, 28 August at 12:00 UTC We would wait to see if CCOICI team will meet in September and if so, avoid those meeting times as well. If they do not meet, at this time in September 12:00 UTC would work for Board Readiness Small Team. Please respond on list if any objections by Friday, 09 August 2024, if none, we will get these set up for August. Thanks all! Terri
