Best regards, Ariel, Steve, and Emily Action Items: Action Item #1: Leadership Team to follow up with WG regarding transition to 90-minute meetings in November. Notes – IDNs EPDP Call – 21 October 2021 Welcome & Chair Updates * Thanks to Anil and Justine for volunteering for the Vice Chair role. The election has been completed and Justine has been elected as Vice Chair. * Anil was appointed as Liaison from the ccPDP4. * Letter to ICANN Board to GNSO Council: Council had asked for a deferral on the implementation of IDN Guidelines v4. The Board responded asking the GNSO Council which specific items in the Guidelines the GNSO believes need to be deferred pending policy development. * If the Council wants input from the EPDP on the response to the Board, next steps will be discussed: https://mm.icann.org/pipermail/council/2021-October/025100.html Introduction to working documents for this group * Wiki page for IDNs EPDP working documents: https://community.icann.org/x/XwyHCg * One working document has been created for the charter questions in each topic, managed in Google docs with archived versions in MS Word/Excel * Staff will maintain the documents, with the goal of capturing main agreements/takeaways to support development of draft responses to charter questions and draft recommendations * Members have permission to add comments in “suggestion mode” (redline) * There is an additional working document containing Action Items coming out of WG meetings Brief review of deliberations on charter question a3 & review of the challenge mechanism recommended by SubPro Staff presentation on the Limited Challenge/Appeal Mechanism (slides<https://community.icann.org/download/attachments/174457008/EPDP%20on%20IDNs…>) * Background on the Limited Challenge/Appeal Mechanism – SubPro deliberations and community inputs * Types of challenges of evaluation outcomes & types of appeals of formal objections decisions * Principles: Narrow scope (in most cases, subject to “clearly erroneous” standard); Arbiter is generally the same panel/entity but different individuals; The party that initiates the challenge is generally responsible for costs & for appeals it is the losing party * For each challenge/appeal type, SubPro looked at the outcome that might warrant challenge, potential affected parties, parties with standing, arbiter of the challenge, likely result of a successful challenge, and party bearing the cost * Annex on page 329 of the SubPro Final Report summarizes the details of each potential challenge/appeal. It is considered implementation guidance: https://mm.icann.org/pipermail/council/2021-October/025100.html Discussion * Question: Why did SubPro recommend that challenger bears the cost of a challenge? * Response: The alternative is that the panel pays in certain cases, and this may deter potential vendors from participating. SubPro did not want to make the assumption that vendor or ICANN org could bear the cost, although it is possible in implementation that ICANN org will be able to negotiate contracts to this end. * Clarification: The job of this group is to determine the applicability of processes recommended by SubPro for cases involving evaluation using RZ-LGR. This does not mean that this group will come to the same conclusion. * Potential outcomes that might warrant challenge: Applied-for gTLD is found invalid; Applied-for variant gTLD is found NOT allocatable; Applied-for variant gTLD is found NOT to be a blocked variant * Comment: Regarding the case of Applied-for gTLD is found invalid -- The online tool is an application of the RZ-LGR. An issue with the tool itself could be a potential use case for a challenge. Therefore there are two possibilities: encoding/transition error OR fundamental error with the RZ-LGR * Question: When the RZ-LGR panel finalizes its work, what is the authoritative document that comes out of the GP? * Response: All proposals are integrated into a single file by the Integration Panel. That is the authoritative XML file. But the tool allows it to be used in a user-friendly way. The online tool is an implementation of the RZ-LGR. There is a possibility of human error in the implementation, which is a potential case for a challenge. * Comment: The broader language community does not get to test the outcome of the work of the GP. Is there a way that we could introduce testing of the outputs of the Integration Panel? * Response: This may be out of scope for this EPDP. * Response: There is testing done by IP and GP. GPs are asked by the IP to develop test cases. These are included in a test file that the GP provides to the IP. The IP does three levels of testing: 1. The test label file is tested; 2. There is testing against the gTLDs that have been delegated; 3. Word lists that are available online for different languages are run through the XML and see if there are rules that are causing too many to be invalided. These are sent back to the GP for review. There is an ongoing discussion between the IP and GP throughout the process. * Comment: Because there are potentially different sources of errors, some challenges, such as an error with the tool, could potentially be handled within the ICANN processes. Others, for example that require a change to the RZ-LGR, might require additional investigation. The applicants should not need to understand processes around development and amendment of RZ-LGR to go through the application process. * Comment: If the policy is that strings need to comply with RZ-LGR, applicants must be aware of these rules. * Comment: If this challenge process requesting an update to the RZ-LGR can happen at any time outside of the application process, maybe we should call it something else, for example a “change request.” * Comment: For the RZ-LGR challenge, the DNS Stability Panel is doing the evaluation, but the GP is potentially handling the appeal. This is different from many of the other challenge processes outlined in SubPro where the same entity that conducted the evaluation will also handle the challenge. * Suggestion: A single version of the RZ-LGR is used during the application window. Perhaps all challenges should be taken at the same time to the Panel. Handling cases one-by-one might result in a chaotic outcome as each update may impact other parts of the RZ-LGR. * Comment: There should be a challenge process that can trigger a review of the RZ-LGR outside of the new gTLD process. * Comment: We can’t set up requirements for the RZ-LGR process that only serve New gTLD processes. ccTLDs also utilize the RZ-LGR and this needs to be taken into consideration. * Next steps: Unpack circumstances in which a challenge may be appropriate. Potential issue: what goes on with the development of the RZ-LGR and what goes on in the application process. Best regards, Ariel, Emily, and Steve Action Items: Action Item 1: The liaisons (Alireza/Anil and Dennis) will discuss where additional coordination may be needed beyond VM management, if applicable. Action Item 2: Review the process flow and provide questions and comments before the next meeting, which should support discussions on the potential challenge mechanisms. Notes – IDNs EPDP Call (ICANN72 session) – 26 October 2021 Welcome & Chair Updates / Roll Call & SOI Updates * This is a working session and therefore we will not go through the background for the EPDP on IDNs. * Because coordination between the ccNSO and GNSO was requested by the Board, we want to start with an update from the ccPDP4 Update from ccPDP4 * Kenny Hwang presented on the Purpose and the structure of the ccPDP4. This includes the sub-group Variant Management, which is already focusing on coordination with the GNSO’s EPDP on IDNs. There are two other sub-groups that are less intertwined with the GNSO’s group. * Kenny provided progress to date on the Full WG * Anil Kumar Jain presented on the Variant Mgmt Sub-group (which links most closely with the EPDP). The Sub-group takes into account the staff papers/TSG and SubPro recommendations as inputs. Differentiating between policy recommendations and advice to ccTLD Managers. * Example: same entity requirements for SLDs may become a strong recommendation. * Next step is to review IDN tables and requirements re: IDN Tables and IDN Guidelines v4.0 * De-selection of IDN ccTLD – define trigger event to cause retirement process to start. Examples include name being removed from ISO 3166 or change of script of Designated Language. * Next steps: conclusion of VM sub-group by end of 2021/early 2022. Conclusion of de-selection by 2021/early 2022. Update basic policy for aforementioned areas afterwards. Start confusing similarity sub-group in early 2022. Stress test starting end of Q2 2022. * Kenny discussed the work plan. Plan to publish Initial Report and Final Report as well in Q3 2022. * We need to be sure to coordinate between the two PDPs, especially where it might extend beyond the VM mgmt sub-group. * Question: How will the ccPDP consider the IDN Guidelines v4.0? * Answer: Will be taken into account by the VM mgmt. sub-group. It will consider whether the changes to date will have an impact on the guidelines that were completed some years ago. * The EPDP will also be looking at the update process for the IDN Implementation Guidelines, so this might also represent something that the ccNSO should keep an eye on. * In the past for the ccTLD fast track, the ccTLD operators would need to present their IDN tables. This is presumably replaced by the RZ-LGR. The VM mgmt. sub-group is looking at potential requirements for IDN tables at the second-level. * The GNSO Council just received a letter from the Board in response to the Council’s request to defer the entirety of the IDN Guidelines v4.0 until the EPDP on IDNs completes. The Council has not yet made a decision on next steps. * Standard for confusing similarity between ccNSO/GNSO would seem to make sense to be as consistent as possible. Action: The liaisons (Alireza/Anil and Dennis) will discuss where additional coordination may be needed beyond VM management, if applicable. Continue deliberations on Topic A: Consistent definition and technical utilization of RZ-LGR – continue with question a3 * Reviewing a3, particularly around if the string is determined to be invalid, is there a reason not to use the eval challenge processes as recommended by SubPro? * Staff and leadership realized it was difficult to consider what the challenge mechanisms will look like without understanding the process. * Donna reviewed the slide, discussing the application of the RZ-LGR in the process. Important question here is what happens if a string is determined to be invalid – should they be allowed to proceed further? * The assumptions in the possible process are based upon the 2012 practices and the SubPro recs. * Clarified that applicants may not know background and utility of RZ-LGR, but they should understand that their string must comply with RZ-LGR. * Staff provided an overview of the potential process for determining validity of applied-for gTLD labels. * Starts with the simplest circumstance where a valid string is submitted and the DNS Stability Panel validates the correct application of the RZ-LGR. * Second path is the DSP determines the RZ-LGR was applied incorrectly and that the string is invalid (potentially low likelihood). * Third path is applied-for string is invalid, applicant can abandons application. * Or update string to conform with RZ-LGR. * Or move forward, after receiving warning. DSP will then check if RZ-LGR is applied correctly. * If yes, and string is invalid, string is rejected. * Or no, not applied correctly and the string is valid, application proceeds. * If the application is rejected, the application could withdraw application OR the applicant could challenge the assessment of the DSP. And the DSP may refer challenge to Integration Panel or Generation Panel. * The intention is to illustrate when and why there might be a need to challenge an outcome. * Question: In 2012, were invalid applications allowed to be submitted? * Answer: If memory serves, in 2012, most requirements were built into the system and invalid strings were not allowed to be submitted. * This EPDP, if it agrees, should explicitly state that invalid IDN gTLDs can be submitted, with ample warnings. * Hence, the question for this group is whether they can submit an invalid string and/or also challenge the invalid assessment up front (against the algorithm). * The only challenge point (as would be similar to SubPro) seems to be in the red dotted section, after a string is submitted. * There are two layers here to consider (IDNA 2008 standard and RZ-LGR). * The layer for potential challenge only pertains to the RZ-LGR layer, not IDNA2008 Action: Review the process flow and provide questions and comments before the next meeting, which should support discussions on the potential challenge mechanisms. Best regards, Ariel, Steve, and Emily Action Items: Action Item #1: Staff to obtain response to the question “What happens in the DNS stability review and what is the relationship with the RZ-LGR?” Action Item #2: ALAC representatives to reach out to the leadership team with any concerns about holding a regular working session during the WG’s ICANN72 time slot. Notes – IDNs EPDP Call – 14 October 2021 Welcome & Chair Updates * There is a call for volunteers open for the Vice Chair role. One person, Anil Jain, has put his name forward. If necessary, there can be a vote by doodle once the call closes tomorrow (Friday 15 October). ICANN org presentation of RZ-LGR (continued) and demo * How Does RZ-LGR Work? * Real Example Worked Out with RZ-LGR – slide 25 * Possible Process for Evaluating a TLD Label – slide 26 & 27 – this is only a suggestion, the WG will be responsible for making recommendations on the process. * RZ-LGR validation is part of the DNS stability review but it is not the complete DNS stability review. The suggestion on the slides is based on the process used from the 2012 round. * The community will need to guide org on how to integrate RZ-LGR validation into the DNS stability process. * Comment: SubPro did go over DNS stability review. It assumed that RZ-LGR will be part of the DNS stability review. This group needs to be careful to avoid going into other aspects of the DNS stability review. Action Item #1: Staff to obtain response to the question “What happens in the DNS stability review and what is the relationship with the RZ-LGR?” * If an applicant applies for a variant of an existing TLD and it is the same as the RO, it should run through the string similarity review against other strings that are already delegated, but not the string of which it is a variant. * IDN Variant Label (IDL) Set States and Changes – slide 28 * Managing the Number of Variant TLDs Delegated – slide 29 – RZ-LGR asks to minimize allocatable variant labels and maximize blocked variant labels. SAC060 also discusses this issue. IP and the GPs have worked to reduce allocatable variant labels, but limiting delegation needs to be managed further by policy. * Possible Triggers and the Process for Updating the RZ-LGR * What Can Trigger an Update to the Existing Script in RZ-LGR? – slide 31 * Question: Has the process been triggered? Answer: a minor change was made by one GP. Every script is doing its first proposals. * Clarification on slide text, “A constraint on labels in a script can be relaxed without issues to accommodate a particular language.” If there is a code point that is recently encoded by Unicode, it takes time to be supported by fonts and rendering engines. They may have put in place rules for blocking such cases. If the code point becomes stable or the language community believes the rule can be relaxed in some contexts, they can initiate that change. * Question: When someone submits a request for a change, is the GP already constituted or need to be reconstituted/newly formed? Answer: It doesn’t need to be the same group, but often members of a script community remain available. Even if the original group is disbanded, a new one can be formed. * Question: With respect to any new appeals process if it involves the GP, we need to take into account the amount of time needed for the group to become available. Answer: The amount of time would depend on the script community and the availability of experts – there is some external dependency. * Update to existing script proposal – the script community remains aware of what is happening with the script and can reformulate themselves into a GP if they think that additional work needs to be done. * Suggestion: Perhaps the applicable AGB would define the version of RZ-LGR that would be taken into account for validation. So if one is in the works, it would not be used for validation. * Process to Update an Existing Script Proposal in RZ-LGR * See recording for demo (beginning approximately 40 minutes into the meeting) * Question: Is it correct that if you run the same string through the tool using the same XML file, you will get the same result (valid vs. invalid). Answer: Yes. * Question: Some scripts read from right to left, does the tool take this into account? Answer: Yes, the tool can manage this. ICANN72 Planning * Based on the results of the doodle poll, it looks like there will be enough participation from the group to have a regular working session. It was noted that there may not be any ALAC members joining. Action Item #2: ALAC representatives to reach out to the leadership team with any concerns about holding a regular working session during the WG’s ICANN72 time slot.

Leadership team to also seek input on the schedule of regular WG meetings around ICANN72. Notes – IDNs EPDP Call – 7 October 2021 Welcome and Chair Updates * Donna is officially taking over as Chair starting today. Edmon is joining the ICANN Board beginning at the AGM. * This group will have a working session during on Tuesday 26 October at 16:30-17:30. Leadership wants to confirm whether there will be critical mass which will inform how we will spend the time during the meeting and will follow up on list about this item. * Today’s presentation is primarily technical but might touch on some policy issues. Please flag it if it touches on policy, but it is not necessary to worry too much. * Suggestion from WG member: Have the regular meeting next week on the 14th but then take a break from the regular meetings for the following two weeks. This will be taken to the list. * The working group will also need to revisit its regular schedule after ICANN72. Presentation on RZ-LGR * History of RZ-LGR – slides 4 & 5 – Initial work of the Variant Issues Project conducted in 2010-2011; Integrated issues report published in 2012; LGR procedure approved by the ICANN Board in 2013 * RZ-LGR Design and Development Process * Design Principles – slide 7 & 8 – Drive the development of the LGR for different scripts: Longevity, Least Astonishment, Contextual Safety, Inclusion, Simplicity, Predictability, Stability, Letter, Conservatism * These principles are focused on specific characters and whether they are considered valid (as opposed to looking at whole strings). * RZ-LGR Proposal Development Process – slide 9 – Script communities form script-based Generation Panels of volunteers, which design a solution and work with the Integration Panel in an iterative process to develop the proposal. * Integration Panel did some of the initial work to identify scripts that needed Generation Panels and did outreach to the communities to develop the GPs. Some outreach was required to get people up to speed about the work and bring people together to form the GPs. The level of effort varied from script to script. * Integration Panel Composition – slide 10 & 11 – Integration Panel is comprised of a small number of impartial experts with specific areas of expertise. * Generation Panel Composition and Work Organization – slide 11 &12 – Open and as diverse as possible, work is conducted via regular calls, wiki pages, mailing lists, and sometimes face-to-face meetings. * Comment: What is confusing to an end user is not necessarily confusing for an expert. We should be careful about what goes into the RZ-LGR. * Response: Confusability is typically handled through the string similarity process and not the RZ-LGR process. * Question: How difficult will it be to make an update to the RZ-LGR? * Response: The review will typically be very limited in scope, so it will be a more contained problem compared to the initial problem the Panels were tasked with solving. * Capturing Linguistic Diversity – slide 13 & 14 – Some scripts are used by many languages. How much support should be considered by the Generation Panels? The EGIDS values are used to help determine which languages to include in the analysis to ensure linguistic diversity is captured. * Process to Develop RZ-LGR – slide 15 – Script community forms a GP; GP develops proposal for RZ-LGR in XML; GP consults with IP; Public Comment; GP finalizes proposal; IP reviews, accepts, and integrates it into the RZ-LGR if it meets design principles; Public Comment; IP finalizes and publishes next version of RZ-LGR * Summary of Work on RZ-LGR * Summary of Generation Panel Work – slide 17 – time taken to finalize work for different scripts * Timeline for RZ-LGR Development – slide 18 * Status of Scripts and use of RZ-LGR – slide 19 & 20 – Publication of Recommendations for Managing the IDN Variant TLDs, Board resolution for the GNSO and ccNSO to take these recommendations into account, Board resolution for GNSO and ccNSO to take into account Recommendations for the Technical Utilization of the RZ-LGR in their PDPs, SubPro recommendations * How Does RZ-LGR Work? – slide 22-25 – For existing TLD, tool can tell whether there are variants as well as which variants are allocatable and which are blocked; For a new label, the first question is whether it is a valid label, if valid then the question is whether there are variants and if there are variants, which are allocatable and which are blocked. Script community develops the framework to determine which should be blocked. * This PDP will determine, if it’s allocatable, who can apply for it and what are the rules and process steps for doing so. WG will also look at the treatment of second level domains under those labels.
