Dear EPDP-IDNs Team Members, This message is to notify you the closing of the Consensus Call process on the EPDP-IDNs Phase 2 final Outputs. Many thanks to the positive responses from RySG, RrSG, ISPCP, NCSG, ALAC, and GAC representatives. Given that there is no disagreement by the EPDP Team with the proposed consensus designations by the leadership team, staff will incorporate them into the Phase 2 Final Report. To confirm, all of the Phase 2 final Outputs received “full consensus” designation. After the Team confirmed all Outputs last week, your support staff reached out to the ccNSO support staff for the ccNSO to be informed of the updates to Outputs 18-20 following the public comment process. Unfortunately, they provided us with feedback requesting that ccNSO’s consideration process be included again to Final Recommendation 20, to become: “…approved by the GNSO Council after consulting the ccNSO Council, prior to consideration by the ICANN Board.” Their rationale was that though not directly affected, ccTLDs that register IDNs at the second-level will be affected by the Guidelines and are expected to abide by them. Hence, the request was for a consultation mechanism to be included in the Output to ensure that the ccNSO Council is involved while the ccTLDs are informed throughout the whole process. To reflect ccNSO’s request while also considering the Team’s agreement, and so as not to interrupt the current work plan, the leadership proposes a new implementation guidance to supplement the current Final Recommendation 20, and the proposal is as follows: Implementation Guidance 21: "The GNSO Council should consult with the ccNSO Council prior to taking action on any future versions of the IDN Implementation Guidelines." (Current language for Consensus Call) Final Recommendation 20: “Any future versions of the IDN Implementation Guidelines must be approved by the GNSO Council prior to consideration by the ICANN Board.” Kindly review the proposal together with your respective groups and provide feedback through the mailing list by Thursday, 26 September 2024 at 23:59 UTC. If no objections are received by then, leadership will circulate the updated consensus designation document for the Team to continue participating in the consensus call (responding to the mailing list with accept or not accept) that started on 20 September 2024. Dear Team, It has truly been an invaluable experience working alongside all of you. This journey has not only been a great learning opportunity but also a remarkable example of how we can collaborate harmoniously, even when our perspectives differed. In fact, this has been one of the most positive and collaborative working groups I`ve ever had the privilege to be a part of. I often refer to the IDN EPDP as a gold standard for what a policy development process should aspire to be . Donna, your leadership has been nothing short of outstanding, setting the tone for our success. The dedication and commitment of the Staff team have also greatly contributed to this experience, and I&rsquod like to extend my heartfelt thanks to Ariel, Emily, Saewon, Dan, and Steve for their unwavering support throughout this process . To my fellow EPDP members and colleagues, thank you for your collaboration and hard work. BIG milestone achieved! Please take a moment to celebrate and pat yourselves on the back for your significant contribution to this important piece of work. For most of you this has been a three and a half year commitment and I am very appreciative of the collaborative, respectful and friendly way that you have all approached this work. While Steve may not have been the most visible of our support team he was the one supporting and guiding behind the scenes for the duration of the EPDP. He found Dan and Saewon to replace Emily and Ariel and ensured an almost seamless transition. He was also instrumental in ensuring that our request for a face-to-face meeting was supported. [EPDP-IDNs P2] DRAFT Final Report - Request for Review

Dear EPDP Team Members, Please find attached the long-awaited draft of the P2 Final Report (word doc.). With the report hot off the presses, kindly note that the leadership team has not yet had the opportunity to fully review the report in its entirety, but due to time limits, they will be reviewing it alongside the Team. The Final Report is scheduled to be submitted to the GNSO Council for their review on Monday, 7 October 2024. Though we understand that this is very tight, Staff would greatly appreciate all your kind review, providing feedback and comments, if any, by Monday, 7 October 2024 at 22:00 UTC, giving us time to prepare for submission. If urgent, please pay particular attention to Sections 1-3 (pp.3-60) and Sections 9-10 (pp.125-149). Also, kindly be informed that there will be other opportunities to make any essential updates/revisions to the document, if necessary, prior to the motion requesting GNSO Council’s consideration of the Report in November. After the Team confirmed all Outputs last week, your support staff reached out to the ccNSO support staff for the ccNSO to be informed of the updates to Outputs 18-20 following the public comment process . Unfortunately, they provided us with feedback requesting that ccNSO&rsquos consideration process be included again to Final Recommendation 20, to become: &ldquo&hellipapproved by the GNSO Council after consulting the ccNSO Council, prior to consideration by the ICANN Board.&rdquo Their rationale was that though not directly affected, ccTLDs that register IDNs at the second-level will be affected by the Guidelines and are expected to abide by them. Hence, the request was for a consultation mechanism to be included in the Output to ensure that the ccNSO Council is involved while the ccTLDs are informed throughout the whole process . To reflect ccNSO&rsquos request while also considering the Team&rsquos agreement, and so as not to interrupt the current work plan, the leadership proposes a new implementation guidance to supplement the current Final Recommendation 20, and the proposal is as follows: Implementation Guidance 21: "The GNSO Council should consult with the ccNSO Council prior to taking action on any future versions of the IDN Implementation Guidelines." (Current language for Consensus Call) Final Recommendation 20: &ldquoAny future versions of the IDN Implementation Guidelines must be approved by the GNSO Council prior to consideration by the ICANN Board.&rdquo Kindly review the proposal together with your respective groups and provide feedback through the mailing list by Thursday, 26 September 2024 at 23:59 UTC. The leadership team has proposed a consensus designation for every final Output that the EPDP Team has finalized by 20 September 2024.
